Creative development is considered as the most important indicator of development of conscious, self-sufficient, self-asserting, spiritually mature, generally competitive personality. On the basis of the triadic dialectics developed in philosophical works of I. Kant, G.W.F. Hegel, V.S. Soloviev, and determined by Russian and Soviet philosopher A.F. Losev, the authors make an attempt to create a theoretical and methodological construct in the form of a triadic model for development of the problem of personal creative development. The model includes three directions of examining personal creative development: general philosophical reflection on the problem of personal creative development; ethical and esthetic, and cultural and historical analysis of the problem of personal creative development, and psychological and pedagogic study of personal creative development. In turn, every direction is presented as a corresponding categorical and conceptual triad of statements which describe a definite aspect of the study object – creative development of the personality. Versatility of a triad dialectical approach which includes key concepts for a complete description of individual aspects of the object under consideration, as well as the developed model of personal creative development allow revealing meaning, structure, content of the concept of personal creative development, and explicating them to the conditions of digital education. In the utilitarian aspect the model focuses on timely awareness of possible consequences which do not have analogs of technologic environment of digital education as an environment excluding creative activities. The result is possible degradation of the personality. Results of the theoretical study will help to determine practical reference points for considering risks of indiscriminate digitalization of educational environment in the formation and development of a creative personality. The survey of taxi drivers made it possible to determine the common features and differences in the organization of work of drivers of traditional taxi operators and drivers who provide taxi services in the framework of interaction with digital platforms. When assessing the effectiveness and efficiency of market regulation, the problem field of application and specific features of the functioning of the taxi market in the Republic of Belarus were identified, as well as directions for solving the identified problems were developed. Modern forms of small innovative business are start-ups and engineering small business. It is noted that innovative activity in Russia is characterized by weak indicators, and therefore, it is small business in science cities that can become an activator of this activity. The global epidemic had an extremely negative impact on the state of small innovative business CoVid-19. During its period, there was a sharp drop in demand and a decrease in the number of enterprises. The authors have identified a list of measures to support small businesses during quarantine measures, but small businesses need additional sources of development. Statistical reporting made it possible to assess the share of small innovative business in the Central Federal District of the country, the costs of enterprises for innovative activities. Municipal statistics are presented on the example of the science city of Korolev in the form of an analysis of the dynamics of the number of small enterprises and their turnover. It was noted that until the end of 2019, the number of operating small enterprises remained at approximately the same level, but since the beginning of 2020, there has been a decrease. Based on the analysis, the authors were able to identify the main problems of the development of innovative activities of small businesses in science cities, taking into account the current situation and determine the promising areas of modern business after the end of quarantine restrictions. One of the ways to solve the problem of enhancing innovation activity, the authors propose a project of cluster interaction of small innovative enterprises with city-forming corporations and scientific organizations. {"title":"The Use of Composite Quality of Life Indices for the Assessment of the Territorial Differentiation of Regions of the Russian Federation","authors":"T. An effective tool of social policy can be a well-grounded assessment of territorial differentiation. The dynamics of the divergence in the quality of life between regions most accurately characterizes the change in regional differentiation. Observing the behavior of single indicators of territorial differentiation over long intervals does not allow for unambiguous conclusions regarding changes in the differentiation of the observed objects. A more informative assessment of the territorial inequality of regions can be obtained using composite indices that integrate many individual indicators. The task of determining objective quantitative indicators of territorial differentiation requires the use of formal methods for constructing a composite index that do not use subjective assessments and rely on state statistics data. Using the author's methodology, the composite indices of the quality of life for Russia’s constituent entities for 2010-2017 were calculated based on the method of principal components for a series of observations. The behavior of the characteristics of the calculated composite index allows us to conclude that territorial inequality in the quality of life between Russia’s regions during the observed period decreases (the coefficient of variation decreases) with an increase in the average values of the indicator in the country as a whole. However, the gap in the quality of life of the population in Russia’s constituent entities and Federal Districts remains significant and requires competent management decisions to overcome. To achieve this goal, it is necessary to solve problems, including the introduction of new modern technologies, digitalization of various management processes and the provision of services. The aim of the study is to assess the level of quality of service in long-distance trains in order to develop directions for improving their quality using information