The conceptual model of management of circular economy management technology development projects is given. A conceptual model of the management of circular economy projects is provided, which provides for three levels of management and ensures strategic sustainability. As an example of management, the business model of creating an agrarian-industrial complex of energy-independent enterprises based on the principles of the circular economy is considered. The model covers the integral infrastructure of the creation of an agrarian-industrial complex from the point of view of the application of hybrid methodologies of project management and the program of innovative development. At the same time, in addition to process models of the waterfall life cycle, Agile models and project management methods are used. The urgency of revising the content of processes and approaches to the organization of economic and managerial interaction of the executing enterprise with institutional participants in the construction and investment process has been worked out. The content of the basic definitions of the study, first of all, the definition of \"transformation of the operating system\", from the standpoint of analysis and adjustment of the development strategy of the construction enterprise, taking into account the operational and production features of the functioning of the developer as an executor of construction projects, is summarized. The specifics of the market of construction development projects have been highlighted through the prism of prerequisites and the environment of transformational changes in the functioning of stakeholder enterprises. The expediency of using maps of logical-cognitive characteristics as a component of the toolkit, which provides the possibility of combining the means of management strategies of the construction enterprise for the construction engineering enterprise, is substantiated. The theoretical-methodological, analytical and scientific-applied developments are integrated into the complex of applied modules of the formalized economic and management justification of the project of strategic innovative transformations at the construction enterprise. The development of water transport infrastructure is a necessary factor in increasing the competitiveness of ports and the efficiency of sea and river transport. In addition, the development of technology and the activities of international organizations (such as the IMO) lead to higher requirements for the safety of navigation, which also affects the requirements for infrastructure. And since the transport sector is always connected with the general development of productive forces, it is considered as one of the most important components of the infrastructure of the economy as a whole. Water transport infrastructure is subject not only to \"moral\" aging, but also to natural \"wear and tear\", to a greater extent than in other modes of transport. This is due to the \"aggressiveness\" of the aquatic environment and natural processes (eg, siltation of the bottom). Infrastructure development should be carried out through a sequence of projects and / or development programs aimed at each stage to achieve a certain level of infrastructure characteristics. Thus, the development of infrastructure should be \"following\" the required level of its condition, based on the interests of the state at different levels and in different aspects. It should be noted that sea and river transportation is carried out as part of delivery using at least two modes of transport. Effective processing of ever-growing amounts of information, the main part of which consists of documents and reports of various formats, is possible only under the condition of automated verification and processing. Information search in unstructured text is very difficult, because it contains a large amount of information, which requires the use of specific processing methods and algorithms to obtain useful knowledge. The article summarizes the results of an experimental study of the method of determining the attribution of an electronic document. The role of information processing and the identification of models and trends in it, which help to make decisions, as well as the principles of intelligent data analysis, are analyzed. Areas of intellectual text analysis, such as data collection, web data processing, information search and extraction, computer linguistics and natural language processing, are singled out. One of the main factors of the theory of sustainability is environmental innovations (eco-innovations), which provide a double benefit for the economy: economic growth and reduction of negative impact on the environment. Eco-innovations contribute to the development of a more ecological economy and the spread of so-called \"clean technologies\". Practical implementation of eco-innovation is possible only if it is an element of a certain system. Environmental engineering can be such a system. Environmental engineering is a relatively new discipline that is actively developing and aims to integrate ecological principles into the planning, design and construction of both land and water infrastructure. Ecological engineering allows the introduction of biological and chemical methods and systems that exist in nature for research and design of modern engineering systems. One of the options for implementing eco-innovations can be the use of mining waste in sanitation and environmental protection technologies. The mining industry produces the largest amount of waste of inorganic origin among all existing industries of human economy. The use of mining waste as an example of eco-innovation in sanitation and environmental protection is a promising direction of development and experimental research. A list of independent economic and managerial factors (predictors) is offered, which are indicators and a condition for the implementation of