Volynets","doi":"10.30977/etk.2225-2304.2023.42.37","DOIUrl":"https://doi.org/10.30977/etk.2225-2304.2023.42.37","url":null,"abstract":"The need to ensure the sustainable development of logistics organizational structures has been determined, because despite the significant development potential of the logistics sector in Ukraine and its importance for the state economy, the implementation of logistics operations is accompanied by a number of negative effects, which later manifests itself in problems of a social, ecological and economic nature. Modern trends regarding globalization and the determined course of Ukraine's integration into the EU actualize the need to reform transport and logistics systems in accordance with world standards, balancing urgent needs and protecting the interests of future generations, i.e. ensuring sustainable development. The analysis of scientific works showed that a large number of Ukrainian and foreign scientists pay attention to the study of sustainable development problems, as well as the theoretical and methodological foundations of implementing the principles of the concept in transport and logistics systems. However, a scientific gap is identified in terms of the need for improvement and further development of indicator systems for assessing the level of sustainable development of logistics organizational structures. A structural model of the hierarchical structure of the integral indicator was developed and, on its basis, using an additive formula, an indicator was formed to assess the level of balance of the sustainable development of logistics organizational structures. This balance is proposed to be evaluated according to the following aspects: territory, process and activity. The latter, in turn, should be consistent with the aspects that correspond to the following concepts of sustainable development: economic, ecological and social. We propose the indicators of sustainable development to be considered in the development of the concept of a balanced system of indicators, as a separate, fifth, component in the last, alongside such components as: satisfaction of needs (expectations of clients) and/or consumers; development of internal business processes; ensuring financial efficiency; staff training and development. It explores the significance of innovative governance and sustainable development in this context. The role of road transport enterprises in the recovery and sustainable development of the country is highlighted, along with the importance of corporate time management and the integration of sustainable development principles to achieve efficiency and sustainability in the face of challenges. Theoretical research of existing approaches to corporate governance is conducted, emphasizing the importance of innovative management and sustainable development for enterprises. It identifies the absence of an innovative-oriented corporate governance system and the necessity for a comprehensive approach that combines sustainable development, time management, and innovative practices to achieve balance in corporate governance systems within the transport and logistics sector. The objective of this work is the development of a model for an innovative-oriented corporate governance system at road transport enterprises based on the integration of sustainable development principles and effective corporate time management. The enhanced corporate governance system, within the context of transport and logistics enterprises, is designed according to external environmental factors and incorporates key aspects of corporate governance. The influence of the external environment on the construction of corporate governance systems is grounded in the examination of economic, socio-political, and environmental factors that shape strategic approaches and corporate functioning. The management object is the transport and logistics sector enterprise, which requires effective management of its activities and resources for sustainable development. The management subject includes the leadership and owners of the enterprise, responsible for strategic planning, policy development, and their practical implementation. The proposed corporate governance system, based on a systemic approach, includes essential subsystems: strategic innovative management to ensure sustainable development, environmental management, social management, economic management, innovative management, supply chain management, stakeholder engagement, and functional subsystems. Functional management encompasses overseeing different functional areas, such as finance, marketing, production, among others. Each of these subsystems has specific tasks and interconnections to facilitate effective management and achieve the strategic objectives of the enterprise. It dissects the strategic steps taken to reconstruct the economy, highlighting the pivotal role played by state investment programmes. Special attention is devoted to the nuanced analysis of investments in the construction industry. This scrutiny extends to the impact of the landmark \"Agreement of the Century\" and the strategic development of the construction sector of Azerbaijan. Utilizing data from 1995 to 2021, the research analyzes the growth trends of fixed assets and investments in fixed capital in the construction sector. Despite a setback in 2020 due to the COVID-19 pandemic, the sector demonstrated resilience, rebounding in 2021. The findings reveal a substantial increase in both fixed assets and investments over the studied period, underscoring the sector's pivotal role in the country's economic development. The research recommends a dual-perspective consideration of innovation and investment activities – both as internal management processes and as fields for capital application for potential investors. The importance of effective dynamic management of investment needs and resources is emphasized, especially in the early stages of innovative projects. The study also explores the correlation between the share of construction in investments in fixed capital and the degree of economic openness in Azerbaijan. The article suggests the necessity of adapting the management structure of construction enterprises to innovation and investment activities, involving the creation of specialized units within construction enterprises. This extended exploration underscores the intricate relationship between