The concept of “shrinking cities” and the theory of stakeholders is used as a conceptual framework. The empirical basis of the study was the former military towns in the subjects of the North-Western Federal District. There is a decline in the industrial and social spheres, weak influence of local authorities. Despite this, in some cases, there are points of local communities activity to solve urgent problems of the development of settlements. An analysis of the regulatory framework defining the status of control and accounting bodies and their powers has been carried out. Because the size of the production potential and the financial condition of the territory depend on it. At the same time, it should be noted that an equally important economic part of the market mechanism is small business. The purpose of the study: to analyze the volume of tax deductions to the budget of the Sverdlovsk region under special tax regimes applied by small businesses in 2014–2018 and to identify the advantages and disadvantages of taxation of SMEs in the region. The subject of the study is the study of the theoretical and practical foundations of special tax regimes for small businesses. The object of the study is the financial relations between the state and small business in terms of taxation. In the article, special tax regimes are considered as an instrument of state regulation of the development of SMEs. Research methods: observation, comparison, analysis, synthesis, generalization. Information base of the study: regulatory and legal base of acts of the Russian Federation reference legal systems “Consultant Plus” and “Guarantor”, reference and statistical materials of the Federal State Statistics Service of the Russian Federation, reference and statistical materials of the Federal State Statistics Service Administration for the Sverdlovsk region and Kurgan region, reference — statistical materials of the Federal Customs Service, reference materials of the Ministry of Investment and Development of the Sverdlovsk Region, reference materials of the Ministry of Economy and Territorial Development of the Sverdlovsk region. According to the results of the research, conclusions are drawn that the existing system of taxation of small businesses in the Sverdlovsk region stimulates its development. The main principle of applying special tax regimes for small businesses should be that taxation should be beneficial to both the state and small businesses. To do this, the legislative power of the Sverdlovsk region approves various tax preferences for small businesses that contribute to its development. The dollar exchange rate reached record levels in March 2022, exceeding the mark of 100 rubles per dollar, while the Central Bank of the Russian Federation faced a shortage of foreign exchange reserves, freezing assets in foreign banks and funds. In addition, various international sanctions are being imposed on Russia, and Russia’s participation in international projects has been suspended, in particular within the framework of the Arctic Council.
