The work is devoted to the review and analysis of\u0000 the software for creating control programs for mobile robots. The work presents a\u0000 generalized structural diagram of a hierarchical mobile robot control system, in which\u0000 decentralized software processing of information takes place, and separate software and\u0000 hardware components are remote from each other. When building a mobile robot control\u0000 system, various robot programming environments are considered, which represent a wide\u0000 range of tools for creating various models and systems. Moreover, the issues of using\u0000 graphic and text software environments with high-level programming languages are\u0000 considered. Development environments are considered among the software complexes:\u0000 LabView; NXT-G; Robolab; EV3-G; MRDS; Scratch; 12Blocks; Simulink; ROBO Pro; Arduino\u0000 Studio and TRIK Studio. The following are considered the most common programming\u0000 languages at work: C++, Python, Pascal, JAVA and Scratch. All software is analyzed\u0000 according to the following criteria: mathematical expressions, computational model,\u0000 interpretation, stand-alone use, code generation, modeling, debugging, tutorials, free,\u0000 platforms, designers, license and development prospects. In the conditions of uncertainties and risks, the\u0000 requirements for the competence of specialists are formed intuitively, and the task of a\u0000 civilized society is to apply existing and develop new standards of education on the\u0000 basis of the Laws of Ukraine \"On Education\", \"On Vocational and Technical Education\",\u0000 \"On Higher Education\", \"On Scientific and scientific and technical activity\" etc.\u0000 Challenges and new values are being formed, which accelerate the need to improve the\u0000 quality of the educational process and set new demands on graduates of higher education\u0000 institutions. One of these challenges is the transition to project management in the\u0000 educational sphere, which requires the creation of innovative information technologies\u0000 for the management of vocational training competencies that take into account the\u0000 specific requirements of employers aimed at training specialists for the IT labor\u0000 market. These mechanisms set requirements for specialists of the labor market, and the\u0000 recommendations of employers form competencies that make up the actual content of\u0000 educational programs. The authors carried out a mass technical inspection of more than 500\u0000 houses on the territory of the Makariv united territorial community, Buchansky district,\u0000 Kyiv region. The result of each inspection is a technical report in which\u0000 recommendations are given for possible restoration or, if necessary, dismantling\u0000 (liquidation) of the object. All survey objects are divided by the periods of\u0000 construction: before the 70s of the XX century, from the 70s of the XX century. In the\u0000 second half of the 90s of the XX century, from the second half of the 00s of the XXI\u0000 century. To this day. These construction periods are characterized primarily by\u0000 construction technologies and materials used in construction. The result of this work is\u0000 a comprehensive assessment of such buildings, with the provision of recommendations,\u0000 that were damaged as a result of hostilities. Houses with a wooden frame suffer\u0000 significant damage from any cause of destruction, and at the end of their useful life,\u0000 it is economically impractical to restore such houses. Restoration of houses with\u0000 ceramic brick walls can be economically feasible, but subject to a comprehensive\u0000 assessment of each defect and damage, it is affected by the type of interior equipment,\u0000 the mortar on which the masonry is laid, the location of the wall, etc. Restoration of\u0000 houses, the walls of which are made of shell blocks, require a separate assessment, the\u0000 determination of the condition of the masonry is quite limited and requires additional\u0000 scientific research. Restoration of buildings, the walls of which are made of aerated\u0000 concrete blocks, is mostly not physically possible, the use of the remains of a\u0000 destroyed building when building a new one is inadmissible. Kramskyі","doi":"10.32347/2412-9933.2023.53.16-22","DOIUrl":"https://doi.org/10.32347/2412-9933.2023.53.16-22","url":null,"abstract":"Today, in the economic crisis and the transformation of the Covid/SARS-19\u0000 pandemic, as well as the aggression of the Russian on the territory of Ukraine, the\u0000 waging of a full-scale war, the issues of the development and functioning of distance\u0000 student learning in higher education institutions in wartime are becoming urgent.\u0000 Therefore, the war dealt a devastating blow to the economy of higher education\u0000 institutions of Ukraine, they suffered in the most serious infrastructural and financial\u0000 way. The insufficient level of ensuring the conduct of research, the imperfection of the\u0000 organizational structure and organization of the management of scientific and scientific\u0000 and technical activities in institutions of higher education determine the need to\u0000 review and improve the existing system of management of scientific projects in\u0000 institutions of higher education with specific conditions of training, naval, military,\u0000 etc. The author of the study substantiated the method of distribution of scientific\u0000 projects among the scientific teams of the educational institution, which takes into\u0000 account not only the personnel support and workload of the executors, but also has a\u0000 mechanism for evaluating