Оцінка фінансового стану закладу вищої освіти включає як фінансові можливості університету для розвитку, так і фінансову доступність, тобто забезпечення можливості навчання студентам різних груп, інклюзивна освіта тощо. Сформований перелік відрізняється від традиційного тим, що дає змогу врахувати в оцінці як класичні, так і спеціалізовані заклади вищої освіти незалежно від напряму діяльності. Визначено, що для аналізу конкурентоспроможності потрібно використовувати методи, які засновані на попартному порівнянні. Оскільки методики оцінювання цих параметрів різні, то одним з методів, що може підійти для оцінювання конкурентоспроможності, є метод DEA. Встановлено, що невивченими залишаються питання інтерпретації результатів DEA, враховуючи модифікації оптимізаційної задачі оцінки конкурентоспроможності закладів вищої освіти. Вказано, що для застосування моделі потрібно зібрати вхідні та вихідні параметри й інтерпретувати отримані результати. Для побудови системи моніторингу конкурентоспроможності закладу вищої освіти потрібно зібрати дані про різні види активності закладу вищої освіти протягом деякого періоду часу і зберегти їх для опрацювання. Дані мають бути відкриті, верифіковані та прозорі, їх має бути легко перевірити. Вони мають бути позбавлені впливу суб'єктивного фактору. Several ways of reconfiguring connections between system elements are described to ensure the functional stability of the system in cases where the system's functioning is at risk due to the violation or absence of some system elements. The formulation of the problem of sustainable functioning of the organizational system is given. Some areas of human activity and subject areas in which the concept proposed in this work can be applied are considered. Schemes of the organizational system are proposed, illustrating various options for the performance of functions by the elements of the organizational system. A model of nominal resource needs in a full-time situation is proposed. A model of replacing functions performed by some element in a regular situation is also provided. Situations were also considered when some elements of the organizational system could not perform their functions for various reasons, requiring reconfiguration. The complexity of these systems will be manifested in a large number of connections between elements that are connected not only to each other, but also to other subsystems. Each of these industries consists of already well-studied and analyzed systems, such as employee payroll. But, in addition, they also include systems based on a qualitative component that do not yet have a developed mathematical description. Such systems include the influence of the internal climate that unites the members of the organization's team on labor productivity. Scientists have proposed many different approaches to solving this problem based on the use of statistical, differential methods. Even machine learning, which is quite popular today, is also used in these tasks. But the vast majority of them have a complex structure, which is manifested in the use of the apparatus of higher mathematics. Because of this understanding of the model itself, its application recedes into the background. Accordingly, the first place is the requirement to know and navigate in a complex mathematical description. Because of this, only a narrow circle of specialists is able to use models built using this technology. The authors of this article propose their approach, which is based on the method of artificial intelligence. We are talking about \"soft\" methods consisting of such components as neural networks, genetic algorithms and fuzzy sets. It was on the latter that the authors focused most of their attention for evaluating the objects of complex systems. Of course, one method is not enough for the developed model to adequately represent the operation of the system under study. And thus, to ensure the possibility of its dynamic description, genetic algorithm methods were also used. Of course, these methods also have a mathematical description. But, in contrast to strict mathematical methods, in these two approaches of artificial intelligence, the visual component is quite well represented. This allows you to almost immediately answer the question of how this or that value was obtained during the operation of the model, with the option of not using formulas for this. These are the tasks of logistics and precision farming and, a separate group of tasks, positioning during earthworks in construction: pits, arrangement of pile fields, etc. If a positioning accuracy of 10 m is quite sufficient for logistics tasks, monitoring the movement of transport and cargo, then for construction tasks, an accuracy of 10 cm is required, and building monitoring tasks require a millimeter accuracy. This work is devoted to increasing the accuracy of satellite geolocation by reducing the random error of the receiver. A budget receiver with a price of about $5 was chosen for the study, from which data on the current geolocation was recorded. The data from the receiver contains a random error, which was eliminated by averaging the result. Studies have shown that with small averaging intervals, the error remains, although it decreases; as the averaging interval increases, the error decreases, however, up to a certain width of the interval; a further increase in the averaging interval ceases to affect the magnitude of the error. But not all approaches and methods that are used in the same large and small corporate companies are acceptable for implementation in their original form within the framework of a higher education institution. Peculiarities and problems of business processes, which are typical for higher educational institutions, are considered. In today's digital world, effective document management is becoming a key