The article examines the characteristics of military discourse reflected in terms of genre diversity, pragmatic features and attitudes towards functional-semantic styles. The scientific novelty consists in clarifying the status of military business speech in the educational and professional environment of military higher educational institutions of a command profile, as well as in their characterization from the point of view of genre, stylistic and language features. The publication presents the positions of various authors regarding the essence of the \"military culture\" construct and their assessments on the issue of the correctness of its use in philosophy and cultural studies. The paper shows that all the studied studies on this topic can be divided according to the problematic principle into those in which this concept receives a status certainty in humanitarian knowledge and those in which the correctness of its introduction into scientific circulation is denied. The scientific novelty lies in substantiating the need for a cultural-philosophical analysis of the phenomenon of military culture. The article proposes to use a normative approach, which, on a single methodological basis, will allow the subjective and objective concept of \"quality of life\" to be presented in the form of numbers, with a link to the implementation of state programs. Scientific novelty lies in the development of an approach to create an information base of standard guidelines that can be used in standardizing the quality of life of the population in rural areas. As a result of the study, the most common methods for analyzing and assessing the quality of life of the population were identified. A comparative description of the methods is presented and a mechanism is proposed for reconciling the normative approach to develop criteria for assessing the quality of life in the context of various spheres of the population's life. The processes of a socio-economic nature are revealed, the factors influencing the construction of economic and legal relations between the state and consumer cooperation operating in rural areas are considered. In this study, we paid attention not only to the relationship of such processes, but also to the effectiveness of consumer cooperation.