the successful implementation of the project in the general\u0000 portfolio of scientific projects of the higher educational institution. A method of\u0000 assessing the scientific potential of scientific and pedagogical units of the\u0000 institution was developed, which, in addition to the trivial emphasis on the personnel\u0000 component, takes into account the level of security of the given project. It is possible\u0000 to assess both the static and dynamic components of the scientific potential of higher\u0000 education institutions as an indicator of the stability and development of the\u0000 organization, taking into account the personal achievements of employees of higher\u0000 education institutions. An economic method of distributing the premium fund of employees\u0000 based on the results of the implementation of scientific projects in educational\u0000 institutions of higher education, as an additional motivational lever of influence on a\u0000 specific project. As an additional motivational tool, the author has defined a method of\u0000 distributing the premium fund based on the results of the implementation of scientific\u0000 projects in higher education institutions, which allows taking into account the personal\u0000 contribution of the performers, the project team, and the necessary resources in\u0000 conditions of uncertainty. The main tasks of modern anti-crisis management are constant monitoring and forecasting of the external and internal risks impact, which may negatively affect the company's activities and cause its crisis. The basic factors of the enterprise crisis are formulated in the conditions of martial law. Also, the key methods and tools of anti-crisis management are listed. Taking into account the variety of crisis occurrence and the multivariate nature of their manifestation, it is possible to use different methods of anti-crisis management both in relation to individual parameters of the crisis and to the crisis situation as a whole. The methods of the first group are tactical methods, aimed at quickly improving the company's financial indicators and overcoming the consequences of the crisis: downsizing, sanitation, monitoring, controlling. However, in most cases, these methods are not enough to eliminate the main cause of the crisis, which requires using of longer-term activities. Namely, the application of strategic methods: diversification, regularization, reengineering, restructuring, merger, liquidation, modernization. The examples of innovations, which are using by companies in various crisis situations, the ways of crisis overcoming and the obtained results are studied. In addition, there are presented the research of the CEOs readiness for innovative activities during the business activity decrease and dynamics of changes in the innovation index of world countries during the periods of the crisis. The priority actions, advantages and disadvantages of innovative management as a tool of anti-crisis management are determined. It is noted in conclusion, that innovative management is an important component of anti-crisis management. The process of innovation implementation has advantages and disadvantages and in practice, the development of innovative activity is significantly reduced during a recession. However, the analysis of crisis overcoming examples proves, that innovative management in a complex with anti-crisis management is able not only to help cope with the crisis, but also to stimulate sustainable development in the future. The research examines the functional component of the information system model for supporting decision-making in the agrarian sphere in environmental uncertainty. This component includes those mathematical models and methods that ensure the functioning of the information system for supporting decision-making in the agricultural sphere in ecological uncertainty. The main assumptions of the study are that no activity can be avoided entirely, and there are no risks that cannot be managed. Risk management is considered in more detail as a process of taking measures aimed at ensuring an acceptable risk. A mathematical model of agricultural enterprise management is formalized, in which unclear input parameters, namely environmental and economic circumstances, are risk factors. Four stages of risk management are considered: identification, analysis, development of management measures, and operational risk management. The primary external and internal sources of risk in the activity of an agricultural enterprise have been identified. An algorithm for risk analysis is proposed, which consists of seven steps. A quantitative method implementing the risk analysis algorithm has also been developed. A fuzzy profit function of an agricultural enterprise is constructed. It is proposed to calculate the risk as a root mean square deviation. The conceptual apparatus of the theory of process management has been improved in the context of the following definitions: \"business – process\" as an interconnected hierarchical pair consisting of a process (object of management) and the management process of the manager (subject of management), \"management business – process\" as managed by the PDCA cycle of management functions (P - planning, D - organization, C - control, A - analysis and correction) hierarchy of functional operations of the head and subordinate managers of the lower management level; \"technological business process\" as a hierarchy of functional operations of the manager and his subordinates of the technological process managed according to the PDCA management cycle; \"pyramid of process management\" as a system of interconnected management and technological