At the same time, the world and Russian practice of implementing innovations in hotels shows their uneven distribution at the regional level. The introduced innovations of the most high-tech hotels in the world are analyzed. Technological innovations are stated to make the process of serving guests more convenient, faster and safer. In Russia, most of the hotels that use modern high-tech innovations are located in the capital. Based on the domestic and international experience of innovative development of the hotel business, there has been developed a model for using the hotel innovations at the regional level, and the leading hospitality enterprises in Vladivostok are taken as an example. The innovations in the hotels Lotte Hotel Vladivostok (5 stars), Azimut (4 stars), Equator Art Congress Hotel (3 stars) are considered in detail. There has been considered the author's classification of innovative technologies in the hotel business. The organization’s intellectual capital is designated as a key intangible resource ensuring its competitiveness in the market and high performance factors. It has been inferred that it is necessary to form detailed understanding of the intellectual capital in order to implement the effective managerial impact on it aiming to form and develop the knowledge economy principles. The research and publications that show the concept of the knowledge economy are analyzed. The main characteristics of the knowledge economy are formulated, which provides for substantiating the intellectual capital as its key source. The main differences between traditional factors of production and intangible factors of production are identified, among which the lack of a developed methodology of assessment in relation to intangible factors of production has been emphasized. There has been determined the current state of the scientific research of using non-material factors of production aimed at forming and developing the knowledge economy. Placing too much emphasis on the aspect of influencing the investments into intangible assets on the organization’s performance by using the methods of mathematical statistics is considered as the main drawback of the foreign research. The excessive theoretical data, abstract and fragmented interpretation of the knowledge economy concepts and intellectual capital as its key resource are considered as the important shortcoming of the domestic research. Feedback on services and impressions of the products of the enterprises of the Fisheries Complex are studied on the Internet resources. The complex of various organizational and methodological works of improving the environmental safety and developing the environmental standards of fisheries management is considered. There are shown the results of responses in the Yandex search system to the requests on protection of fish stocks and ecological reproduction of aquatic biological resources. The experience of the research and analytical network products in the field of fisheries management is considered. It is emphasized that by summarizing the information of online representative offices, websites and forums it is possible to attract potential customers and consumers of seafood. The Yandex search system has analyzed the requests on organizing the trade of fish products with responses and results of functioning the relevant sites per month. A case of generalizing the staff reviews in social networks about working conditions at fishery enterprises is demonstrated. The conclusion about the growing expenses of business structures on ecological reproduction is substantiated. It is stated that in the conditions of digital economy the opinions and feedback as important factors of economic development are acquiring a new meaning in the activities of the fisheries complex. The variety of methods and forms of training students of higher educational institutions provides an opportunity for variability in choosing the optimal way to organize the educational process, however, the active introduction of innovations in business processes actualizes the problem of insufficient practical orientation of university graduates to work in the real sector of the economy. There has been illustrated a learning pyramid (cone of experience, cone of retention) developed in the 1950s by an American scientist E. Dale, which displays the share of information perceived by a person during training as a percentage and the effectiveness of various teaching methods. In this connection, in this article, the authors consider the use of business simulations in the educational process as a way to improve the quality of educational services and increase the interest and motivation of the student body. It is substantiated that the use of this method contributes to an increase in interest in the educational process both on the part of the teaching staff and on the part of students who experience significant difficulties in mastering new material. There has been substantiated the importance of introducing the modern teaching methods into the activities of universities, as well as to identify the main problems of using business simulators in modern conditions. The results obtained are based on current scientific articles by Russian and foreign scientists who have studied the process of improving the quality of educational services in the digital economy, as well as innovative teaching methods in higher educational institutions. Abdulova","doi":"10.24143/2073-5537-2022-2-76-88","DOIUrl":"https://doi.org/10.24143/2073-5537-2022-2-76-88","url":null,"abstract":"The article discusses the methods of compiling world rankings related to innovation activity and doing business, in particular, the Global Innovation Index, the Bloomberg Innovation