The directions of modernization of university campuses, domestic and foreign examples of the development of university cities are considered. The importance of strengthening the role of universities in the progress of the urban environment is considered. Recommendations were formed on planning the effects from the implementation of the third mission of the university based on the analysis of the approaches used in practice to assess the contribution of universities to regional and urban development, considering the directions of the City-University strategy implemented in the Novgorod region. The forecast estimates of the contribution of the Yaroslav-the-Wise Novgorod State University to the economic growth of the city of Veliky Novgorod are presented. Prospective points of development of the “CityUniversity” ecosystem, aimed at improving the image and increasing the attractiveness of the city are proposed. Properly organized management allows one to competently organize the process of project implementation and achieve its successful introduction. The needs of a modern university as a provider of educational services force the administration of an educational institution to be involved in the processes inherent in commercial organizations: competition in the education market and the struggle for a place in the rankings complicate the tasks of the university. Providing quality education alone turns out to be insufficient. In this regard, it seems promising to use project management mechanisms in the activities of the university. Project activities can be used both as an educational tool to increase the motivation of students, and as educational tasks that are set for the university. The application of projects is impossible without the use of mechanisms for managing the process of their implementation. The achieved result largely depends on successful management, which implies the search for both resources a popular idea for implementation. Forced digitalization, implemented as part of a global experiment related to the need to organize distance learning during the coronavirus pandemic in the spring of 2020, is considered as one of the modern educational projects. To assess the effectiveness of measures taken to introduce distance learning, a survey was conducted among students who studied online during the pandemic.The materials of the article are of practical value for the introduction of digital technologies both at the level of individual educational structures and in the educational sphere as a whole. The purpose of the study is to determine the basic concepts of benchmarking, substantiate the difference between it and competitive analysis, present the classical types and principles of benchmarking, its objects, and also highlight the practical principles of using benchmarking in managing the formation of an agricultural enterprise development strategy. Based on theoretical research, the basic concepts of benchmarking are determined, the difference between it and competitive analysis is substantiated, the classical types and principles of benchmarking, its objects, as well as practical principles of use in managing the formation of a development strategy for an agricultural enterprise, taking into account the specifics of the agricultural sphere, are highlighted. An algorithm for the use of benchmarking is proposed, based on the methodology of “indicator analysis”, a possible program of actions for eliminating the gaps in indicators according to the developed benchmarking model. In practice, the benchmarking testing of enterprise “A” on the basis of the reporting and statistical information of benchmarking does not allow to fully form long-term strategies, therefore it is more effective to combine benchmarking with a methodically verified analysis of the external and internal environment. The article compares the ideas of youth about self-realization, life aspirations and attitudes with those program decisions that are laid down in the documents of the regional level in the field of youth policy. The work is based on the author’s applied research, including a sociological survey and a qualitative analysis of program documents in the field of youth policy for their compliance with the expectations of young people. The survey was conducted among persons aged 18 to 29 years old, living in the Pskov region. State programs in the field of youth policy at the regional level were considered as program documents. The results of the study are fully reflected in the conclusions and in the conclusion and are of interest for further sociological research of other groups of young people that are not reflected in this article. People are a component of the enterprise's resources that are necessary to fulfill its goals and objectives: they become “labor” or “human” resources. To improve the efficiency of the personnel management system at the enterprise, it is necessary to search for new tools and methods for constructing, functioning and developing a special separate element of the management system responsible for working with personnel. In the process of developing and implementing various management decisions that can ensure an increase in the efficiency and effectiveness of activities, an important role belongs to the construction, analysis, assessment and development of the personnel management system of enterprises. It is also very important to identify the structural elements of this system, evaluate their performance and work out ways of development. Significant importance in this process is given to the construction and assessment of the personnel management unit, since it is one of the most important elements of the enterprise personnel management system. Carrying out a high-quality and effective construction and assessment of the activities of the personnel management unit requires the formation of an objective, reliable and complete database of the personnel management system, the state of staffing and personnel administration for the development and adoption of appropriate management decisions. Despite a significant amount of theoretical and applied research, a number of important scientific problems remain unresolved. In particular, it is necessary to develop a typology of types of personnel management units (PMU) and systematize the factors of their influence. The methodology for assessing indicators for constructing and evaluating the activities of the personnel management unit requires a fundamental improvement; it is also necessary to determine the model for building and developing the personnel management unit. It is important to design organizational structures of personnel management units for enterprises, which makes it possible to single out the structural subsystems of the personnel management unit, to highlight the most important subsystems for each enterprise, to establish economic indicators for assessing and building a personnel management unit, as well as to study the state of personnel management in order to determine the possibility of transformation of a personnel management unit into a separate element of the management system. The aim of the study is an empirical estimation of structural changes in labor productivity in Russia. To achieve the goal, the methods of statistical, descriptive and econometric analysis were used. The informational basis for the study was the data on labor productivity of the Organization for Economic Cooperation and Development (OECD), the Unified Archive of Economic and Sociological Data (UAESD), the International Labor Organization (ILO) and the Federal State Statistics Service of the Russian Federation. In the course of the study, the following tasks were consistently solved: firstly, methods for identifying structural changes have been systematized; secondly, empirical data, tools and research methods have been described; thirdly, the identification of structural changes in labor productivity in Russia (for the period 2003-2018) has been carried out. The results of econometric analysis showed that structural changes in labor productivity in Russia took place in the second quarter of 2008: its average annual growth rate was 5.96% in 2003-2008 and only 0.27% in 2008–2018. The structural changes in labor productivity is associated with the negative impact on the Russian economy of external shocks: the global financial crisis of 2008–2009 and economic sanctions imposed on Russia in 2014. As the analysis results have shown, despite the sanctions against Russia the development of Divisions of the Rosatom GK (according to the dynamics of corresponding indicators) can be assessed positively. It should be noted that today the state corporation is quite dependent on the state support (in the form of budget infusions). In productive performance of the Rosteс GK the decline in aviation and shipbuilding industries as well as in industry of conventional weapons, ammunition, and special chemicals was observed. It should be noted also that many problems which are interfering into the State Corporation development are associated with the joining of new companies to it, i.e. they are received “by inheritance”. Of 01.01.2020 the Uranium Mineral Resource Base (MRB) of the Division amounted to 512.7 thousand tons. By its volume the MRB occupies the second place among the largest uranium mining world companies. The MRB decreased due to the annual redemption of balance reserves during uranium mining in the amount of 3.4 thousand tons of uranium, as well as due to the voluntary refusal of UDC Gornoe AO from licenses for the right to use subsoil at the Gornoe and Berezovoe deposits with total reserves of 4.6 thousand tons uranium for economic reasons. b.
