Investigated is the impact of the IFE on women’s role in providing household income and on the distribution of roles within households, as a reflection of women’s empowerment. Drawing on various household surveys, the study compared those women eligible to receive the transfer with those who were not. A difference-in-differences (DID) methodology was used to measure the impact. Following the implementation of the IFE, women’s share of couple income and household income is found to have increased by some 8 per cent and 11 per cent, respectively, while the probability of women being solely responsible for household chores has fallen by 4 per cent.</p><p>Cet article présente des données empiriques sur l’impact du revenu familial d’urgence (<i>Ingreso Familiar de Emergencia</i> – IFE), introduit en Argentine en 2020. Il examine les conséquences de cette prestation sur la place des femmes en tant qu’apporteuses de revenu et sur la répartition des rôles au sein du ménage, engageant ainsi une réflexion sur l’autonomisation des femmes. Il s’appuie sur diverses enquêtes conduites auprès des ménages pour comparer les femmes qui ouvrent droit à l’IFE et celles qui ne peuvent pas y prétendre. L’impact est mesuré au moyen d’une méthode des doubles différences. L’article montre qu’après l’entrée en vigueur de l’IFE, la part du revenu des femmes dans le revenu du couple et dans celui du ménage a augmenté de respectivement 8 pour cent et 11 pour cent, tandis que la probabilité que la femme soit la seule à assumer les tâches ménagères a diminué de 4 pour cent.</p><p>En este artículo se facilitan datos empíricos sobre los efectos del Ingreso Familiar de Emergencia (IFE), prestación que se puso en marcha en la Argentina en 2020. Se investiga cómo afecta el IFE al papel que desempeña la mujer en la contribución al ingreso del hogar y a la distribución de las funciones en los hogares para saber cómo se refleja en el empoderamiento de la mujer. A partir de una serie de encuestas de hogares, en el estudio se comparan a las mujeres elegibles para percibir la transferencia de la prestación con las que no lo son. Se utiliza para ello una metodología de diferencias en diferencias (DD) para medir los efectos mencionados. A forceful advocate for social justice, he was an honest man with a clear vision and sharp intellect who genuinely cared for every human being. Being dedicated, principled and generous with his time, he was a role model, teacher, mentor as well as a friend to many of his colleagues and students. Michael was always ready to help those who needed support. He believed in converting words into actions and urged others to do the same.</p><p>Initially trained as a mathematician and actuary, he complemented a Master’s degree in Pure and Applied Mathematics from the Technical University in Aachen, Germany, with a Master’s degree in Public Administration from Harvard University in the United States and a PhD in Health Economics from the University of Göttingen, Germany. He joined the German Ministry of Labour and Social Affairs as an actuary and health economist, and eight years later, in 1983, moved to the Social Security Department of the International Labour Office (ILO). Michael joined the ILO Budapest Office at the time when its multidisciplinary advisory team for Central and Eastern Europe was established to support the countries in the sub-region, which were starting their transitions from centrally planned to market economies. He served in Budapest, between 1993 and 1995, as the senior social security specialist. In 1995, he returned to Geneva as Chief of the Financial, Actuarial and Statistical Branch of the ILO’s Social Security Department and, in 2005, he was appointed Director of the ILO’s Social Security Department. He retired from the ILO at the end of 2012, just six months after the International Labour Conference had adopted a new landmark social security standard, the Social Protection Floors Recommendation (No. 202). His leadership and dedicated commitment and efforts across nearly three decades had culminated with this visionary outcome that provides guidance to countries to improve the lives of billions of people around the world.</p><p>Michael was an ardent promoter of the values and principles enshrined in the Universal Declaration of Human Rights, on the right to social security for all, and the ILO’s normative framework. He was the visionary strategic policy planner who led the ILO’s work in the field of social security and social protection over 17 years. Michael was a not just a leader, but also an agent of change with a long-term vision of the goals to be achieved. He had a unique talent in touching people’s hearts and minds. He has left a rich legacy that will have an enduring positive impact. Although inspired by the World Bank’s 1994 pension privatization blueprint, the Greek 2022 reform features a major policy shift by entrusting the management of individual pension savings to a dedicated government body, ostensibly to try to remedy inherent market failures in private pension provision. Like earlier reforms in Eastern Europe, the multi-decade transition costs of carve-out funding have been vastly underestimated in Greece, which will give rise to fiscal distress in the coming years when annual transition costs become sizeable and favourable international financing terms start to change. Unless firm political commitment is established to implement the measures necessary to finance the transition costs, Greece may have to resort to reform reversals similar to those already implemented across Eastern Europe.