Index Rating of Innovative Economies, the Ranking of countries in the world by the level of global competitiveness according to the World Economic Forum and the Institute of Management, the Doing Business Rating. A factor-by-factor analysis of the position of the Russian Federation in these ratings for a certain time period has been carried out, the strengths and weaknesses of the innovation system in Russia have been investigated. Data from almost all ratings indicate that Russia's position in the innovation activity ratings has been improving since 2010, and there is potential for further growth. It is concluded that Russia produces fewer innovative products compared to the level of investment in innovation. The comparison of individual statistical indicators in the field of innovative development of Russia with similar indicators of foreign countries is carried out. Russia demonstrates high positions in terms of the number and quality of personnel engaged in research and development, but the level of wages, social benefits and comfort of the living environment of scientists and developers is inferior to developed countries. The level of funding for science, research, innovation activity of organizations, as well as the development of innovative entrepreneurship is lower than in the leading countries of innovation ratings. In Russia, there is a negative balance of payments for technology. The introduction of unprecedented sanctions affecting various aspects of the social, economic, and technological spheres aggravates the impact of negative factors on Russia’s innovation system. In the current situation, the issues of import substitution, ensuring the country’s independence from foreign technologies, developments, as well as providing support to innovative companies, talented youth and qualified specialists, overcoming the negative trend of the outflow of scientific personnel are becoming even more urgent. The main external and internal factors of the organization's investment attractiveness are selected as the stages of the methodology. Evaluation criteria are defined for each factor, depending on the compliance with which the factor score is determined. To assess the level of investment attractiveness of the country it is proposed to use the Global Attractiveness Index (GAI). The index allows to divide the countries into groups with high attractiveness, medium-high level of attractiveness, medium-low level and low level of attractiveness. In the methodology, the score depends on the group to which the country is assigned according to the GAI index. The assessment of the investment attractiveness of the region is carried out according to the integral indicator of investment attractiveness of the regions, which is calculated by the Expert RA agency. The regions are divided into three groups of investment attractiveness: A, B, C. The score of this factor depends on the group to which the region is assigned. It is proposed to assess the financial well-being of the organization based on the analysis of indicators of financial stability, liquidity, profitability, probability of bankruptcy. The degree of compliance with the standards will determine the score of the factor. The score of the investment experience factor is stipulated by the assessment of the organization’s investments during its operation, their size and effectiveness. It is proposed to evaluate the attitude of the market to the enterprise in accordance with the dynamics of indicators (applying the Golden Rule of Economics). The listed factors are proposed to be considered through the prism of the investor’s goals: minimizing country risks, financial feasibility of projects and dynamic development of the organization. The weight of the factors depends on the choice of the goal. The sum of the products of each factor score on its weight determines the value of the indicator of the organization investment attractiveness, according to which it is possible to compare various alternatives to the investor’s investments, as well as to evaluate the dynamics of the attractiveness of an individual object over time.","PeriodicalId":448422,"journal":{"name":"Vestnik of Astrakhan State Technical University. There have been realized the need to adapt existing logistic mechanisms and create new ones in the ever-changing business environment. The overview and analytical assessment of current models, methods and concepts used in supply chain management in modern conditions is presented. Generalization of the experience of leading specialists made it possible to conditionally divide the models and methods used in logistics into the general scientific methods and special ones. Special models and methods are modeling tools that have been developed and are effectively used to solve such logistical problems as the tasks of managing logistics infrastructure facilities (object modeling) and the tasks of managing logistics flows and processes (process modeling). The optimal approach to supply chain regulation is substantiated. The Quick Response model based on immediate action when delivery dates change The advanced model for restoring the normal operation of supply chains based on the principle of taking urgent means at changing the delivery time is found the most helpful. The model is being actively implemented into the digital platforms for active tracking the status of goods and possible delays. Due to the lack of information it is proposed to use analytical methods including mathematical models, and various auxiliary tools to solve the tasks. There are investigated the prospects of applying a multimodal approach to the supply chain regulation, green logistics reengineering, models and methods of supply chain management based on the