component to ensure the smooth functioning of various fields of activity, increase productivity and ensure quality of service. Unfortunately, the current state of the use of information technologies in the issue of document flow optimization in institutions of higher education does not meet the requirements for the effective use of human resources, which ensure the functioning of this institution with their work. Usually, the team of such a project will be updated for a long time. The intensity of such an update will depend on the number of the company's products, the growth of their functionality and the number of customers. Team management is considered in the sense of adapting new team members to the features of the product that is developed and administered by the IT company. The peculiarity of this process is that it should be connected with the features of the product. The training processes should take place in the form of mentoring, in the role of leading specialists of the company. The article reviews literature sources on approaches to training and adoption of new employees. The role of intellectual capital in the created values for the company and the product is highlighted. Onboarding technology is analyzed, its advantages and disadvantages are determined. Based on the results of the analysis, an approach was developed for the adoption of new members of the product project team in two directions: 1) courses to improve technical competences; 2) activities to acquaint newcomers with business processes and the company's corporate culture. Positioning of a higher education institution (HEI) on the Internet and its promotion in various rating systems is an integral part of the higher education development strategy. Information infrastructure, information management system, representation in the Internet space are nowadays tools of strategic development of higher education institutions. They play an important role in the process of integration into the global information field, contribute to the creation of an open / personalized information environment, thus providing conditions for the stable functioning and dynamic development of any structure, which includes a modern management system built on the principles of system with the use of network technologies, which enables all members of the educational space to be active participants in the life cycle of higher education institutions. One of the main components of the information infrastructure system is information provision, the basis of which is the system of collection, control, transformation, storage, updating, distribution and transmission of information from various sources to the participants of the educational space. It should be integrated and allow integration of external and internal information, horizontal integration of the same type of information systems, as well as vertical integration between systems with different hierarchical structures. The creation of an Intellectual Center for the interaction of informational components of the infrastructure of higher education institutions is an urgent task, which is of great importance in the management and development of the educational institution. The use of modern approaches in information technologies of data analysis will help higher education institutions to effectively manage the educational process and educational space at all stages of the organizational and management system. The theoretical and practical principles proposed in the work were investigated by the author in relation to the harmonized management of higher education institutions, the stages of construction of the \"AS-IS\" model of the information infrastructure system of higher education institutions were considered. The second aspect is communication and cooperation. Leadership in nuclear safety requires the ability to communicate effectively with a variety of stakeholders, including government agencies, international organizations, and the general public. Cooperation and partnership are key to the successful implementation of nuclear safety projects. The third aspect is acceptance of responsibility. This is primarily due to the lack of a methodology for the construction and application of information technologies for solving various problem-oriented tasks of dynamic planning, insufficiently developed mathematical support, the lack of mathematical models, methods and information technologies that allow solving planning tasks that are weakly structured and difficult to formalize. taking into account modern requirements. The variety of goals and tasks that arise in the process of building dynamic plans, their complexity and time constraints are characteristic of many decision-making problems, requiring computer support for this process. A model for assessing risks and uncertainties in the process of situational modeling and during the construction of a dynamic plan based on the assessment procedure and options for the development of the situation has been developed. The components of the information technology of human resources management of the university educational project are proposed: subsystems of announcement and advertisement of vacancies; health of applications, resumes, motivational letters; analysis of candidates based on specific criteria; assessment of candidates; forming a rating or ranking of candidates according to their suitability for vacancies; communication with candidates by sending letters, communicating with candidates, sending invitations to an interview; data storage and analytics, etc. The obtained results are essential for ensuring the unbiased formation of the project team and the management of human resources. The obtained results are essential for higher education institutions and managers of projects, including educational and scientific ones.
