Fedotova","doi":"10.30977/etk.2225-2304.2022.40.132","DOIUrl":"https://doi.org/10.30977/etk.2225-2304.2022.40.132","url":null,"abstract":"The process of enterprise management is considered from the standpoint of the implementation of the control function through the main functions: planning, organization, stimulation and regulation. The content of the concept of control as a management activity, a management function, a set of procedures and as a system is analyzed. Under control, it is proposed to understand the main function of management, whose implementation is necessary for the formation of a system for processing information obtained by monitoring, regulating and displaying real facts and results of the enterprise functioning. This system is aimed at improving the efficiency of the enterprise by comparing the obtained results with planned and normative results, identifying the causes of possible deviations and their timely elimination, as well as preventing the appearance of negative deviations in the future period. It is proposed to use a systematic approach to the organization of internal control at the enterprise. The necessity of dividing the final and subsequent controls, i.e. the selection of the fourth stage in the internal control system, is substantiated. An internal control system consisting of four stages has been developed: preliminary control, current control, final control, subsequent control. A comparative characterization of each stage of the MTE internal control system was carried out according to the following features: subject of control, object of control, purpose of control, tasks of control, time of implementation, sources of information, nature of control, possibility of making preventive corrections. Each stage of the MTE internal control system was developed using the IDEF0 process approach. Recommendations for the implementation of each stage of the MTE internal control system are offered. The structure of MTE costs is considered. The most significant expenditure items are highlighted: fuel and lubricants, taxes and fees as part of the cost price, wages, depreciation. The structure of overhead costs was analyzed according to the following items: general production costs, costs for maintaining the control apparatus, non-productive costs, excluded costs. It is proposed to use a functional-cost analysis of overhead costs in three stages: informational-preparatory, creative-analytical, implementation-control. The methodological basis of this article is scientific works of outstanding scientists and materials of periodicals. During the study, the method of logical analysis was used to substantiate the threats to the economic security of the transport enterprise by the nature of the realization of the negative impact. For the purpose of unanimous acceptance of the object of research and a comprehensive assessment of the relations of elements within the defined problem, the method of system analysis was used. \u0000The conducted research shows the significant role of road transport in the system of the transport industry and the economy of Ukraine as a whole. It should be noted that the state of motor transport enterprises is unstable and is under the influence of a significant number of external and internal factors. Such a situation causes fluctuations and affects the level of economic security of enterprises in the transport industry, and therefore they need a system of monitoring and maintaining economic security at a satisfactory level. The study of the economic security of the enterprise from an objective standpoint makes it impossible to analyze the state and main development trends of the economic sector to which it belongs. Therefore, in order to formulate an objective and thorough conclusion regarding the state of economic security of transport enterprises, it is necessary to study the current state of development of this industry. Threats to the economic security of a motor vehicle enterprise arise not only due to their financial and economic activities, but also from the factors that can lead to losses or bankruptcy. And that is why we should not delay the factors of the internal and external environment, but react on them as quickly as possible and protect the enterprise from undesirable consequences in the future. That is why the issue of conflict management at the enterprise is relevant. The purpose of the article is to develop an algorithm for conflict management at the enterprise. \u0000The following methods were used to implement the goals of the article: the information on the definition of the concept of conflict was analyzed and synthesized, and it was established that some authors consider conflict as a negative phenomenon, others as a neutral phenomenon, and still others as a phenomenon that can lead to both positive and negative results Using a logical approach, it was determined that the process of conflict management should take place at the enterprise level as an activity to create conflict management technology, conflict-related competence of employees and other actions to ensure conflict prevention. As a result of the consideration of a set of publications from various scientific sources, the need for the formation and selection of optimal logistics strategies as one of the ways of timely response to constant changes in a highly competitive environment, as well as preservation, strengthening and development of relevant competitive advantages, was established and substantiated. To facilitate and enable the implementation of such a choice, in particular, in conditions of market volatility, it is advisable to use modeling of such strategies. Therefore, at present, an urgent task in this field is to build a model for the selection of certain (optimal) logistics strategies, taking into account the key factors influencing it. \u0000The main purpose of the article is to develop a model for choosing logistics strategies of an enterprise. \u0000A careful analysis of scientific works devoted to the modeling of logistics strategies made it possible to formulate the following problems: firstly, the developed models of the formation/selection of these strategies are presented mainly in a rather general form, which necessitates their detailing; secondly, there is insufficient and/or partial description of the proposed models for choosing logistics strategies; thirdly, the indicators, on the basis of which the model for choosing a logistics strategy is built, need to be substantiated. \u0000The study found that the logistics strategy is built on the basis of maximizing or minimizing certain key indicators that exert the greatest influence on its content. First of all, it is appropriate to consider the results of previous author's studies of certain aspects of the development of the logistics strategy of the enterprise as the basis for the selection and justification of the specified indicators, in particular: the clarified essence of the term “logistics strategy of the enterprise” and their improved classification. \u0000A model for choosing the optimal logistics strategies of the enterprise has been built, whose key parameters are the logistics costs that outline the financial support of the strategy; the quality level of logistics service, which characterizes consumer satisfaction; the level of