The actuality of this theme is due to the problem of the formation of civil society in the new democracies. The aim of this publication is functional comparison of governmental and non-governmental mass media, and coverage of their functions in the context of interaction between the state and civil society. The methodology of this study is based on a comparative analysis of the social functionality of governmental and non-governmental media. \u0000The authors distinguish the main differences between governmental and non-governmental media, which are the differences between their founders, forms of ownership, sources of funding, editorial control and the implementation of social functions. They note that governmental and non-governmental media perform the same social functions, the most important of which are informational, communication, adaptation, agitation, mobilization, integration, control. However, in governmental and non-governmental media, these functions have different connotations. Governmental media operate in the information space of the country from the standpoint of the state, while non-governmental ones operate from the standpoint of civil society. Instead, the activity of governmental media is aimed at civil society, and the activity of non-governmental media is aimed at the state. The main aim of governmental media activity is to form socio-political support for authorities. The most important tasks of the non-governmental media are to bring to the attention of the authorities the problems that concern civil society, to inform the government about the needs, interests and desires of citizens. The relationship between governmental and non-governmental media is determined by the nature of the political regime. The more democratic political regimes cause the greater role of non-governmental media in regulating of public relations. \u0000The novelty of this work is that its authors try not to oppose the functions of governmental and non-governmental media, as was the case in previous publications on this topic, but to show the specifics implementation by them of the same functions. I. Vernadsky. Materials of bibliographic works of E. Khvalevik, S. Mishchuk, I. Tsiborovska-Rymarovych on the study of literature and book signs from the library of Lutsk-Zhytomyr seminary are represented. The composition and filling of the library fund of Lutsk-Zhytomyr seminary are analyzed. When applying the chronological method of research, the classification of book signs in historical retrospect is given. Bookmarks of foreign bookstores and various European bibliophiles (XVIII—XIX centuries), book marks of the Soviet period in Ukraine are singled out. The analysis of various information resources on book marks made it possible to find out the ways of forming the library fund of Lutsk-Zhytomyr seminary and storing books from the seminary library in various private and public libraries. Due to the use of various information resources, the informativeness of the source material of book signs has been expanded, which has contributed to their more thorough study and attribution. Book studies and historical information on the role of foreign book trade in Kyiv, Moscow and St. Petersburg in the process of replenishing the library of the Lutsk-Zhytomyr Seminary are provided. The bibliological information about books from private libraries, which got into the funds of the library of Lutsk-Zhytomyr seminary, is given. The receipt of the books of the seminar library in the funds of the library of the Office of Arab-Iranian philology in Kyiv, which was created under the leadership of A. The encroachments of the Americans and the British on their own uniqueness have a long history. They began with the views of the first settlers — the Puritans, who arrived on the American continent in the seventeenth century, hoping to carry out the biblical commandment \"a hill on a hill\" where all the inhabitants are equal and free. Hence the substantiation of the concept of expansion of the principles of freedom and democracy as a manifestation of the logic of Divine Providence. A comparative analysis of the number of publications by sections of the UDC to determine the thematic focus of book publishing in Ukraine in 2020 in accordance with the branches of science. The analysis revealed that the largest number of records belongs to classes 0, 3, 6 and 8 — 13 949 titles, or 79% of the total number of publications in 2020. These are works of art and literature and books on education, law, economics, medicine, science. The prepared publication raises the issue of periodicals published in the Ukrainian Soviet Socialist Republic in the first years after the end of the Second World War. The subject of the study was the regional socio-political and literary-artistic magazine \"Soviet Lviv\", which was published for six years — from 1945 to 1951. The magazine of the Lviv branch of the Union of Soviet Writers of Ukraine became a worthy continuation of the pre-war editions of the western Ukrainian region, namely: the Galician magazine \"Literature and Art\" (edited by Oleksa Desnyak) and the almanac \"Soviet Bukovyna\" (edited by O. Kobylyanska). The publication of \"Soviet Lviv\" coincided with the appearance of the magazine \"Soviet Transcarpathia\". In general, these publications played an important ideological role — the latter were an effective mechanism for the Sovietization of the western Ukrainian lands annexed to the USSR. According to their functional purpose, magazines became a powerful tool of communist propaganda and agitation. So, it is not surprising that the editorial board of the magazine \"Soviet Lviv\" included not only the leaders of the local party authorities (in particular, the secretary of the Lviv regional committee of the CP(b)U for propaganda and agitation I. Mazepa), but also representatives of the highest circles of ideologically motivated Ukrainian writers (somehow, one of the co-authors of the National Anthem of the USSR \"Long live Ukraine, beautiful and strong\" M. Bazhan). At the same time, against the background of propaganda, the magazine quite persistently promoted publications of Ukrainian studies, including scientific ones, which was certainly facilitated by the presence in the editorial board of the famous Ukrainian Soviet literary critic, Academician of the USSR M. Vozniak. Questions concerning the adaptation of a person to conditions of the other culture with preservation of efficiency of activity and individuality are considered. The article proves that the degree of mediation adaptation to the conditions of the cross-cultural environment testifies to the intercultural competence of a person, which implies the preservation of his unique individuality. The model of personality adaptation taking into account the features of \"I\"-individuality is worked out.