innovation, investment, and economic dynamics, portraying them as symbiotic elements crucial for the sustainable growth of construction enterprises. The basis for the formation of a flexible system of intra-company planning is the criterion of planning flexibility, the essence of which is the ability of the planning system of the RTE to adapt to the changes that occur. To this end, the paper formulates the basic requirements for a flexible system of intra-company planning of a read transport enterprise, which presents the tools for managing RTE, including strategic, tactical and operational plans, which are the basis of a flexible system of intra-company planning. This toolkit ensures a quick response to changes in the internal or external environment in which the RTE operates. In order to develop a universal procedure for the formation of tools within the framework of a flexible system of internal planning, the article allocates variants of characteristics of development of this system, which can be considered the most simplified, i.e., the characteristics of development of the system of internal planning of RTE are presented. To develop the system of internal planning, the article offers a procedure of developing the tools of the flexible system of internal planning, which contains a set of successive stages. Within the framework of a flexible system of internal planning, when efficiency is defined as the degree of its compliance with the goals pursued, it is necessary to evaluate such a system by using the criteria of flexibility. Such an assessment is made using a system of quantitative indicators. At the same time, a comprehensive assessment can be obtained only when analysing indicators in dynamics - before the start of activities related to the formation of flexible system tools within the framework of internal corporate planning and after a certain period of time of functioning of the flexible system tools. Scientific research of the knowledge management problem have been studied. The main stages of monitoring for the construction of the knowledge management system of the enterprise are given. It was noted that the process of knowledge management should be governed, controlled, created from certain sequential interrelated actions, understandable for the recipient. The main tasks of knowledge management at enterprises are defined. It is proposed to use information technologies to facilitate knowledge management at enterprises. The main obstacles that arise during the implementation of the knowledge management system are identified. In order to minimize the effect of obstacles, it is proposed to use the approaches of such schools of strategic management as cognitive, learning and culture, since the cognitive school emphasizes the fact that it is necessary to change one of the main issues of strategy construction, namely: instead of what a strategist needs to know, it is necessary to ask what is the essence of their mental process, the school of learning tries to turn management into governance that influences through change and brings practical content to the study of the process of strategy formation, and the school of culture defines approaches to building a development strategy for organizations with a rich history and culture as well as brings an important collective dimension of the social process. The proposed knowledge management system at the enterprise, which includes three subsystems: human capital management; knowledge exchange management (information support); management of communication technologies. To achieve this goal, a number of contemporary general scientific methods and research techniques have been used, namely: abstract and logical, including analysis and synthesis, induction and deduction; clarification of the essence of basic concepts and categories, generalization – for reviewing information sources, studying domestic and foreign experience; system analysis – with the aim of a holistic perception of the object of research and a comprehensive analysis of the links between elements within the defined problem as a whole; problem-oriented – for scientific substantiation of the system. \u0000Ensuring the stable and dynamic development of enterprises over the past quarter of a century has become an important and significant priority for the management of transport enterprises, including strengthening of the international authority of the country, increasing the competitiveness of products and Ukraineʼs accession to the EU. To ensure consistency in the procedures for regulating economic instability, the article presents a system for managing the stable development of a transport enterprise. Also, the article forms a model of management of stable economic development of transport enterprises, which includes: determination of the need for rehabilitation; coordination of goals, objects and subject of management; building a set of methods and tools of management, taking into account compliance with the goals and factors; determination of the need for resources; ensuring organizational compliance of the management mechanism; evaluation of results and adjustment of the management mechanism. It was determined that time management is the process of deliberately structuring the work schedule of an employee and the enterprise as a whole to best meet the goals set before them. It is proposed to use corporate time management to increase the efficiency of its activities. The main principles of time management are considered, which are: goal orientation, work planning, priori­tization, orientation to opportunities, self-discipline, motivation, effectiveness and quality of rest, documenting goals, distribution of tasks, new activities and new knowledge, hierarchical planning, efficiency of work time distribution, converting creativity, information and communication. 