The author's approach to the development of an integrated clustering model of the economic space of the Russian regions is to consider innovative clusters as the fundamental segments of innovative economy. Within the framework of the study comprehensive methodology for assessing the innovative potential of regions is considered. The article deals with the analysis of economic, financial, scientific and technological conditions for regulating clustering processes and innovative development on example of the Volga region. The scientific novelty of the work lies in the method of complex analysis of the potential of innovative development of regions. The proposed methodology includes both indicators for assessing the factors of formation of a new innovative economy, and indicators of the effectiveness of innovative development, which form the technological and resource reserve for further economic development of the region. The advantage of using proposed methodology is the possibility of separating for each economic district and interregional cluster the leading regions, which acts as the center of innovative transformation of the economic space of the neighboring regions. It also influenced the public administration system, where big data gained special importance. Modern technologies make it possible to collect huge amounts of information from various sources, both official and private. By processing and using big data at all levels of public administration, one can maximize the efficiency of public service delivery to society. In this article, the authors analyze the world experience and results of using big data in the system of state administration. The authors examine the successes in the use of big data in the public administration system in countries such as the PRC, USA, Great Britain, Korea, and in the EU. Particular attention is paid to Russia. The past three years have seen a significant leap forward in the use of big data at the federal and regional levels of government. In Russia, several Government decrees have been adopted aimed at maximizing the use of big data in the activities of state bodies, which will improve the quality of territorial management. The article provides examples of the use of big data in the activities of regional government bodies. The option of using big data in controlling the COVID-19 situation is being considered. The authors note the need for cooperation of big data obtained from government agencies, for example Federal State Statistic Service, with big data received from private structures, for example, from Sberbank. It also highlights the necessary measures to transfer the country to a digital economy model. The possibilities of digital technologies are shown, initiating fundamental changes in all spheres of the economy and society; at the same time, the need to consider the associated risks and threats is recognized. An assessment is made of the readiness of the Russian economy for digital transformation based on the World Bank data: the minimum values are demonstrated by the institutional environment and the legislative framework, the state of state policy and strategic planning, the social and economic effects obtained, the level of digitalization of the population, business and the public sector; the state of digital infrastructure, digital platforms and digital technologies, the level of confidence in the security of the digital environment and the value of human capital were assessed as much as possible. It is emphasized that an increase in readiness for digital transformation is possible with targeted and consolidated interaction of representatives of all levels of the economic system. Based on the assessment of the readiness of the Russian economy for the transition to the digital development highway and on the need for all stakeholders to participate in this process, the authors outlined a set of measures supported by statistical data at the national, regional, municipal and sectoral levels aimed at eliminating barriers to the digital transformation of the economy, management and society as a whole. The main actors in the creation and development of the digital transformation ecosystem are considered by the authors to be government, business, and the scientific and educational community. The importance of the development and impeccable implementation of a balanced state policy in the field of digitalization of key sectors of the economy and all spheres of society is emphasized in order to achieve the set goals in the field of innovative and technological breakthrough and receive significant socio-economic dividends. The world has become a technosociety with a number of characteristics that cannot be correlated with the formations existed before. We can talk about an established society, where scientific and technological progress is not only a guarantee of development, but also a condition for existence, which is very noticeable in such areas as healthcare, energy industry, and the production of various materials. Unlike all previous civilizations, this society has a number of separate social segments that are not only interconnected, but also interdependent. Such a structure, which has no analogues in the past, requires a new approach to education, which should simultaneously be both highly-specialized and interdisciplinary, while performing both formative and educational functions. The safety of the modern world largely depends on the correct balance of educational principles, on the quality of education, as in the case of manmade disasters (Chernobyl and Fukushima) and the SARS-CoV-2 (COVID-19) viral pandemic in 2020. These events became agents for new methods of assessing the various factors mutual influence on such phenomena. At the same time, there is an interest in creating private methods that allow predicting the possible effectiveness of various economic and other measures to reduce the risk of emergencies and improve safety. Generally, sanctions are passed for some definite term, but they can affect the economy of the region for a long period of time. Many negative consequences (the reduction in Gross Regional Product, job cut, decrease of foreign trade relations) come out during the time. Sanctions are lifted more slowly than they are imposed. In the modern world, there is a tendency to strengthen economic sanctions. One of the main reasons for this is the globalization of international economic processes, which are characterized by a growing scale of integration of markets for goods and services and capital. The stable and stable position of the state and, as a consequence, the region is determined by the level of their economic development. Accordingly, the introduction of restrictions and prohibitions on economic ties may adversely affect the normal functioning of the country and regions. The political and economic events that have taken place in the world have an ambiguous effect on the economy of the region and the country as a whole. Some Western countries