Support measures of the research activities of academics are not effective and stimulate imitation of the research activities. A qualitative leap in the potential of university science in the conditions of hard sanction pressure is impossible without changing state scientific and technical policy, which is associated, first of all, with the availability of long-term budget grant funding based on assessing research and its decentralization. Abstract
Problems of university science in Russia are discussed and recommendations for their elimination are proposed.