20 most common time management methods used in corporations are analyzed: getting things done, perso­nal efficiency program, Gantt chart for planning tasks and time, do it tomorrow (Mark Forsterʼs method), T. Busenʼs mind map, D. Eisenhowerʼs priority matrix, ALPEN method, elimination me­thod, the \"eat the frog\" method (FrogBusiness), the \"tomato\" method, the \"elephant\" method or the \"salami\" method, fixed time methods (timing), the \"Swiss cheese\" method, the \"6P\" rule, the 50/5 principle, the Vilfredo Pareto (20/80), ABC analysis system, B. Franklinʼs time management system (pyramid), case sorting (M. Clarin method), 100 blocks. It is proposed to understand time manage­ment in project management as establishing the main goal, following it by developing the main stages of implementation, analyzing the availability of resources, setting priorities, developing an appropriate work schedule and monitoring each stage of implementation. Advantages and disad­vantages of each method are separated. Today, it is clear to everyone that management prospects are in the field of information technology. There are many software products on the market that are used for business software, management, financial and business consulting, enterprise or holding management, project management, business cycle optimization and document cycle automation.The article discusses the selection of software tools for automating business planning processes, as there has been a growing interest in the practical application of business software. Business software can be classified into several categories such as enterprise management systems, accounting software, document management systems, etc. The article emphasizes that the choice of a specific software product is related to its functional features and the environment in which it is used. The article identifies three levels of management, and for each level, different requirements for software are identified. The article divides project management software into two groups, entry-level programs, and professional systems, and discusses their functionalities and costs. The article concludes that there is an intermediate position for project management software, which integrates features of the first two groups. Furthermore, it is emphasized that domestic developments in project management software are preferred by many users due to their availability and low cost. The article suggests that with project management packages, financial managers can obtain detailed financial plans, financing schemes, and business evaluations for decision making. The article concludes by outlining key factors that must be taken into account when selecting project management software, such as complexity, updating options, scalability, user interface, resources, coding, calculated fields, risk analysis, and task distribution. However, in literature and practical activities today, the aspects of managing logistics business processes are of a different nature, it is necessary to justify the approach to the creation of an integrated management system based on the assessment of their quality. It has been proven that logistics management and quality management is a general process of organization of production at the enterprise, aimed at increasing the efficiency of the use of available material, financial, information and personnel resources. Quality determines which product or service should be carried out taking into account consumer requirements and standards, and logistics – how to achieve the required level of production, the level of organization of processes and costs.In this work, the quality of logistics activity is understood as a set of properties and characteristics of successive interconnected logistics business processes related to the supply, production, transportation and sale of products, which arise as a result of interaction of a consumer and a producer, as well as other interested parties, the degree (level) which allows you to satisfy various socio-economic needs that are constantly changing.A methodological approach to the assessment of the quality of logistics business processes has been developed, which is based on the elements of the SCOR model and provides for the establishment of indicators in the areas of planning, execution, and provision separately for the logistics business processes of supply, production, and sales. The indicators of the quality of logistics business processes in terms of planning include the coefficients of processivity, continuity, adjustability, timeliness, and reliability of execution.To evaluate quality in terms of implementation, the list of evaluation criteria includes the following indicators: staff professionalism; exact fulfillment of all requirements; sufficiency of resources; quality of information exchange; effectiveness of the process. However, other external changes (simplification and stability of the environment) also often take place (especially for mature enterprises), which are identified in the case of analyzing the impact of external environmental factors, as a rule, using the method of expert assessments. The article proposes to apply the classification of structures developed by H. Mintzberg, which is based on the principle of determining the type of configuration, considering the existing horizontal and vertical decentralization, the influence of the key part of the structure and the dominant coordination mechanism, and rooted on the principle of correspondence of a certain type of configuration to a certain type of external, to carry out a timely change of the structural form from the existing to the planned one, which will comfortably exist in the current external conditions. The author presents the field of configurations consisting of pure and hybrid forms (in the case of combining design parameters of different configurations). The article also proposes to use the developed system of minimally necessary and sufficient indicators of the effectiveness of the transformation process, which correspond to the fact of qualitative transformation directly for the existing direction in case of a change in the level of influence of environmental factors. As a system of indicators, it is proposed to use: general economic efficiency, value gap, the fact of creating an innovation as a qualitative indicator of the transformation process, flexibility and rationality of the structure, its controllability norm. The article presents the sequence of evaluating the effectiveness of the transformation of the organizational structure, when using the basics of the simplex method of linear programming. \u0000The given sequence of evaluating the effectiveness of transformation of the organizational structure of the enterprise can be applied in the case of enterprises functioning in different types of external environment, in different types of technological structure of enterprises, sizes of organizations, age of existence on the market of goods or services.