have introduced economic sanctions against our country. Our country has taken protective response measures. The article presents an analysis of the foreign trade potential of the Vladimir region under the sanctions. A classification of sanctions is proposed, including all the key instruments of influence on states and regions, trends and features of the formation of world experience in the application of sanctions policy are shown. A comprehensive analysis of the foreign trade activity of the Vladimir region in the period 2014-2020 is carried out; this is the basis for identifying problems that have arisen as a result of the imposition of sanctions by Western European countries and the United States. On the issues identified, directions for the development of the foreign trade potential of the Vladimir region in the context of sanctions are proposed. The existing forms and the algorithm of organizational and legal support of scientific research are analyzed. An expert assessment of the factors and criteria of scientific activities that contribute to the success of regional scientific communities is given. The authors identify the problems and legal risks associated with restricting intellectual property access to foreign markets and internal monopolization of research. The legal significance of the contractual (agreement) form as a tool for protecting a complex of copyright and intellectual property is disclosed. The article suggests applying special criteria for compliance with the scientific research requirements for regional entities; recognizing a special status for the intellectual property market access based on the competitive principle; using the algorithm of organizational and legal support at the level of scientific corporate legal relations based on scientific cooperation. The authors propose to divide the representatives of the regional scientific community into educational and scientific parts with the distribution of their scientific functions. The conclusion follows that the mutual use of private-scientific and public-private partnerships with the participation of institutional entities is the main condition for the scientific community to enter the EAEU international market of intellectual property. On the one hand, the formation and activity of international economic organizations is aimed at the development of international trade, facilitating the conditions for manufacturers from different countries of the world to access foreign markets. On the other hand, national and supranational (within the framework of integration unions of states) power structures use various restrictions to prevent foreign manufacturers' products from entering local markets, which, for one reason or another, do not comply with the requirements applicable to them. Based on the study of the stated problem, we conducted a critical analysis of various points of view regarding the role and significance of these regulators, as well as their interaction with each other. As practice shows, the regulation of foreign economic trade operations by international economic organizations and unions of states has a great impact on global and national agri-food markets, the volumes and directions of exportimport flows of agricultural products, the state and prospects of food consumption, is the most important part of the foreign and domestic economic country-specific policies. The presence of significant contradictions in the positions of the states of the world regarding the use of various instruments for regulating international trade in agricultural raw materials and food is revealed. The results of the study can be used to further discuss this problem in order to find compromises in the activities of global, regional and national regulators for the regulation of the export and import of agricultural products. The purpose of the research is to develop guidelines for the project management implementation during the activities and projects contained in the state programs of the Russian Federation (hereinafter referred to as state programs) implemented at the DIC enterprises. The study was carried out using methods of analysis of historical sources on managing Russian and foreign enterprises projects, an integrated and systematic approach to DIC enterprises management. In the course of the research, the goals of implementing project management in DIC development were determined, the specifics of managing innovative projects were revealed, and the possibilities of using the project approach in the implementation of state programs for the Russian DIC development were revealed. The novelty of the results obtained lies in the development of a scientific and methodological apparatus for introducing project approach to managing the implementation of state programs of the Russian Federation in the field of the DIC development, which are important for the Armed Forces of the Russian Federation modern technical means and infrastructure creation. The widespread use of project management in the DIC development will save time and money spent on the implementation of state programs for the DIC development in Russia. Balatsky","doi":"10.2991/AEBMR.K.210222.082","DOIUrl":"https://doi.org/10.2991/AEBMR.K.210222.082","url":null,"abstract":"–The article analyzes the current level of development of Russian universities located in the Northwestern Federal District (NWFD), examines various aspects of their activities, and searches for an adequate comprehensive assessment of the effectiveness of a modern university that meets the standards of the best world practices. As part of the research of the National University Rating Interfax (NUR-Interfax) analytical group, an information base has been accumulated on a number of indicators of Russian universities. Some observations from the analysis of the NUR-Interfax rating databank are presented in this paper. Within the framework of the restart of the National Projects (NP) in 2019-2024, it is planned to merge NP Science and NP Education into a single NP that has an almost well-established name “Science and Universities”. The project aims at continuity in the development of the higher education system in the Russian Federation. The most attention in the regions of Russia should be given to the creation of so-called “belts of innovative enterprises” around the leading regional university. The universities themselves, in turn, should clearly define priorities and create realistic and promising development programs in order to produce the effect of a \"snowball of progress\" in the university to attract all types of resources, not only material, but also human. The development of higher education should follow and correspond to the global trends in the development of the 21st century university. However, the features of the socio-political and economic development of the Northwestern Federal District, primarily the level of the actual development of universities and their geographical location, should be taken into account.
