No university name is mentioned in the report. Our goal is to understand the audit findings and draw university administrators’ attention to the findings. Although the Turkish Court of Accounts classified its audit findings as “affecting the audit opinion” and “not affecting the audit opinion”, the audit opinion did not change, which does not match the INTOSAI international audit standards. The Turkish Court of Accounts neither gave an adverse audit opinion nor issued a disclaimer of opinion. The Turkish Court of Accounts is observed to audit the public universities on a continuous basis and at a high rate. In line with the international audit standards, the audit reports were found to require a qualified opinion of 50.7% and an unqualified (positive) opinion of 49.3%. Especially in 2017, 76.2% of the institutions should have been given qualified audit reports. On average, 69.37% of the audited institutions had findings that did not affect the audit opinion, and 49.81% had findings that affected the audit opinion. Some of the audit findings fit in with the description of fraud. The findings that may fall within the scope of error and fraud are not even classified. The number of institutions with audit findings has increased over the years, which reveals that neither the findings are understood properly nor the due attention is paid to them. It was determined that the regularity audit reports do not comply with the continuity, consistency and full disclosure principles, among the fundamental principles of accounting. The fact that the Turkish Court of Accounts shares all audit reports with the public is an indicator of its transparency and impartiality. The Turkish Court of Accounts performs an important task on behalf of Turkish Grand National Assembly (TBMM), and it is an institution that everyone needs. The Turkish Court of Accounts should not be weakened. However, the Court must distinguish between classification, consistency, error and fraud, and to reflect its opinion accordingly. It must also follow the INTOSAI audit opinion standards.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-08-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49157818","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

While distance education, which is one of these alternatives, has rapidly spread all over the world with the democratization of internet access, it has been the subject of debates ranging from whether it can be an alternative to traditional education, whether students and lecturers are ready for distance education, how successfully they can adapt to it, and the adequacy of the infrastructure to the applicability of the applied courses. Besides, while the graduate theses provide a rich literature in terms of determining the current status, nature, and service quality of distance education, it is very important to reveal how distance education has been handled in these studies and which of its dimensions have remained neglected. This study was subjected to the content analysis of 257 graduate theses which were published in Turkey from 2011 (when distance education began to be regulated by law) to 2020. The results indicate that the number of the studies on the subject has been on the rise as of 2019, are concentrated in certain universities and departments of science, the study subjects and the sample are predominantly composed of students, quantitative research methods are mostly used as the data collection tool, and that the communicative dimension of distance education has been ignored.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48341183","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The participants of this study include 603 undergraduate students. Of the participants, 435 are female, 168 are male, and the mean age is 20.2 years. Students’ GPA averages range from 1.87 to 3.91 on a 4.0 scale. The data were collected through three data collection instruments. A multiple regression analysis was employed to find out the relationships between all of the variables, and examining the predictive roles of independent variables on the dependent variable. The findings show that there is a positive and meaningful relationship between life satisfaction, communication skills, and motivation of university students. The highest correlation was found between motivation and respect, which is a dimension of communication skills. The findings also indicate that the participants’ life satisfaction and communication skills explain the variances of students’ motivation. The highest predictor of motivation among all dimensions is respect, as it explains the variances by 16.6%.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47377071","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With new measures implemented due to this pandemic in Turkey, particularly in the field of education, the 2020–2021 spring semester was officially declared to be completed through distance education, effective as of March 16, 2020. In this study, the problems in distance education were examined in the light of the distance education experiences of communication academics teaching at communication faculties in Turkey during the pandemic. Focusing on the relationship between education and communication, the study aimed to reveal communication academic staff’s evaluation and views of distance education. The research, which used a questionnaire to obtain qualitative and quantitative data, was carried out by reaching 91 participants, who constitute a sample of 1100 communication academics who teach at 65 communication faculties (private and state), by e-mail. The results were analyzed through 5-point Likert scales under the categories titled (i) Criteria for communication conditions, (ii) Levels of agreement with propositions related to face-to-face education methods, (iii) Levels of agreement with propositions of distance education methods, (iv) Levels of agreement with the effectiveness of distance education, and (v) Perspectives on the instructional methods by the content of the course, and interpreted in light of the qualitative data about the general assessment of the distance education process during the pandemic. Analysis results of frequency tests, descriptive tests and qualitative data showed that communication preferences were an important factor in determining the efficiency of training methods. While the face-to-face education model is preferred over distance education due to its efficiency by communication academics, they attribute the success of distance education to using visual, audio and written materials. In addition, the success of distance education and face-to-face education models was found to vary by the nature of the course (applied-theoretical).","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43848345","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The purpose of the study is to determine the fundamental level of Covid-19 disease knowledge-awareness among university students studying health sciences. The study is descriptive and cross-sectional. The data were gathered using an online test administered by a private university between June and July 2020. It consists of 25 multiple-choice questions covering seven knowledge-awareness subject areas, including virus knowledge, diagnosis, prognosis, and treatment. 