A convergent-divergent methodology was developed, taking\n into account indicators of attractiveness, profitability, values, competences and\n indicators of success. A classification of features of models, methods, and IT\n management of strategic development of higher education institutions (HEIs) was carried\n out. The possibility of implementing the proposed convergent-divergent methodology for\n the harmonization of a balanced educational space has been determined. The obtained\n results of the developed methodology for the harmonization of a balanced educational\n space are implemented in higher education institutions according to the value-competency\n approach. Abstract

The object of research work is the processes and technologies of forming a harmonized informational and educational space. One of the most problematic places in connection with the rapid, forced by difficult circumstances in the country, transition to distance or mixed form of education, lately, is a change in the concept of the development of higher education. At the same time, in difficult conditions, the role of information technology (IT) is growing rapidly.
