Belyakova","doi":"10.2991/AEBMR.K.210222.059","DOIUrl":"https://doi.org/10.2991/AEBMR.K.210222.059","url":null,"abstract":"–The article presents the results of assessing the state of the digital sphere in Russia and the world at the beginning of 2020, and summarizes the analytical materials of leading world experts (GlobalWebIndex’s, Knoema, We Are Social, Hootsuite, etc.), which show that digital transformation is causing revolutionary changes in technology, politics, society, economy, and its consequences, both constructive and destructive, make it possible to track changes within a time interval for one generation. So, the authors of the article, having studied the structure of the ecommerce market in Russia and the world in the context of the categories “Travel”, “Fashion and beauty”, “Electronics and physical media”, “Toys, crafts and hobbies”, “Furniture and household appliances”, “Food and Personal Hygiene” marks the introduction of the concept of “omnichannel” into circulation, when consumers practically do not distinguish between “online” and “offline” when shopping. In the course of the study, the authors proved that the Russian e-commerce market structurally corresponds to the global one and averages about 1.0%. Conceptual approaches, methodological limitations, developing trends and the absence of a conceptual and categorical apparatus of the digital economy used in scientific research do not allow a qualitative approach to measuring the latest technological revolution the digital environment. During the study, the authors identified the problems of assessing the contribution of digital changes to the global economy. The article examines three approaches used in world practice in measuring the digital economy: through measuring technology, through measuring the ICT sector, through accounting for consumer welfare based on the concept of “consumer surplus”. The paper identifies the problems of imbalance in the development of the market of information and communication technologies in Russia, including the unbalanced development of the main market segments, the imbalance of the telecommunications segment in terms of penetration and availability of basic services, imbalances in regional development. Storozhev","doi":"10.2991/AEBMR.K.210222.056","DOIUrl":"https://doi.org/10.2991/AEBMR.K.210222.056","url":null,"abstract":"–The main purpose of this study is to identify trends in the development of the Russian market of fruit and berry products in different periods during 1990-2019, including in terms of its saturation due to imports and own production, as well as changes in demand and its consumption from side of the population. After the collapse of the USSR, Russia liberalized foreign trade in agricultural products, including fruits, berries and nuts. As a result, in the 1990s, due to imports, the range of fruit and berry products improved, fruits, berries and nuts that were previously physically inaccessible to the bulk of the population appeared, but the parameters of the corresponding Russian market varied within 2-3 million tons, which is primarily due to the low payable demand of the inhabitants of our country during this period. At the beginning of the 20th century in Russia, up to 2014, due to the increase in income and the resulting growth in demand, there was a positive trend towards an increase in the physical volume of the market for fruit and berry products. At the same time, imports were growing at a faster pace, but domestic production was gradually recovering after the fall in the 90s of the last century. The consumption of fruits, berries and nuts in our country has also increased. As a result of sanctions from the United States, the EU and a number of other countries, Russia announced contracts, including in relation to the import of fruit and berry products from these countries, and also began to pursue an import substitution policy, purposefully developing its own production of fruits and berries. In the past few years in our country, there has been a stagnation in retail sales of fresh fruit and berry products, a decrease in its imports with a simultaneous increase in gross harvests in the territory of the state. The results of the study can be used to further discussion of this problem in order to find compromises regarding the degree of import substitution in the Russian market for fruits, berries, nuts, differentiation of their imports, as well as measures to protect domestic producers in the event of the lifting of sanctions and counter-sanctions. Combination of powerful and accessible information technologies, general computerization led to appearance of new specific educational technologies, formation of distance learning, which, in turn, allows expanding the contingent of students, integrating education into the international educational space. In recent years, distance learning has become an integral component of the educational process at higher educational institutions and is used in all forms of education. The use of distance learning allows increasing the quality of education due to the fast enrichment with the world educational resources. Distance learning becomes especially relevant in the conditions of new federal state educational standards which aimed at reducing the volume of classroom hours and increasing the proportion of students’ independent work. In addition, the world coronavirus pandemic served as a kind of impetus for the development of information educational technologies. However, even those educational institutions that had actively used educational technologies in the educational process long before the arisen changes faced a number of difficulties. In the article special features of introducing distance learning into educational institutions of Russia are considered. An analysis of the state of the Russian online education market