One of the most problematic places in\u0000 connection with the rapid, forced by difficult circumstances in the country, transition\u0000 to distance or mixed form of education, lately, is a change in the concept of the\u0000 development of higher education. At the same time, in difficult conditions, the role of\u0000 information technology (IT) is growing rapidly. Availability, flexibility and\u0000 convenience of information systems (IS) should be ensured by improving existing and\u0000 developing new technologies capable of supporting both the implementation of the main\u0000 educational process and other business processes (BP) of higher education institutions.\u0000 In the course of the research, existing types of divergence and convergence in technical\u0000 fields were analyzed and used. A convergent-divergent methodology was developed, taking\u0000 into account indicators of attractiveness, profitability, values, competences and\u0000 indicators of success. A classification of features of models, methods, and IT\u0000 management of strategic development of higher education institutions (HEIs) was carried\u0000 out. The possibility of implementing the proposed convergent-divergent methodology for\u0000 the harmonization of a balanced educational space has been determined. The obtained\u0000 results of the developed methodology for the harmonization of a balanced educational\u0000 space are implemented in higher education institutions according to the value-competency\u0000 approach.