339 students from 14 different healthcare fields took part in the study. All students had a 15.4±3.0 correct answer average, a 61.7±14.5 total score average, and a moderate level of information awareness (=50–64 points). Seven of the test’s questions (1, 4, 13, 15, 18, 21, and 22) were answered correctly by ≥71% of the students. Seven questions (5, 7, 8, 16, 1, 19, and 2), on the other hand, received a £50% correct response rate. For the pandemic question, the meaning of the reproduction number (R-value) received the lowest percentage of correct answers (37.5%). When asked about their names and implications, the virus, severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), and cytokine storm had poor knowledge rates (41.3% and 46.0%, respectively). Students of the School of Medicine, Faculty of Dentistry, and Pharmacy had greater correct response rates (68.4%), than those studying at the Faculty of Health Sciences and Vocational School (60.3% and 58.3%, p=0.001, respectively). The level of knowledge-awareness regarding Covid-19 disease among students was determined to be modest. The findings imply that students struggle with independent orientation to scientific information, curiosity, and agenda-following. Some improvements, such as regular information sessions and a separate course hour dedicated to this subject in the curriculum to manage the pandemic are suggested.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42087661","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this study, phenomenological research design, which is one of the qualitative research approaches, was used. The study group consisted of nineteen participants with dropout experience in higher education. The study data were collected using semi-structured interviews, and analyzed using the content analysis method. The findings of the study show that pre-college experiences affecting dropout, based on the type of graduated high school, the reasons for leaving university education, the level of vocational maturity, the lack of autonomy in department choice, parental education level and university entrance examination scores may have affected the department choice of the participants. The problems experienced during the college study leading to dropout are related to social adjustment, academic factors, organizational factors and financial difficulties. According to the participants’ statements, the final dropout decision was made as a result of academic failure, evaluation of appropriateness of vocational choice, marriage, or employment opportunities after graduation.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43882080","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The study group consisted of 13 female academics working from home with their spouses. The interpretative phenomenological analysis was used to analyze the data collected through semi-structured telephone interviews. The findings were clustered under two main themes: the life before the pandemic, and academic life during the pandemic. The main theme of academic life during the pandemic consisted of the following sub-themes: adaptation problem, withdrawal from academic life, excessive workload interfering academic productivity, and integration of academic life into family life. The results indicate that the pandemic has deepened gender inequalities, and the working life of early-career female academics has drastically changed in terms of academic productivity. Based on our findings, we recommend that quantitative research with large samples of early-career female academics should be conducted to develop nation-wide policies for gender inequality prevention. We also recommend that the professional development and career advancement of female academics in the early career stage should be compared with their male peers to reveal any gender-based disadvantages.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48947973","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One domain most affected by the pandemic has been higher education. This study aims to evaluate the distance education activities that have occurred at higher education institutions in Turkey during the pandemic. The distance education experiences of 46 academics and 115 students of 10 universities in Turkey during the pandemic were surveyed through a question form. A qualitative research method, phenomenology, was adopted and the data were analyzed using the content analysis technique. The findings show that the distance education model presents both practical difficulties and advantages. The study group was formed using the maximum variation sampling method, one of the purposeful sampling methods. The data were subjected to content analysis. Similar codes that emerged in the content analysis were grouped under the same themes. The findings show that academics have experienced some educational and bureaucratic uncertainties during the pandemic, most of which are related to remote teaching, course planning, and applied training. In addition, the findings show that the main sources of uncertainty are the process of adaptation to the pandemic, and the Council of Higher Education. The expectation that was highlighted the strongest by the academic staff are being transparent and engaging in joint production activities in combating uncertainty in higher education. The most important expectation from the administrators is asking for and valuing the stakeholder opinions and ideas. The main suggestions offered by the academics regarding the elimination of the uncertainties that arise during the pandemic were taking a joint decision, planned process management, and authorizing the academics.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42491503","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Directors who want to increase the success of their academic or administrative staff must first determine the level of staff satisfaction and then motivate them to be successful. This study aims to develop two separate scales to measure academic and administrative staff satisfaction at İzmir Kâtip Çelebi University (İKÇU), which adopts the principle of continuous improvement required by good governance. The two scale forms were prepared by applying the Delphi method, revealing eight dimensions for academic staff and four dimensions for administrative staff. The forms were sent to all the İKÇU staff through the university document management system. 28.3% of the academic staff and 37.2% of the administrative staff responded. Whether the scale items were in the dimensions determined by the researchers was checked by explanatory factor analysis (EFA). According to the EFA results, the total variance explained for the academic staff satisfaction scale was 74.45%, and the total variance explained for the administrative staff satisfaction scale was 70.71%. Thus, these scales were determined to be capable of measuring the level of academic and administrative staff satisfaction.","PeriodicalId":42261,"journal":{"name":"Yuksekogretim Dergisi","volume":" ","pages":""},"PeriodicalIF":0.6,"publicationDate":"2022-04-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43253818","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