is presented. An overview of modern educational platforms which manifest themselves in the best way in the system of higher education is offered. The article shows the worldwide recognition of artificial intelligence as a leading trend in economic development in modern conditions, recorded in the national strategies for the development of artificial intelligence of economically developed world powers. Russia is one of these countries. A review of national strategic documents that are programmatic in the development of the digital economy and artificial intelligence in Russia. In the list of end-to-end technologies of the digital economy, artificial intelligence is defined as the key one. Definitions of artificial intelligence are given, proving the ambiguity of its interpretation in science and practice. A list of the main tasks of the development of artificial intelligence in Russia as a trigger for the formation of the digital economy is given. The assessment of the susceptibility of the heads of Russian companies to the use of artificial intelligence technologies is given. The promising directions of development of artificial intelligence and areas of its application are revealed. Particular attention is paid to the positive opportunities that artificial intelligence, used in the management of modern companies, brings with it. At the same time, the author emphasizes the influence of artificial intelligence on a radical change in management processes, the nature of labor and the specifics of interactions in the “man-machine” dyad. The article provides a list of personnel competencies required to work in the context of the Fourth Industrial Revolution. Emphasizing the irreversibility of digital transformations, the authors, along with revealing the positive aspects of integrating artificial intelligence into the management of companies, also point to potential threats from digitalization. The aim of the work is to generalize the experience of constructing decision trees with a multidimensional response and to study the homogeneity and violation of symmetry of classes of models of socio-economic systems based on decision trees, which most clearly show the process of changing the states of the system and filling the space of possibilities, as well as signs of self-organization, which is cause of evolutionary processes and a consequence of symmetry breaking. An example of building a tree with a multidimensional response for a credit scoring problem is shown. The approaches described in the work show the connection between the phenomenon of symmetry breaking and the phenomenon of heteroscedasticity of regression models. Their antagonistic struggle leads to the dispersal of resources and even to the mutual destruction of systems. Therefore, the mutual development of the two systems due to homeostatic control seems to be the best solution. But human history shows that homeostatic control cannot be achieved or it will be a temporary compromise as long as there is an antagonistic contradiction. Therefore, it is proposed to consider an alternative way – the creation of new social mechanisms in parallel with the existing ones. In practice, in various areas, the restoration of temporarily lost function is carried out by using the shunting method. The study focuses on the western border regions of Russia as the most problematic regions affected by the geo-economic turbulence in the Russia-West system after 2014, which caused the need for import substitution in the innovation sector, while the entire national education system is in the process of reforming, developing and the introduction of new technologies and digitalization. Statistical analysis is carried out for both educational and innovation spheres in order to identify the dynamics of the organizational space, work results and technologies used in the process. The study also provides a qualitative analysis of clustering, including general, the formation of educational clusters and the inclusion of educational organizations in the structure of non-educational clusters. The results of the study revealed both general trends for all considered regions, and exceptions. The independence between the shrinking organizational sector and the unstable dynamics of innovation reflect the weak linkages between the two sectors and the formal nature of cross-clustering in many cases. But the impulse of import substitution has caused a new wave of clustering, and the largest universities have become “condensation nuclei” of regional innovative business. The results of this trend are likely to become apparent after the lag period. A 10% increase in the proportion of the aging population with chronic diseases reduces economic growth by 0.5% per year. Therapy with genetically engineered biological preparations for chronic diseases of the musculoskeletal system is burdensome for regional budgets, because patients suffering from these diseases receive drugs under the subsidized drug provision. The article discusses the need to reform the system of preferential provision on the example of RA patients receiving genetically engineered biological drugs (GEBD). Among all RA patients who chose preferential drug provision, the proportion of patients receiving GIBP grew from 1.88% in 2011 to 6.20% in 2017 with a further tendency to decline, which is probably due to the fact that in the period 2018-2019 in the Novgorod region, there was a change in the procedure for receiving GIBP by patients with RA. Since 2019, their purchase has been made only by the regional clinical hospital as part of the provision of hightech medical care, and patients with RA receive them parenterally in the rheumatology department, where they are hospitalized for 1-2 days. Therefore, most likely, such a reorganization of the system is associated with a decrease in drug procurement in 2018.