innovation, which determines the ability to quickly adapt and make changes in accordance with the latest trends and modern requirements in the logistics activities of the enterprise. {"title":"INFLUENCE OF THE STATE ON THE INCREASE IN THE INTERNATIONAL COMPETITIVENESS OF ITS REGIONS","authors":"O. The first, fundamental circumstance is that the government is usually guided by considerations of a higher ideological order, such as strengthening defense capabilities or increasing the standard of living of citizens, so for politicians, competitiveness is not an end in itself, but a subordinate means, albeit an important one. The government's political goals can be achieved by other means. The second circumstance is related to a whole block of technical difficulties. Competitiveness is a complex phenomenon and therefore difficult not only to direct regulation, but also to formalization. After all, the third circumstance is related to the very order of state functioning. The work also highlights and substantiates three options offered by world practice in resolving contradictions between the spatial organization of the economy and the administrative-political system. The problem of separation of powers “vertically” between central, regional and local authorities was revealed. A list of tasks that must be solved by the central authorities in the field of increasing regional competitiveness is proposed, as well as the options for economic policy that can be implemented by the government in these areas are considered. This led to a more detailed analysis of the influence of the state on the competitiveness of the region, and proposition of an appropriate methodology consisting of six stages. At the first stage, a general assessment of the competitiveness of the country and a specific region is carried out – the areas of specialization, the type of competitive strategy, and the main determinants of competitiveness are established. Further, the goals of the state's regional policy for the entire selected time period are investigated; the main “turning points” are highlighted, when the policy underwent a significant revision. Then, on the basis of the carried out periodization, period by period is studied, and the effectiveness of state policy is evaluated in terms of its impact on regional competitiveness. On the basis of the conducted research and analysis of modern trends in the economy and politics, prospective problems of regional competitiveness and the tasks of the state arising from this are determined. The obtained results are analyzed in terms of the interests of the state and its regions. \u0000After that, the paper considers and analyzes two approaches to the quantitative assessment of competitiveness. This analysis made it possible to conclude that none of the given indicators, taken separately, describes the completeness of the picture. To achieve the goal, a number of modern general scientific research methods and techniques were used, namely: abstract-logical, including analysis and synthesis, induction and deduction; clarification of the essence of the main concepts and categories, generalization – for the review of information sources, study of domestic and foreign experience; system analysis – for the purpose of a holistic perception of the object of research and a comprehensive analysis of the connections of elements within the defined problem as a whole; problem-oriented – for scientific substantiation of strategic priorities and their organizational and economic aspects. \u0000The digital economy is an important driving force of economic development and building a digital economy has become a global consensus. However, in accordance with the concept of sustainable development, the digital economy has both positive and negative effects on the social and environmental component. This article analyzed the impact of the digital economy on sustainable development in terms of the economy, society and the environment. Digital technologies are used in industry, education, energy, medical care, communal services and other industries, which significantly increases the efficiency of economic activity. Various countries have formulated a number of political strategies for the development of the digital economy. In 2020, although the economies of various countries have been greatly affected by the Covid-19 pandemic, the digital economy continues to show good development dynamics and good development prospects. The digital economy has become a key driving force for the world’s largest countries, which contributes to the sustainable recovery of the economy under the conditions of the impact of the pandemic. To do this, the main elements and functions of the information logistics system were identified, the range of tasks was identified and the typical business processes for trade and manufacturing enterprises were determined. \u0000The system of information logistics for production management is divided into a separate group, which combines the executive system of production, the automated system of production management and the information and computing system. The systems of this group solve the problems of synchronization, coordinate, analyze and optimize the output of any production in real time. The paper compares MES (systems that provide operational planning) and ERP (systems that implement long-term planning) systems that serve the different levels of the information structure. This analysis showed that MES-systems provide greater production efficiency and increase its profitability due to a more rapid response to external changes, as well as the use of mathematical methods to increase the degree of implementation of planned tasks. Based on the analysis, the paper proposes to identify several universal information logistics systems that should exist in any enterprise. The theoretical researches of existing approaches concerning the mechanism formation of enterprise management are carried out. It is determined that in the scientific literature little attention is paid to the formation of a mechanism for managing the enterprise viability. The lack of systematic and completeness approach of the considered structure of the enterprise viability hinders the formation of a mechanism for managing the enterprise viability. \u0000The aim of the work is to improve the mechanism of managing the enterprise viability, which helps to increase the share of making and implementing the effective management decisions. The article proposes an integrated mechanism for managing the viability of a transport company, which is an interdependent system of individual interconnected elements: management goals, management principles, management functions, management methods, management resources and management process, which is implemented in several stages. The formed mechanism of management of motor transport enterprise viability is based on the system approach, accordingly, the mechanism is resulted in the form of interconnected set of structural elements. The characteristic of structural elements of the control mechanism is given. The proposed mechanism for managing the enterprise viability ensures the effective decision implementation. Application of the management mechanism will increase the efficiency of managing the enterprise viability to reach its target level.
