Currently, this type of activity is very costly in any industrial enterprise, since any malfunctions or downtime of equipment can lead to multi-million dollar losses. This explains the current heightened interest in the management of the operation and repair of equipment in industry. Ensuring a rational organization of maintenance and repair of equipment required the formation of a system of norms and standards governing this area of activity. In today's world, in pursuit of high rates of efficiency, profitability and productivity, most large enterprises develop their own approaches to measure them. Evaluation of the effectiveness of the enterprise is important from the perspective of both external, for the enterprise, and internal. The first is understood as the competitiveness and image of the entire enterprise in the market, the second – internal stability, productivity and efficiency at all levels of the organizational and production system. Calculation of the assessment of the effectiveness of the activities of some services in the enterprise allows you to identify problem areas and factors affecting this activity in the organization, be it management decisions or problems in the production process itself. It should be noted that the management of enterprises that have technically sophisticated equipment in their fixed assets pays close attention to the effective management of the maintenance and repair of this equipment, which, with methodological knowledge, allows them to get a significant return with relatively small financial investments. In this regard, the purpose of the study is to identify ways to support the company's holistic and sustainable growth based on the development of its HC. Since the company is an open socio-economic system, the methodological basis of the article was the system economic theory, which allowed us to present the company's activities as an interaction of object, environment, process and project systems. Based on this concept and taking into account the tasks traditionally solved by the company, four basic functional complexes of the enterprise that ensure its stability and reproduction capabilities are identified, as well as problems implemented within them, and requirements for the knowledge, skills and abilities of personnel are established. Comparison of human resources of the enterprise and corporate tasks, solved with their help, made it possible to group the elements of the company's HC in a new way, depending on the impact on the basic complexes that determine the company integrity. The systematization demonstrated the relationship between individual elements of the enterprise's HC and the performance of the corresponding complexes. Thus, the probable personnel reasons for the lag in certain areas of the company's activities and the possibility of their rehabilitation by targeting the desired elements of the HC are determined. The methods currently used to solve it do not classify the methods of functioning of territorial systems in terms of their acquisition of an analog form; this is a consequence of the combination of the requirements of the process innovation and their stability. Accordingly, the dependence of the concepts of their spatial development of territorial systems on management models is not revealed. The improvement of methods is associated with the differentiation of methods of providing managerial influences on territorial systems, with the allocation of priority management functions. The article shows that territorial systems are a special object of management, as the integrity and parts, in their interconnection, which determines the phenomenology of determining their features and characteristics. The analysis of the used management schemes based on various variants of interaction of functions made it possible to identify the structural elements of the change management mechanism. The identification of the characteristic principles of territorial systems management (differentiation, modification, conformity and closed loop), which form a model management scheme and ensure a high degree of its universality, has been substantiated. The completeness of their implementation is a condition for improving the efficiency of management. The priorities of management are highlighted, which allows for achieving optimal functioning of the management object. In the context of the system methodology, the mutual subordination of management mechanisms to the basic models of reorganization of territorial systems has been established, within which specific parameters of their changes are established. To increase the manageability of territorial systems, it is necessary to endow the authorities with new functions and forms of exercising their powers. The development of models of territorial systems is especially relevant for Russian regions, where both the starting conditions of socio-economic development and the methods of organizing the management action on territorial systems are highly differentiated. Among the main components of the Russian metropolis crossmultidimensional space digital, social, economic, technological, information, innovative, cultural and historical, ethnocultural, subject-spatial, axiological, production and professional environments; geographical, humanitarian, biblio-media, network, semantic, noospheric and event spaces intersecting and interacting in various combinations are considered. Based on the content analysis methodology, the authors have determined the quantitative and qualitative parameters of some of these spaces and environments representation in a large St. Petersburg’s edition as factors of the human capital formation and development in relation to this Russian metropolis. A separate article’s aspect is related to the issues of separate spaces and environments interaction and intersection in various combinations in the context of considering the human capital formation problem. The article also discusses the results of a study related to determining the nature and saturation of various spaces and environments of one of the major St. Petersburg’s city highways. Among the modern trends in the human capital development in relation to a Russian metropolis, the authors of the article distinguish and analyze various cross-multidimensional combinations of spaces and environments, the active use of engineering and socio-pedagogical technologies, a prospective approach and humanitarian design; creating learning communities and intellectual collaborations; modernizing traditional education, upbringing and socialization institutions; leveraging the potential of artificial intelligence and digital tools within open and flexible educational ecosystems.
