To provide a high quality of control processes, it takes an adequate mathematical model of ship dynamics. The main feature of pilotless ship dynamics in comparison with other robotic systems consists in essential influence of water environment. In the paper to present ship model nonlinearity which is associated with viscous torque resistance, the usage of power series is proposed that makes possible to transform functional uncertainty problem in to parameter identification of power series coefficients. In accordance with the principle of dual consideration, no system element is an isolated object, since it is included in another system of a higher level. In complex systems models, sufficiently integrable subsystems with given properties and relations between them should be considered as initial elements. Without taking into account the interconnectedness of the elements of the system, the results of local optimization may not only not correspond to the global extremum, but even contradict it. Therefore, in the systems approach, an important role is played by the study of the technological features of the system and its structure. The occurrence of sudden and gradual failures is an example of processes in which entropy grows, and there is no such process in the theory of reliability that would lead, with its spontaneous development, to a decrease in entropy. The interpretation of the results of applying the principles including the concept of entropy to mathematical models of wear, which are used in the theory of reliability, is given. A linear difference equation with constant parameters as a discrete model of a random process time series is used. An approach that allows simultaneous parameters estimation of the model numerator and denominator is proposed. Such an approach made it possible to increase the computational efficiency of parametric estimation procedures of spectral density power. For a stable estimation of linear difference model parameters, an overdetermined system of equations is used. An increase in the equations number provides a statistical smoothing of the calculated estimates of the definable model parameters. In order to find the best estimates of the model parameters, the least squares method is used. The problem of choosing the model order is reviewed. As the simplest criterion for choosing the linear difference model order, we use the minimum of the residuals square sum. Also the article describes the algorithms development for localization and large coefficients control. The transient processes results obtained during the simulation justify the appropriateness of the proposed techniques for trackless autonomous vehicles control. The approach is based on the analysis of acoustic wave’s parameters, which are propagated upon the plating of the ship body after the outer bang on the plating with foreign object. The system consists of the series of integrated sensors and the control unit. These elements are connected by the high-productive digital bus. Each sensor consists of acoustic transducer, audio amplifier, amplitude detector, and microcontroller with built-in analog-to-digital converter. By the analysis of the time of arrival of acoustic wave to the integrated sensor the place of the bang is localized. The main question is how the countries of NEA realize the strategies to increase energy independence in their energy politics? NEA with a population of more than 1.5 billion people and occupying the territory of 11.8 million sq. km is one of the most dynamically developing macro-regions of the world. All countries of NEA exist under conditions of constant shortage of energy resources, constant dependence on the state of the world energy sources. Ensure energy safety is among the top priorities of foreign and domestic politics of NEA countries in which the state plays a significant role in solving the problems of the strategy of energy independence increasing. At present it is discussed the main reason of China’s active growth after the start of the reforms policy and openness - the borrowing of technologies at minimum expense to achieve rapid technological advance. The analysis of the energy budget structure of the Northeast Asian countries showed that at the level of 2013-2014 China consumed 63,7% of oil, 54,0% of gas and 90% of coal of the total consumption of NEA countries: China, Japan, South Korea, North Korea and Mongolia all together. China produces 95.8% of the total production of fuel and energy resources in the macroregion.
