Research methodology. In the context of this work, the method of system analysis and synthesis was used, as well as a comparative method, which allowed to determine the optimal approach to the identified issues. Scientific novelty. The article summarizes the existing interpretations of the concept of capitalization, according to which the main methodological approaches to it are highlighted, in particular, as: the process of attracting and increasing the value of any assets (resources); the process of transformation of factors of production (assets, resources) into capital; performance of the entity. The article forms directions and relevant additional sources of funds for the use of forest resources, which can provide an additional financial basis for the capitalization of forest resources (assets). Conclusions. It is established that today it is impossible to assess forest assets as a source of environmental and social functions, as there is no methodology for calculating their value. Ladyk","doi":"10.33813/2224-1213.26.2021.2","DOIUrl":"https://doi.org/10.33813/2224-1213.26.2021.2","url":null,"abstract":"The purpose of the article is to study the indicators of innovative development of Ukraine and determine its place in the innovation dimension among other European countries.\u0000The methodological basis of the study is the use of general scientific methods: the method of theoretical generalization and comparison, as well as economic and statistical analysis, which are used to study indicators of innovative development of Ukraine and Europe, as well as modern computer technology for data visualization. The scientific novelty of the obtained results is that the main positive and negative tendencies, as well as perspective directions on the way of innovative development of Ukraine are revealed and its place in the innovation dimension\u0000among other European countries is determined.\u0000The paper analyzes the trends of innovation development of Ukraine for the period from 2012 to 2019. The study uses data from the Annual European Innovation Scoreboard (EIS) 2020, which publishes indicators of Ukraine and EU member states, as well as several non-European countries. It is established that in the vast majority of innovative areas Ukraine occupies the last positions among the considered countries. However, the analysis of the consolidated index of innovations shows that in recent years in Ukraine there is a tendency to slow growth of this index, and Ukraine belongs to the group of «modest innovators». For an in-depth analysis of the dynamics of innovation dimensions of Ukraine, the following types of indicators are also considered: «framework conditions»,\u0000«investments», «innovation activities», «impacts».\u0000Conclusions. It was found that in the vast majority of innovation areas Ukraine occupies the last positions, but in this area there are some positive changes. In particular, the international competitiveness of the scientific base has improved; the environment in which enterprises operate has become more favorable for innovation; there is an intensification of innovation in the business sector; the links between cooperation between innovation institutions have expanded. Methodical toolkit of substantiation of innovative decisions of reuse of resources from waste, structure of prime cost of the improved system for the Goloseevsky area. Kiev.\u0000Scientific novelty. It is proposed to optimize the existing garbage problem in most regions and replace waste trucks based on the method of the pneumatic system manufactured by Envac. The system allows you to reduce the cost of moving cargo over time sorting or disposal points.\u0000Conclusions. The introduction of innovative systems in Ukraine for the year saves UAH 34 billion 499 million, in addition, the sorting of household waste is gaining popularity, recycling tanks are being installed in cities, the population is beginning to treat waste with understanding, and a behavioral strategy has been introduced to stimulate waste recycling. In addition, the proposed technology of sorting raw materials allows you to sort up to 97% of household waste, and the rest to burn for energy. The logistics market during the pandemic and related constraints has changed significantly, and competition in this segment has become higher than ever. Many consumers are forced to reduce consumption, companies have reduced supplies and production, diversified their activities. The transportation market has become denser and the struggle for the customer has intensified. Optimization of financial, labor, and material resources through the reduction of activities can negatively affect the quality of logistics services, the speed of processing goods, and their delivery to the final consumer. Based on the relevance, the aim of the research is to study the impact of the COVID-19 pandemic on logistics, assess the results of such impacts in the EU, as well as outline trends and prospects for the logistics market in terms of declining coronavirus and market recovery. The research methodology is based on the use of general scientific and specific methods, in particular: analysis and synthesis, induction and deduction, systematization, generalization. The scientific novelty of the study is that the changes that have taken place in logistics have led to the emergence of new trends and trends that need to be generalized and evaluated in terms of prospects for impact on the industry. The study summarized the conclusion that the coronavirus pandemic created opportunities for some companies and threats for others. As a result of the constraints and challenges that have become inherent in international business and logistics, e-commerce, on-demand