Estimations are based on ad hoc mathematic model and on 2021 year data, including detailed data of household budget survey (conducted by Rosstat). The article includes estimation of probable electricity tariff changes for population in case of cross subsidies cancellation and targeted subsidies establishment. Amount of required targeted subsidies is evaluated. Results of calculations show that full abolishment of cross subsidies will increase household electricity price by 48% or by 29% if targeted subsidies will take place. It is shown that state of university science & research does not meet the requirements of the country’s innovative development. Support measures of the research activities of academics are not effective and stimulate imitation of the research activities. A qualitative leap in the potential of university science in the conditions of hard sanction pressure is impossible without changing state scientific and technical policy, which is associated, first of all, with the availability of long-term budget grant funding based on assessing research and its decentralization. The authors justify the relevance of digitalization of Russian industry, develop the author’s definition of the term “cyber-physical system”. The main economic and technological effects of the introduction of such systems in enterprises are defined. Also within the framework of disclosure of applied bases of formation of cyber-physical systems two variants of their structural decomposition are developed, reflecting different levels of hierarchy of such systems, as well as technologies and software products used in the framework of their construction. Real examples of implementation of cyber-physical systems at Russian enterprises are given as existing successful cases. The specifics of the formation of the economy of the service sector are studied. The relevance of the scientific work is justified by the need to provide the population of the country’s regions with equal trading services in terms of service. This is aimed at improving the quality of life in conditions of instability. The research methodology assumed the calculation according to the algorithm proposed by the author. It is designed at identifying groups of territories according to the level of development of food retail. The criteria were the indicators of providing the population with retail space and the turnover of online food trade. We divided the groups into «Advanced», «Developed», «Developing» and «Potential». Grouping allows evaluating the factor of perception of modern digital services in trade by local buyers. Its accounting is necessary for building a strategy for the development of a food retailer at the local level. The data obtained can be useful for adjusting the development program of local retail chains selling food offered by local producers. There is a transition to a model of economic development with higher inflation rates and lower economic growth in global economy. The main short-term risks for the international financial system are mainly the spread of fragmentation processes, as well as an increase in volatility in international financial markets, and the exacerbation of the debt problem in individual countries. In the long term, the most serious problems may be the global debt problem and the increasing fragmentation of the international financial system.