services. To achieve this goal in the course of the study, the following methods were used: methods of expert assessments, computational and analytical methods, the method of comparisons and analogies, questionnaire methods, quantitative and statistical methods. In the course of the study, the factors influencing the satisfaction of consumers with the quality of the provision of services in the railway transport were identified. Based on the identified factors, a social survey of consumers was conducted, as a result of which problem areas were identified and directions for improving the quality of service on long-distance trains using information services were formulated. As a result of the study, problematic aspects of passenger service were identified and the introduction of new informational ones was proposed, aimed at solving these specific problems. At the same time, sustainable development is interpreted as the coordinated development of economic, environmental, social, and digital aspects of development. It is shown that the formation of a single digital space of the EAEU member states is necessary for effective participation in the global digital competition, to which economies of scale are very important. The analysis of the level of digitalization of the Eurasian economies was carried out on the basis of the system of national and international indicators of digitalization, and a significant digital divide between the EAEU member states was revealed. It has been determined that the digital divide is a consequence of the socio-economic inequality between the integrating countries. It is shown that the digital infrastructures of the EAEU member states are at different levels of maturity, making it difficult for them to develop in concert. One of the reasons why the EAEU member states lag behind developed countries in the development of the digital economy is an insufficiently favorable environment for innovation implementation, the poor effectiveness of legal regulation, low investment in research and development, and a low level of the use of digital technologies in business. The analysis of the Concept for the Development of Digital Economies and the Digital Agenda of the Eurasian Economic Union until 2025 adopted by the EAEU member states is given. The technique of bringing two qualitatively heterogeneous classifications of sectors – OKVED-1 (2007) and OKVED-2 (2018) – to a comparable form is described and the author's approach to the sectoral structure has been formed. The trend analysis and comparative method were used to predetermine the main directions of the development of sectors (and the dynamics were identified) of the Northwestern economic region (except for the federal city of St. Petersburg) and also the basic sectors were identified: manufacturing industries, transport and communication, trade and servicing of durable goods, construction – by using the resources of which, it is possible to overcome the industrial-agrarian nature of the dynamics and contribute to the innovative development of the tertiary sector, which will predetermine the stability of the national economy due to the adjustment of the growth dynamics of homogeneous industries in order to overcome the consequences of socio-economic instability and the depressive tone of the development of Leningrad, Novgorod, and the Pskov oblasts. The need for continued structural adjustment for the future development of the region as a highly developed one is established. The active involvement of public authorities in the restructuring of the region will also allow changing the image of the region at the Russian and international levels. Guided by exclusively pragmatic considerations, using vague legislation, the authorities of the People's Republic of China took the path of ousting foreign technology corporations from the Chinese market. The largest American (Western) platforms and business projects associated with them were blocked. In the absence of competition from their side, national Chinese platforms were created that took control of the republic's digital sphere. In parallel with the growth in the capitalization of Chinese digital platforms, systems of control over the population began to be created on their basis. First of all, a social rating system appeared. The law enforcement and judicial systems were gradually digitized. The rapid growth of China's digital economy, which is also dependent on the development of digital technologies, deserves special attention. Digital technologies played a positive role during the pandemic. Thanks to control systems, the use of artificial intelligence and “big data”, it was possible to take control of the movement of the population, to predict the development of the pandemic, and to develop effective methods to combat the coronavirus. Despite the successes achieved in the development of digital technologies, there is still a danger of building a society of total control in modern China in the absence of a mechanism for their legal regulation necessary for such digital systems. It is obvious that the legislator is not keeping pace with the development of technologies. But this \"lag\" is explained more by political rather than objective reasons. The emergence of the necessary legislation will prevent manual control of the digital sphere, which is not in the political interests of the ruling class. Modern technologies in general, and the “electronic participation” of citizens in managing the affairs of the state and regions in particular, contribute to the openness of state power, its legitimization, and the reduction of corruption. The involvement of citizens in management issues can be considered one of the factors to reduce corruption. The maturity of e-government significantly contributes to the fight against corruption. The functioning of new services is based on the principles of transparency, simplicity, wide participation of citizens in the affairs of a region / territory / country. E-government is an effective anti-corruption instrument. Services provided by the state mainly in electronic form are interconnected with anticorruption indicators and positively affect the transparency of state power and trust in the government.
