The authors record the cardinal changes in university education under the influence of digitalization in the forms and methods of teaching, management of the learning process, working conditions of teachers, staff and students, linking the main directions of such a transformation with the use and implementation, to one degree or another, of “digital university” models. The essential characteristics of each model are the automation of administrative processes, the scale and quality of the implementation of e-learning technologies (including synchronous and asynchronous methods of studentteacher-employee interaction), the quantitative increase in IT specialists and the possibility of building up the corresponding digital competencies among graduates of all directions, ensuring the transition to digital models of real and organizational objects and the creation of a digital footprint of the subjects of the educational process. Based on the analysis of the positive experience of implementation and the problems that hinder the active implementation of these models, the general key approaches of the digital agenda and the general strategy of universities are identified, which make it possible to determine the prospects for the competitiveness of universities as providers of services in higher education in the context of the changed demands of modern society. The need for the formation of the subject position of students is indicated, which is manifested in the child's ability to make independent decisions and be responsible for their implementation, analyze activities, reflexively relate to their actions and the world around them, in self-determination and self-realization. The study was built using theoretical (analysis of the literature of regulatory documents and Internet sources, analysis of the results of educational activities of students, systematization and generalization of the data obtained) and empirical (conversations with teachers and parents, observation of students, questioning) methods. The authors studied the experience of the regions of the Russian Federation (Yaroslavl Region, Ivanovo Region, Nizhny Novgorod Region, Primorsky Territory) in organizing education for children with medical indications for homeschooling using distance learning technologies. The effectiveness of the use of subject-oriented technology is revealed, the necessary conditions for organizing distance learning are determined. Two groups of pedagogical tools have been tested that contribute to the formation of the subject position of students in distance learning: tools associated with the use of subject-oriented technology and distance learning tools. It is shown how at each stage of subject-oriented technology the corresponding means of distance learning are used. The authors systematize the directions of development of customs authorities in the context of the tasks set, the technologies used, and the possibilities for the development of human resources. The characteristic of the main “digital” goals in the framework of international customs cooperation is given. The analysis of the indicators of the “load” on the specialists of the regulatory bodies located at the checkpoints of the Russian Federation was carried out, a trend was determined for a significant intensification of the work efforts of each specialist. An expert assessment of the factors that reduce the efficiency of information interaction of authorized state regulatory bodies, contributing to the growth of claims from participants in foreign economic activity, is given. Sources of information interaction problems were identified, an expert assessment of the level of their influence on the result of “servicing” foreign trade participants was carried out. Proposals were made to improve the regulatory framework, establishing uniform requirements for the conduct of types of control by authorized bodies at checkpoints. The tasks of clarifying the functions of specialists who implement actual control at checkpoints have been identified. It is concluded that the strategy for the development of customs personnel should include the development of competencies of customs officers both in the field of digital compliance and in the field of related types of control to achieve greater efficiency. It was proposed to use PICARD international standards more widely in the process of training specialists for customs. The state acts as a regulator of mortgage relations, creates a legal basis for ensuring the most productive interaction between participants in the mortgage lending process, exerts a direct or indirect impact on them, and due to this, to attract new private investments into the housing sector, assists in the purchase of housing for various categories of the population. In the entire state housing policy, the formation of a modern HML system is one of the priority issues. Mortgage lending has a multifactorial impact on government development. At the same time, it is worth noting the positive impact of the development of the mortgage business on the real sector of the economy industry, agriculture, construction, etc. World practice shows that the investment crisis can be overcome through the spread of mortgage lending, since this is an effective way to finance capital investments. This article provides a comprehensive analytical review of the application of economic and legal tools for managing the accumulative mortgage system for different categories of citizens. The authors propose a model of system dynamics simulating the behavior of the meat and meat products market in the time period from 2000 to 2019. The acquired results include balance consumer prices for the three basic products: poultry, beef, and pork. The calculation of the midterm forecast of consumer prices in these markets confirms the reliability of the simulation model. The original model illustrates the historic dynamics of the market situation. The research shows that food markets are highly variable in such characteristics as the level of protection from import, the amount of state support, the level of competition, and the entry and exit barriers. As a result, the retrospective survey reveals a volatile growth rate of production volumes in this segment of the food market (poultry, beef, and pork). Thus, the poultry market is saturated with domestic products that have substituted imported goods. At the same time, the low growth tempo of the cattle meat production has brought to import dependence. The obtained results of the survey may be applied as tools for developing the economic regulation policy in the agro production markets. The spread of digital technologies has transformed both business in which they have integrated firmly, and the entire world economy. At the same time, with the further spread, digitalization requires significant improvement in education and personnel training, talents of high qualification able to implement digital development of economy. Digitalization cannot emerge by itself, and the main role here is played by qualified personnel which are not easy to find. For employees to effectively function in the new conditions, definite competencies and skills are required. Those employees are referred to, which do not have professional education in the field of information and digital technologies, demonstrating skills at the level of the Internet users or basic knowledge of PC, this being absolutely insufficient for rapidly developing digitalization transforming the major part of economy. The authors consider the economic contribution of digitalization, profits and opportunities for business due to its rapid development. Special consideration is paid to personnel and infrastructure as key factors of the digital breakthrough. The need to update national education system is regarded, taking into account its focus on personnel training for digital economy. Based on an expert survey, the authors made an attempt to assess the competence readiness of personnel for challenges of digital environment. Although the number of specialists in the field of information and communication technologies is analyzed by statistic researches, the information on competence readiness of personnel to challenges of digital environment which takes into account the needs of employers and business community is not analyzed. The expert survey results confirm the insufficient readiness of personnel for digitalization of economy, and the need to involve both business and education system into this process. The paper stresses the need to involve business into the process of forming and developing digital competencies among employees engaged in production. In the conditions of economy digitalization the mastery of digital competencies is sharply relevant for the majority of professions. The study of the contract system effectiveness is of interest within determining the effectiveness of both enterprises and their associations (clusters, in particular) functioning. Currently, the issues of public procurement discussed by the authors in the article are important for the region’s socioeconomic development, since the state order covers all spheres of the economy and provides society with the necessary goods, works and services. In the article, the authors have analyzed information collected from publicly available official sources. The structure of procurement to meet the needs of the region in 2019 by procurement methods was considered, information on government contracts concluded based on the results of procurement to meet the needs of the region was studied, the value of concluded contracts and budget savings following the bidding results, as well as the value of procurement and budget savings according to the product range were analyzed.