delivery, and the concept of “last kilometers” are developing rapidly in the EU and Ukraine. The logistics market has a tendency to consolidate and diversify. The scientific novelty lies in the identification and substantiation of key subsystems for ensuring the functioning of the organizational and economic mechanism, taking into account foreign experience in building an appropriate mechanism for managing art institutions. Conclusions. According to the results of the study, it is concluded that the art higher education institution is a system of interconnected structural elements that respond differently to the transformation of the modern market environment. Among the key subsystems of functional support, there are singled out material-technical, personnel, financial-investment, normative-legal, information-digital and scientific-innovative ones. Their weak links in the context of ensuring the activities of the domestic university sector with the subsequent presentation of alternative algorithms for management decisions have been identified. The implementation of projects the construction and modernization of infrastructure facilities will provide a multiplier effect and will contribute to economic growth. The relevance of the problems described is a condition for deep research in this direction. The purpose of the article is studeing the theoretical foundations of infrastructure and develops proposals for improving the classification of infrastructure in the context of the project approach. The survey methodology is based on methods of analysis, synthesis and comparison. These methods were used to study of existing approaches to the disclosure to essence of the infrastructure. The scientific novelty of the research is to develop a hierarchy of infrastructure classification within the framework of the project approach by grouping projects that ensure the functioning of the infrastructure, according to such hierarchical criteria as: the public purpose of the infrastructure project, the ability of the infrastructure project to generate cash flows, the goals of the infrastructure project. Conclusions. Investigations have show that in the economic literature there were different approaches to understand the essence of infrastructure, determining elements and classification one. The reasons for the different opinions lie in the practical using of the definition of infrastructure in various industries, spheres and areas of scientific research. Research methodology includes: system-structural and comparative studies (to understand the logic of the functioning of modern market institutions in Ukraine and Europe); monographic analysis (in the study of approaches to improve the market development of the Ukrainian economy); statistical and economic analysis (when carrying out a rating assessment in relation to economic freedoms and competitiveness of the Ukrainian economy). Scientific novelty: it was revealed that the state of market development of the Ukrainian economy is significantly lower not only in comparison with the EU countries, many CIS countries, but also lags behind the overwhelming major- ity of countries in the world. The reason for this is the low efficiency of the ju- dicial and law enforcement system; weakness and archaism of state regulation of the business environment; monopolization and oligarchization of the economy, non-transparent approaches to the privatization of assets in Ukraine; “Black” and “gray” land market; violation of customs procedures and registrations, which sig- nificantly saturate the markets of Ukraine with counterfeit and smuggled goods. In contrast, EU countries are pursuing policies that promote asset and property rights protection, stimulate job creation and economic growth by creating a busi- ness-friendly climate, as well as focusing on innovation and related infrastructure aid funds. Research methods: The article uses general scientific research methods, in particular: synthesis analysis – in the study of scientific literature and determining the features of the electronic public procurement system ProZorro; economic and statistical analysis and comparison – with indicators of public procurement in Ukraine; generalization – when developing recommendations for minimizing abuses in the field of public procurement within the electronic system ProZorro. Scientific novelty: is to determine the main mechanisms of abuse in the field of public procurement in order to obtain illegal benefits: the fragmentation of contracts and the development of sub-threshold trade procedures and justification of ways to minimize them. In particular, in the article\u0000It is substantiated that non-competitive tender offers carry high corruption risks and lead to inflated prices for the supply of goods, services and works. It is proposed to amend the Law of Ukraine «On Public Procurement» in order to prohibit the conclusion of additional agreements after the tender; prohibition to change the conditions of the tender and tender documentation after the announcement of tenders; prohibitions to combine goods into one lot and set maximum payment terms for delivered goods for more than 30 calendar days.\u0000Conclusions: The study concludes that the electronic public procurement system ProZorro has a positive impact on the development of public procurement in Ukraine, as it increases the transparency of bidding and tender procedures, expands opportunities for participation in tenders of small and medium-sized businesses and more. However, shortcomings, first of all, in the law enforcement and judicial system of Ukraine are caused by frequent cases of corruption schemes in the public procurement system both within the ProZorro system and outside it.