multi-cycle development based on the principles of sustainable development. The potential of circular economy mechanisms in relation to the implementation of investment projects using recycling is determined. The factors that prevent the spread of the best practices of sustainable development in the activities of Ukrainian enterprises are analyzed. The effect of thickness change on the stability of flexible shallow panels has been little studied due to the complexity of solving such non-linear problems. Geometrically nonlinear deformation, buckling and postbuckling behavior of thin elastic shells of linearly variable thickness subjected to uniform normal pressure is investigated. The behavior of shallow axisymmetric spherical panels is compared for three laws of thickness distribution along the meridian of the shell. A more rational distribution of the material in the volume of the shell from the point of view of the stability of the structure is revealed. The same mass of material will be used more rationally if the shell is thickened in its central part. The method is based on geometrically nonlinear equations of the three-dimensional thermoelasticity without the use of simplifying hypotheses of the shell theory, and the use of the moment finite-element scheme and the 3D universal finite element. The universal finite element makes it possible to model sections of the shell with both step-variable and smooth-variable thickness, as well as shells with other geometric features. The problem of nonlinear deformation, buckling, and postbuckling behavior of inhomogeneous shells is solved by a combined algorithm that employs the parameter continuation method, a modified Newton–Kantorovich method, and a procedure for automatic correction of algorithm parameters. It has been practically established that one of the most problematic areas is the processing of the results of subjective evaluations of customers who give their impressions of a particular apartment and wish to determine its preliminary value. To eliminate this problem, the authors proposed to use an approach using a Petri net, which is characterized by the dynamics of changes due to the application of a genetic algorithm. The obtained result, which is expressed both qualitatively and quantitatively, makes it possible to minimize the use of financial and human resources in the process of concluding a contract for the purchase and sale of an apartment. This is due to the fact that the ambiguity during processing of the model proposed by the authors is eliminated using the method of fuzzy logic derivation according to the Mamdani algorithm. This approach has a number of features: the ability to work with subjective data, to generalize them, without involving a complex mathematical apparatus. Thanks to this, an increase in the financial capabilities of the construction company is ensured due to an increase in the transparency of the formation of the price for an apartment in a new building, a reduction of unnecessary costs by almost 90%. On the part of the client, the cost of time and money to attract additional services of specialists is reduced by more than half. This approach will help the client to analyze the comfort factors of living in the apartment he wants to buy. The developed model is proposed to be used in the fields of construction and real estate services. This will make it possible to improve the conditions of buying and selling an apartment in a new building. The condition for the practical use of the obtained results is the commissioning of the building in which the apartment is evaluated. Analytical and applied support for the selection of BP strategies presented in this section provides a graph-analytical visualization of the vector of approximation of the stakeholder's trajectory from the coordinates of the current state to the state expected by the project development system. estimated duration of the cycle. The final components of the application support allow you to reproduce the influence of the course of the investment and construction cycle of the CDP on the leading indicators of the operational activity of each of the executing enterprises. With this in mind, understanding the process of competence development is the basis of the practical construction of an educational project aimed at the effective achievement of goals. In addition, developing project executors' competencies can occur consciously through training and indirectly in teamwork. It was established that the task of taking into account the dynamics of transformation and development of the competencies of performers and the connection of this development with the functions of a specific project still needs to be solved. To ensure effective planning and monitoring of an educational project, it is advisable to build information technology to support decision-making based on competency-based methods. The development of such a system is essential for the educational system of the People's Republic of China because universities manage many educational projects with many students, which requires an innovative monitoring system. Moreover, such a system should be able to work out both large-scale projects and small ones, such as, for example, the implementation of a distance learning system within one or several courses. To build such a system, multiple models of identification of the executor of the educational project and a model of transformation of the executor of the educational project were built. Based on them, the method of making information competence spaces is defined. In the research process, it was demonstrated\u0000 that certain partner benchmarking tools used by commercial companies can, with certain\u0000 adaptations, be used in partner benchmarking projects in education. In particular, this\u0000 applies to such a tool as the identification of reference leaders by individual\u0000 positions in the survey process.
