The analysis envisaged twenty-nine European countries as compare to the EU-27 average. By applying correlation analysis, the association between variables of interest will be captured. In the same time such type of analysis is able to render the strength of the link between variables. After presenting the correlation results, one can observe that for Romania, the link between digitization and digital skills is very weak. In the same time there is a strong association between digitization in the public sector and the degree of broadband coverage, as well as between it and the way of using the Internet (telephony and video activities). When the digitization process in the public system and the integration of digital technologies are put into balance, a weak correlation can be distinguished. A moderate association, but positive also appears between digitization in the public sector and the frequency of Internet access. This study sought to assess the resilience levels of European Union (EU) countries in the aftermath of the Covid-19 crisis, through the analysis of secondary data. The investigation incorporated the FM Global Resilience Index, comprising three key indicators—economic resilience, risk quality, and supply chain resilience. To achieve the research objectives, a Two-Step Cluster Analysis and One-Way ANOVA were conducted using the SPSS statistical software. The study outcomes delineated three clusters characterizing the resilience levels of European Union countries. Notably, Denmark emerged as the most resilient country, succeeded by Luxembourg and Germany. Romania, in this context, occupies the 22nd position in the ranking. The study's implications go beyond shaping post-Covid-19 resilience policies in European Union countries, and also provide valuable insights for the specialized literature on the subject. The agricultural economy has chain implications at the level of every industry, and the price of natural gas radically influences various fields. In the context of the Covid-19 pandemic and the war between Russia and Ukraine, Romania and Türkiye have faced unprecedented situations in the energy and agricultural sectors, especially due to high prices and low sales value of cereals due to imports from Ukraine. The present study brings to the light of the research information from secondary sources, both quantitative and qualitative, simultaneously with an interview-type approach arried out on five managers in the area of distributors and producers of chemical fertilizers in Romania and Turkey and moreover completed with an analysis of the effectiveness of managerial implementation nationlwide. The innovative element comes primarily from the informational value of the data provided by them, intrinsic and far-reaching aspects at the managerial level in companies with hundreds of employees. The paper outlines the element of necessity attributed to the use of natural gas in the world's economic fields, reflecting the national-level managerial directions approached by the governing bodies of the two countries in order to manage the situation. An analysis of the financial implications of recent years in the field and the management policies used to adapt to the atypical market context is outlined. To contribute to a deeper understanding of price relationships, this paper analyzes the dynamics between the prices of energy, natural gas and reference chemical fertilizers on the market in Romania and Turkey, especially over the years 2019 – 2023. The research emphasizes the managerial approaches that have impacted the mentioned sector and highlights the reactions of the governing bodies at the level of the two states, reflected in strategic directions oriented towards the population to support the citizens. It paints a vivid portrait of the various approaches to pension systems and digitalization strategies in these four European countries. It illuminates the potential of AI and technology to drive progress in the public sector, ultimately improving citizen well-being and government efficiency. The comparison of the four national systems is made in order to understand Romania’s situation in the Eastern European landscape. In Romania, the National Public Pension House is in a complex process of evolution in terms of improving access to electronic services, increasing the quality of information and communication technology so that all institutions have the possibility of multiple interactions both with the citizen and with the business environment and with other central and local public institutions, being in fact optimization and de-bureaucratization measures. As of 2022, nearly 45.7% of the population resides in rural areas, significantly higher than the 23.6% average in EU member states. Additionally, about 30% of the population works in agriculture, contrasting sharply with the 2% average in the EU. This discrepancy manifests in a higher poverty level and a lower living standard in rural compared to urban areas. The current structure of the agri-food value chain in Romania entraps farmers between suppliers and customers, adversely affecting their prosperity. The practice of involving multiple intermediaries between producers and consumers results in only a fraction of the benefits reaching the farmers, which in turn negatively impacts their productivity and investment motivation, particularly for semi-subsistence farms. Addressing this challenge requires not only the development of medium-sized agricultural holdings but also strategies to enhance working capital and market access for small farmers. This study proposes the creation of short agri-food chains, such as producer groups, organized in a clustered, networked, and proximity-based manner, as a viable approach to better integrate farms into national and European markets in the post-pandemic era. The initial study has been presented at an international conference and aimed to put forward measuring scales for the concepts of “knowledge vulnerabilities” and “knowledge risks”, using a new ontology developed by Brătianu et al. (2022) in order to develop an instrument for measuring both knowledge risks and knowledge vulnerabilities. The present study aims to analyze the relationships that we found between the components of a latent variable that we named “types of knowledge vulnerabilities” and the components of another latent variable, namely “types of knowledge risks”. This paper uses the components that were identified for types of knowledge vulnerabilities and for types of knowledge risks in the previous study, based on a sample of 117 valid questionnaires, the respondents being managers and employees (non-managers) from private companies from various fields of activity. Despite the high enthusiasm with which the businesses and policy makers embraced the cluster theory recently appeared also some contradicting evidence regarding the pure effect of participation of firms in this type of geographical bounded collaborative strategies and firm performance. In this paper, relying on empirical evidence provided from inside the firm by experienced managers we found relatively weak support for some aspects of cluster theory. Through a statistical analysis of the answers provided by 65 medium and large companies operating in the manufacturing sector in Romania we provide evidence of a relatively weak effect of presence of related industries and complementors in the local economy and productivity related performances (revenues, profits, labor productivity, customer satisfaction, organizational growth) and no relationship with innovation related performances (new product development, products and processes/operations improvement, diversification, market expansion). For that, is important to explain how organisational communication relies on a structure made up of networks for information and it must be created a crisis management teams to protect organisations from the adverse effects of a crisis situation. The purpose of the paper is to indicate the stages of crisis from the theoretical point of view to which the emotional and response factors are interfered, as they are consecrated in the literature, with the highlighting of a case study reflecting the way of collective reaction to a public conflict that, through integrated managerial methods, lead to the maintenance of the citizen's safety and, implicitly, to, establishing organizational performance indices after analyzing the mode of action. The originality and novelty of the paper consist precisely in the description of the case study, materialized in a plan of measures adapted to a crisis situation that has really been carried out, and through qualitative methods of observation and analysis of documents, specific indicators are revealed to maintain performance in an organization as a result of knowledge of the dysfunctions resulting from the conduct of the action, strengths and weakness.
