The article proposes to use a normative approach, which, on a single methodological basis, will allow the subjective and objective concept of \"quality of life\" to be presented in the form of numbers, with a link to the implementation of state programs. Scientific novelty lies in the development of an approach to create an information base of standard guidelines that can be used in standardizing the quality of life of the population in rural areas. As a result of the study, the most common methods for analyzing and assessing the quality of life of the population were identified. A comparative description of the methods is presented and a mechanism is proposed for reconciling the normative approach to develop criteria for assessing the quality of life in the context of various spheres of the population's life. Substantiation of standard guidelines for assessing the quality of life of the rural population of life
