Taranukha","doi":"10.30977/etk.2225-2304.2022.39.22","DOIUrl":"https://doi.org/10.30977/etk.2225-2304.2022.39.22","url":null,"abstract":"In the context of global financial instability, the role of socio-psychological factors in investment decision-making has increased and there is a need to reconsider the meaning of investment risk management and updating existing risk assessment methods from the perspective of both investor, state, industry and enterprises. Thus, risk assessment often needs to be prepared and conducted according to the principle of uniqueness, distinction, etc. Each risk requires the identification of a number of sources not found in the other types of risks. That is why the purpose of the article is to develop and improve methods of the analysis and the assessment of investment risks requiring the further refinement. On the basis of systematization and the comparative characterization of existing methods of risk assessment and analysis used in the modern economic practice of investment activities, it is proposed to improve the tools for risk analysis and assessment by including the empathy method, which allows using not only the economic criteria, but also a combination of subjective and objective cognitive assessments of an investor. The article suggests to consider «risk perception» as two separate components: risk perception and risk opportunity perception taken into account the conditions affecting the perception that one of the investment risks will be lower or higher in a certain period of time or at a certain stage of investment, regardless of the risk profile. The perception of a risk opportunity is positive for investing, although at the same time it has its own negative consequences for a developing enterprise. The impact on this can only be identified once the risk profile has been determined at the stage when the enterprise has specific proposals and prospects for attracting investment. The totality of factors making up the risk «profile» has already been considered many times in risk assessment methodologies, and is supplemented by new components such as «tolerance» and «perception» of risk, which were not previously applied in relation to investment risk. The term competence describes the potential and real ability to solve strategic corporation tasks, the ability to implement knowledge and skills to balance the interests of stakeholders. The model of personnel competencies used in the corporate management will allow solving various tasks in the field of personnel management, advancing the company to achieve strategic goals, ensuring the competitiveness and more. \u0000The article proves that the competency model should include corporate competencies that directly depend on the values of the corporation (organization, enterprise) and are universal for all its employees, as well as the competencies of managers which are necessary to perform responsibilities and to achieve the planned result. \u0000Corporate (key) competencies are general, aimed at forming and maintaining the corporate culture and the implementation of strategic goals of the corporation and are formed due to the influence of managerial, professional and personal competencies. Management competencies include the list required to perform managerial responsibilities. Professional competencies characterize the knowledge, skills and abilities necessary for the effective performance of work in a particular position, as well as personal abilities, developmental motives, etc. Personal competencies relate to the individual employee and include high self-organization, high communication data, etc. \u0000The proposed model of corporate management competencies is hierarchical and reflects the contribution of certain types of competencies to general ones (corporate competencies). It has been revealed that this approach was directly going through the first stage of their development, at the same time as one of the most important and most demanding. This fact partly causes and explains the problematic reasons for the development of logistics strategies, which are the subject of scientific leaders’ discussion, their classification which is the reason for the need for further intensive studies. \u0000The main purpose of the article is to improve the classification of logistics strategies by identifying, justifying and streamlining their features and types. \u0000The extensive analysis of scientific papers on the development of logistics strategy of an enterprise, allowed to state the fact of their existence and application alone, that is, there is a lack of a certain system, order and interdependence between particular types of logistics strategies. At the same time, in most works the authors do not detail the feature of their classification, which leads to the lack of hierarchical representation (the allocation of primary and secondary classification features). \u0000The study proved that the logistics strategy should be considered as a deepening of the business strategy of an enterprise. This is possible through the digitalisation and implementation of innovations in all spheres of the society. The transport and logistics system has a special role in these conditions, the activity of which determines the efficiency of many types of business and its relations with consumers. This system also needs digital innovations in various spheres of its operations. Therefore, the aim of this article is to identify the main trends in digital innovations affecting the development of transport and logistics system in the VUCA world conditions, which should be considered by transport and logistics organisations in their work. \u0000Taking into account the significant role of transport and logistics in today's environment, and some changes in consumer behaviour in the era of digitalisation, the following trends in the development of digital innovation are highlighted: the growing role of analytics based on Bigdata; the transition to a greater use of cloud technology, which allow the organisations to store data, share files, communicate with teams and cooperate with stakeholders; the formation of a flexible management system of transport and logistics processes; the formation of modern supply chains based on digital technologies; and the formation of an effective “last mile” delivery system in e-commerce. It is established that effective management of production processes and logistics of any enterprise is not possible without determining the relevant and structured information about the state of the elements of the supply chain and the processes that take place in it. It is researched and formulated that the generally accepted system of measuring the efficiency of the enterprise is a balanced system of key indicators of supply chain efficiency. But based on the analysis of different points of view of scientists, it is determined that to assess the effectiveness of supply chains of enterprises, the vast majority of scientists suggest using ten key indicators, namely: service quality, product quality, lead time (response rate), overall logistics costs, financial indicators ), value added, reliability, flexibility (maneuverability), power, assets. The differences between the SCOR model used at the three levels of metrics, which are designed to assess the effectiveness of decisions at the strategic level, have been studied and established. At the first level, there are indicators that characterize the general state of the supply chain – key performance indicators (KPI – Key Performance Indicator). At the second level – indicators that help diagnose level 1 indicators and identify deviations. The third level of indicators diagnoses the indicators of the 2nd level, respectively. In this case, all metrics must have a hierarchical structure. It is established that