business processes, structured in accordance with the business tree - goals of the enterprise and aimed at their achievement. Emphasis on the management component of business processes allows to ensure the responsibility and purposeful managerial influence of process managers on their implementation, which ensures that the enterprise achieves its target settings. Veremeeva","doi":"10.32347/2412-9933.2022.52.73-83","DOIUrl":"https://doi.org/10.32347/2412-9933.2022.52.73-83","url":null,"abstract":"The construction industry has a significantly higher degree of fragmentation of process characteristics compared to other types of activity, which are determined by an extremely high level of dynamism of the economic environment, where enterprises are constantly faced with the need to adapt to market transformations, an integral component of which are organizational and structural changes (transformation of the structure, regimes functioning, connections and relations between the components of the economic and production system of the enterprise as an object of management). The formation of development as an innovative investment infrastructure of a construction project has a dual purpose: on the one hand, it acts as an objective indicator of the level of competitiveness of the enterprise, which allows the investor to have a clear idea of the level of investment attractiveness of the enterprise as an object of external investment; on the other hand, as a tool for diagnosing the state of implementation of the investment program and making relevant functional and investment decisions. An innovative process-oriented toolkit for evaluating and selecting options for a portfolio of construction projects is proposed, the content of which is adapted: to the content of the operational activities of the developer as one of the leading subjects of the construction and investment process and to the nature of the structure of the developer company operating in a multi-project business environment as administrator, coordinator and regulator of the processes of initiation, preparation and implementation of construction investment projects. The peculiarities of reflexive perception and adaptive response to continuous transformations of the economic environment are considered. It is proved that the dynamics of organizational development of project-oriented enterprises should be directly reflected in the distribution of corporate control, as well as in determining the nature of the unification of technological processes and the rapid diffusion of innovative knowledge, which is one from important conditions for achieving success in competition and ensuring the stability of market positions due to the constant implementation of organizational development processes: structural; normative; procedural; effective; informative; integrative Changing the parameters of the organization of economic activity or relations with counterparties at minimal costs can cause a significant increase in the level of disclosure of the company's potential. In view of this, the hypothesis of the work was the correlation of the components of the concept of ensuring the sustainability of functioning and the theory of organizational development. Since the difficulty of implementing this hypothesis is related to the objective impossibility of enterprise development without loss of economic stability, a theoretical justification of directions for solving this problem is presented. The development of theoretical and methodological support for the management of sustainable organizational development of a project-oriented enterprise is chosen. The scheme of the subject area of the study is defined, within which the main spheres of implementation of organizational development processes are revealed. A functional model of the life cycle of the enterprise was developed and the features of the transformation of life cycle practices during organizational changes were determined. According to these approaches, the potential of any object is identified with the set of its functional properties, which this object exhibits or can exhibit under a certain state of the environment in which it is located, and the potential of the economic development of the enterprise is interpreted as a set of additional functional properties, which the enterprise can acquire under a certain state of the environment in which it is located, while increasing the value of its existing economic potential and added value. The article highlights some possibilities of improving the quality of enterprise value assessment through quantitative and qualitative assessment of enterprise potential. For this purpose, the main factors affecting the potential of the enterprise, its reproduction and development are considered, taking into account the further development of the toolkit for assessing the potential within the framework of the assessment of the value of the enterprise using the adapted BSC (Balanced Scorecard) approach, which provides a comprehensive assessment based on both the determination of the value of key elements of the potential in accordance with the goals – synergy from the integration of resources and efforts, knowledge and skills, ideas and actions, decisions and actions, etc., as well as on the study of the dynamics of changes in its state and efficiency of use. The measurement of the enterprise's potential as a production system should include the assessment of all its components in view of the determining and different factors of their nature: the level of achievement of goals, the efficiency of operation, the ability of the management system to progressive self-improvement and self-development.
