The relevance of the study is due to the necessity to find ways for increasing the productivity of results generated within the scope of higher education. In the course of the methodological substantiation of the solution of this scientific problem, the study of the results of the higher education sphere included in the research model was carried out, with the following enlarged groups identified: qualified personnel for the national economy, the results of research activities, the development of the territorial economy and the exchange of knowledge and the internationalization of higher education. The assessment is tested for the tourism industry. It is based on a two-level classification system of Russian regions and simulation modeling. The classification made it possible to single out typological groups of regions with different industry orientations and to identify groups of different industry development levels. Simulation modeling required studying a number of indicators of the tourism industry and identifying patterns and processes occurring in it in a formalized form. Using built models, the results of the tourism industry between 2018–2027 were predicted. Guseva","doi":"10.38197/2072-2060-2023-239-1-269-290","DOIUrl":"https://doi.org/10.38197/2072-2060-2023-239-1-269-290","url":null,"abstract":"The relevance of the study of modern trends in the resource provision of the social services sector is determined by the search for tools and mechanisms for expanding the provision of social services to the population in conditions of limited resources. The prevailing approach in the last decade, which assumes an increase in the output of social services due to the growth of the sector of non-state producers, did not allow for the required increase in output. The purpose of the study was to assess the ratio of the output of subjects of social service producers belonging to the category of state, commercial and non-profit organizations, and the sources of their resource provision. The results obtained allow to conclude that at present one can observe the prevalence of budgetary sources of resource coverage, and the main output of social services is carried out by state producers. The resources of the population are also directed to state producers, which indicates the insufficient development of the non-state sector of social services. The main problem is the low allocative efficiency of producers, which requires a change in the methodology of institutional stimulation of the development of the non-state sector of producers of social services. After defining the essence of the concepts of “entrepreneur” and “entrepreneurship” within the framework of the main schools in the history of economic theory that considered these economic categories, a brief description of modern theories of entrepreneurship is given and their relationship with other provisions of economic theory is illustrated. The first direction focuses on the rationally maximizing approach of the entrepreneur, and subsequently the firm. Five regression methods were chosen as the algorithms on which the model works. The proposed machine learning model can be trained and improved based on its own experience in an automatic mode without explicit human participation.