</p><p>Après une décennie d’austérité sans précédent, la Grèce a brusquement repensé sa manière de renforcer son système de pension en 2022 et adopté le financement controversé des pensions personnalisées. Ce dispositif implique qu’une part des cotisations au régime par répartition serve au financement des épargnes-retraites des personnes, ce qui, en conséquence, altère le financement des pensions actuelles du régime par répartition. Therefore, a major challenge for policy makers is to strike a balance between adequate care and sustainable financing. In this study, we evaluate the proposal of a so-called sustainability factor in German long-term care insurance. Considering changes in the beneficiary-contributor ratio, it aims for a rule-based consideration of demographic dynamics to alleviate pressure on long-term care financing. Using the framework of generational accounting, we demonstrate that this proposal could have a relieving effect on finances, depending on the share of involvement of current and future generations. It may offer an option for pay-as-you-go long-term care insurance systems worldwide that need to curb the impact of ageing societies. Therefore, this article addresses policy makers tasked with designing a sustainable financing model for long-term care insurance. It demonstrates that the sustainability factor represents a step towards sustainable finances and, thus, it might be one component of a more comprehensive reform package.</p><p>Étant donné que la fourniture et le financement des soins de longue durée constituent des thématiques de plus en plus importantes dans l’ensemble des économies vieillissantes, les responsables politiques sont confrontés à un défi majeur: atteindre un équilibre entre des soins adaptés et un financement viable. Dans cette étude, nous examinons la proposition d’un prétendu facteur de viabilité pour l’assurance allemande des soins de longue durée. Au vu de l’évolution du ratio bénéficiaires/cotisants, cette proposition entend transposer des règles dans la prise en compte des dynamiques démographiques, en vue de réduire les pressions exercées sur le financement des soins de longue durée. À l’aide du cadre de comptabilité générationnelle, nous révélons que cette proposition pourrait soulager les finances, en fonction de la part d’implication des générations actuelles et futures, et inclure aux quatre coins du monde des systèmes d’assurance par répartition des soins de longue durée, qui doivent freiner l’impact des sociétés vieillissantes. Cet article s’adresse dès lors aux responsables politiques chargés d’élaborer un modèle de financement viable pour l’assurance des soins de longue durée. However, only 25 per cent are covered for health services and social security benefits. Against this backdrop, and guided by international experience, we set out a proposal to provide these workers with a tailored package of social security benefits. The proposal would require to categorize couriers who work through digital platforms as “digital workers”, introduce a special scheme for these workers based on voluntary affiliation, and offer a specific portfolio of benefits.</p><p>D’après les caractéristiques sociodémographiques des coursiers qui travaillent sur des plateformes numériques au Mexique, plus de 85 pour cent d’entre eux ont terminé l’enseignement secondaire à temps plein et 83 pour cent sont jeunes (âgés de 14 à 44 ans). Toutefois, seuls 25 pour cent d’entre eux sont couverts pour les services de santé et les prestations de sécurité sociale. Sur cette toile de fond, et grâce aux expériences menées à l’internationale, nous formulons une proposition permettant d’offrir à ces travailleurs un ensemble personnalisé de prestations de sécurité sociale. Elle énumère les exigences suivantes: les coursiers travaillant sur des plateformes numériques doivent être considérés comme des «travailleurs numériques», un régime spécial doit être créé pour ces travailleurs et fonctionner sur une base volontaire, et un portefeuille précis de prestations doit leur être proposé.</p><p>Las características sociodemográficas de los repartidores que trabajan a través de plataformas digitales en México revelan que más del 85 por ciento de estos trabajadores han finalizado la educación secundaria a tiempo completo y que el 83 por ciento son jóvenes (con edades comprendidas entre los 14 y los 44 años). Sin embargo, solo el 25 por ciento de ellos cuenta con una cobertura de servicios de salud y prestaciones de seguridad social. En este contexto, y teniendo en cuenta la experiencia internacional, en este artículo se presenta una propuesta para proporcionar a estos trabajadores un paquete de prestaciones de seguridad social adaptado. Several justifications for such treatment have been advanced, including i) compensating the worker for the hardship, ii) protecting the worker from the hazard, and iii) realizing the principle of equality in the distribution of costs and benefits in the social security system. This article analyses these functions from a