introduction of digital technologies, namely the introduction of blockchain technologies and the creation of an information platform in which the main objects of supply chains will be involved. There is considered the project of the European electronic cleaning certificate designed to reduce the time costs in searching for logistics operators. The Cargo Stream digital platform, which is an aggregator for ordering logistics services, is considered. {"title":"Digital goodwill of enterprise: concept and possibility of assessment","authors":"G. There has been proposed a new concept of digital goodwill and studied the problems of determining its content and evaluation. Digital transformation in modern conditions has been found to determine both the pace of economic development and efficient activities and the creation of a successful business reputation. A comparative analysis of the methods for evaluating the results of digitalization was carried out and it was revealed that the performance indicators are similar in many methods, but the number of indicators and the reliability of their assessment is questionable. The analysis of the definitions of the concept of goodwill showed that there is no single, generally accepted definition, goodwill improperly comprises only business reputation. It has been assumed that the concept of goodwill is broader, it comprises a set of characteristics of an organization (business reputation, product quality, technological culture, digital culture, a certain level of production organization, partnerships, market prospects). In the context of digitalization, new types of factors of production appear, which include digital capital; an analysis of the existing definitions of digital capital was carried out and its own was proposed: tangible and intangible identifiable assets and unidentifiable digital assets (digital goodwill and digital competencies of employees), which allow implementing digital technologies and contribute to increasing labor productivity. For the first time the concept of digital goodwill was proposed, under which is meant a good name of the company including the company’s reputation, prestige, customer relations, location, product range, and other things based on the active use of digital technologies in management and having a significant impact on its future income. Key factors of digitalization have been identified, which can serve as targets for the formation of digital goodwill. The analysis of the dynamics of the cargo turnover of the ports of the USSR, the ports of Great Britain, Germany, Italy, the Netherlands, France and the USA for 1946-1955, 1928-1955, 1913-1955 is carried out, a quantitative assessment is given of the recovery rate of the cargo turnover of their seaports after the Second World War. A comparison is made of the decrease in the cargo turnover of Soviet ports as a result of the Civil, First and Second World Wars. The dynamics of the volume and cost of transshipment of export and import cargoes in seaports and foreign trade cargo turnover of the USSR has been studied. An analysis was made of the growth rates of the cargo turnover of seaports in comparison with the growth rates of the volume of transportation by rail and inland water transport, the volume of production of industries, the products of which formed the basis of the cargo base of maritime transport. The dynamics of the cargo turnover of ports by sea basins is studied, a quantitative assessment is given of the growth in the cargo turnover of sea basins due to ports in the annexed territories based on the results of the Second World War. The cargo turnover of the largest ports of the Baltic basin in the first half of the 20th century is studied. The dynamics of cargo turnover of seaports by types of cargo has been studied. A decrease in the share of oil transshipment due to the development of a new oil-producing region and the development of pipeline transport has been revealed. The dynamics of port cargo turnover by types of navigation has been studied. An increase in the transshipment of imported cargo due to trophy cargo and war reparations was revealed. There have been found such negative factors as technical and technological contradictions, an increase in the duration of user training, organizational opposition to innovation, which is stipulated by the lack of a single technology for the introduction of innovative digital labor tools adapted to the specifics of municipal organizations. The technology of initiating the innovative digital tools in the activities of local governments is being developed. The initiation process is considered as the first phase of the technological model of using the innovative digital tools in the local governments and is a set of stages that combine activities that precede the material embodiment of an innovative labor tool. The main factors influencing the initiation of an innovative digital tool have been identified; the analysis of processes for structuring the reasons for implementation was carried out; the basic criteria for the effectiveness of the implementation of digital innovative implementation of an innovative digital tool are determined. A complex model of the phase of initiation of the introduction of an innovative digital tool into the activities of a local government has been developed. Within the framework of the developed model, this process is divided into stages: realization of the need for an innovative tool, characterization of the problem, identification of the admissibility of alternatives, determination of the purpose of implementation, determination of implementation criteria. For each stage, the content, universal aspects of the process, characteristic of local governments, are indicated.
