The sustainable development of the regional economic system implies its ability to develop in any conditions. The relevance of the topic of this study is due to the fact that the instability and volatility of the world economy are a threat to national economies and can lead to a crisis in the system. On the other hand, the crisis may become a trigger for the search for new sources of economic growth. The degree of stability of the regional economy is due to the influence of many different factors and requires a balance of indicators characterizing the ability of the region’s economy to expand reproduction, taking into account changes in the external environment. Consequently, the economy of a particular region cannot develop in isolation from other countries, since not all resources for its development can be obtained from the national economy or not all manufactured goods are in sufficient demand in Russia. The author is convinced that in order to overcome stagnation and ensure sustainable socio-economic growth in Russia, it is necessary in the next 3–5 years to move to the accelerated growth of investment (10–15% annually) in fixed assets and in human capital, primarily in the “knowledge economy”, and then to conduct a number of major reforms. These include property reform, regional management reform, financial reform, and social reforms. The legal aspect of both the categorical-definitional distinction, and the practical-applicable one in the framework of protecting the rights of citizens and monitoring the observance of duties is highlighted. The immanent principle of the existence of rights and obligations in the sphere of economic activity is established As a result of the analysis of empirical data, it is concluded that individual and collective rights in the sphere of the economy are two parts of a single binary system. The dualistic approach to the theory of rights and their division into public and private in this matter seems to be schematic, not reflecting the nature of complex economic relations.