socioeconomic perspective and explains how early retirement for workers in arduous and hazardous jobs is necessary to ensure equality by treating “unequals unequally”, and in proportion to their inequality. Moreover, this article presents a precise formula to calculate when a worker should be allowed to retire, so that workers in occupational domains with a shorter life expectancy do not systematically enjoy lower expected benefits from the pension system while having contributed the same amount. Kamau","doi":"10.1111/issr.12316","DOIUrl":"10.1111/issr.12316","url":null,"abstract":"<p>This article investigates the barriers to informal workers’ voluntary participation in Kenya’s national health insurance scheme – the National Hospital Insurance Fund. Based on primary data from both qualitative and quantitative methods, we find that the key determinants of enrolment include social factors, such as marital status, which create demand for insurance, and the role of informal workers’ associations that promote the voluntary uptake of health insurance and prevent default through contribution support. Participation barriers and reasons for inactiveness stem from the nature of informal work characterized by irregular earnings, which combine with apprehension about having to pay penalty charges for the late payment of premiums, inadequate levels of knowledge about health insurance schemes, institutional constraints such as complex registration procedures, as well as premium costs and poor-quality services, all of which discourage enrolment or the reactivation of lapsed membership. There is thus a need for health insurance schemes, such as Kenya’s National Hospital Insurance Fund, to educate informal workers on insurance services and protocols and to improve services to encourage uptake and reduce default behaviour.</p><p>Cet article étudie les obstacles à la libre participation des travailleurs informels au sein du régime national d’assurance du Kenya: la Caisse nationale pour soins hospitaliers. Sur la base des données primaires recueillies à l’aide de méthodes tant qualitatives que quantitatives, nous sommes parvenus à la conclusion que les principaux facteurs déterminant l’adhésion englobent des aspects sociaux comme le statut marital, qui sous-tend la demande d’assurance, et le rôle des associations des travailleurs informels, qui encouragent l’adhésion volontaire à l’assurance maladie et luttent contre les non-paiements en offrant une aide aux cotisations. Les obstacles à la participation et les raisons de cette inactivité trouvent leur origine dans la nature même du travail informel, qui se caractérise par des revenus irréguliers – et l’appréhension de devoir s’acquitter de pénalités en cas de retard dans le paiement des primes –, des niveaux de compréhension insuffisants des régimes d’assurance maladie et des contraintes institutionnelles telles que la complexité des procédures d’enregistrement, le coût des primes et la qualité médiocre des services. Tous ces facteurs dissuadent les travailleurs à s’inscrire aux régimes ou à les rejoindre à nouveau en cas d’adhésion échue. Social protection systems have an important role to play in this endeavour. Through a life cycle approach, social protection systems can support i) the prevention of disability in old age (i.e. by addressing the social determinants of health and rehabilitation), ii) effective access to long-term care without hardship for those who need it, and iii) decent work in the care economy. To do so will require adopting a gender-transformative approach. Indeed, women are disproportionately represented among both older persons and long-term care providers in their diversity. Further, to adequately contribute to healthy ageing and effective access to long-term care without hardship as a rights-based entitlement, social protection systems will need to build strong coordination between health care, social care and other social policies. This article highlights the key entry points for social protection systems to contribute to the United Nations Decade of Healthy Ageing, building on the rights-based approach of human rights and international social security standards.</p><p>Avec la longévité croissante de la population, le vieillissement en bonne santé devient impératif pour tous. Les systèmes de protection sociale ont un rôle important à jouer à cette fin. En adoptant une approche axée sur le cycle de vie, les systèmes de protection sociale peuvent soutenir i) la prévention du handicap chez les personnes âgées (notamment en tenant compte des déterminants sociaux de la santé et de la réadaptation); ii) l’accès efficace et facile aux soins de longue durée pour les personnes qui en ont besoin; et iii) le travail décent dans le secteur des soins. Il faudra ainsi adopter une approche transformatrice de genre. En effet, les femmes sont disproportionnellement représentées parmi les personnes âgées et les prestataires de soins de longue durée dans leur diversité. En outre, pour contribuer de façon adéquate au vieillissement en bonne santé et à l’accès efficace et facile aux soins de longue durée en tant que prestations basées sur des droits, les systèmes de protection sociale devront mettre en place une solide coordination entre les soins de santé, l’aide sociale et d’autres politiques sociales.