the main differences between the concepts of efficiency and effectiveness of supply chains are that efficiency is associated with minimizing all related resources and processes, while efficiency is aimed at achieving all goals, higher results, completed activities and customer satisfaction, focusing on the customer and the goal as much as possible, thus achieving supply chain optimization. Effectiveness is the highest attempt to reduce all resources by maximizing the use of all capacities, the response tries to be as flexible and customer-oriented as possible. A matrix of efficiency of supply chains is proposed, which takes into account the indicators of their efficiency. To achieve this aim, a number of modern general scientific methods and techniques of research were used, namely: the abstract-logical method, including the analysis and the synthesis, the induction and deduction; the generalization to review information sources, to clarify the essence of basic concepts and categories, to study the domestic and foreign experience; the system analysis in order to holistically perceive the object of study and a comprehensive analysis of the element relationships within the defined problem as a whole; the problem-oriented method for the scientific substantiation of strategic priorities and their organizational and economic aspect; the graphic method to illustrate the results. \u0000The sustainable economic development of an enterprise is determined by the economic development (influenced by the level of economic growth, qualitative changes in the subsystems of an enterprise) and the economic stability (determined by the economic equilibrium, the economic adaptation and the economic flexibility), which, in turn, is ensured by an amount of investments in innovative products and technologies, as well as the level of enterprise management. The sustainable development of transport enterprises is possible by developing and implementing a strategy of economic innovation development based on ensuring optimal rates of economic growth, at which the algorithm for modeling the level of achievable growth is used for transport enterprises. Theoretical substantiation of the main provisions of the modern paradigm of economic growth of transport enterprises aimed at effective adaptation of their economic activity to rapidly changing environmental conditions and consideration of sustainable development as its objective function. The purpose of the article is to develop a psychological mechanism to increase the efficiency of the enterprise staff. \u0000To achieve the objectives of the article, the following methods were used: the information on the chronological and substantive dynamics of changes in forms of government was analyzed and synthesized, the subject of cognition and the dialectic of the process of cognition were studied. Using a logical approach, it is defined that the process of cognition is the starting point in the psychological mechanism of improving the efficiency of staff. A model of the system of ecological and innovative management of MTE is proposed, which is based on the system approach and methodical apparatus of cybernetic modeling of viable systems. The transition from the functional approach to management used in the concept of viable systems to a more progressive process approach is justified, which will increase the versatility of the developed model. The enterprise management system is presented in the form of a metasystem (management entity) and an operational element (management object). The object of management is presented in the form of a system of management of MTE ecological innovations portfolios (subsystem of operational management). These projects are implemented in five basic business processes of the motor-transport enterprise: the main production processes; related processes; auxiliary processes; security processes; business processes management and development. The model of a viable system of ecological and innovative management of MTE provides development of a complex of models which ensure efficiency of introduction of ecological innovations in business processes of the enterprise. The use of the proposed model allows to increase the consistency, efficiency, accuracy, adequacy of management decisions; stability of functioning and adaptation to changing conditions of external and internal environment; increase the predictability and transparency of environmental innovation activities of the MTE, which improves the efficiency and effectiveness of the enterprise. The result of applying a viable management model is to improve the manageability of the system and increase the level of environmental monitoring of the process of providing road transport services. In order to improve the quality of strategic processes, it is necessary to use decision support systems. Based on the analysis of research, it is determined that decision support systems can overcome the difficulties associated with multicriteria, limited resources and incomplete information. The study identifies three levels of decision support systems, depending on the specifics of the tasks and the technology used. The authors determined the composition of the decision support system, which includes: file accumulation systems; data analysis systems; accounting systems; representative (image) systems; optimization systems; recommendation systems. Based on the existing approaches to the construction of decision support systems and certain procedures of strategic public administration, the article develops a decision support system for the formation and implementation of a strategy for innovative development of transport infrastructure. The authors proposed a system of decision support for the formation and implementation of a strategy for innovative development of transport infrastructure, which includes the consistent implementation of blocks. The study identifies elements of such a system, which include a set of task blocks (goal setting, project proposals, strategic alternatives, motivation, communication, controlling) and tool modules (data, expert evaluation, analytics, modeling). The strategic priorities of European transport policy are integrated to other EU development priorities, including the European Green Deal, Territorial Agenda 2030. In December 2020 The European Commission presented “Sustainable and Smart Mobility Strategy – putting European transport on track for the future”. This document has outlined the European transport system’s path towards achieving objectives of a sustainable, smart and resilient mobility. The priorities of the European transport system focus on environmental issues, sustainability, development of high-speed railways, expansion of rail freight and passenger transport markets, development of multimodal transportation, technologies for a further electrification and automation in transport, digitalization, deployment of innovations. Road freight transport accounted for more than two thirds of freight traffic in 2019. For the EU member states bordered to Ukraine (Poland, Slovakia, Hungary, Romania), the share of road freight transport has been growing since 2011. These countries are mostly involved in the international road freight transportation. The average distance for which goods were carried by international road freight transport in EU was 581 km in 2018. For Poland, Hungary, Slovakia and Romania the average distance varied from 603 to 786 km. The countries that have joined the EU since 2004 accounted for 80 % of all cross-trade in the EU, which emphasized on the relative competitiveness of hauliers from these countries. Transport companies from Poland are the most active in freight transport between EU countries, in particular in cabotage. In 2020, the European Parliament adopted the Mobility Package I.
