Directors who want to increase the success of their academic or administrative staff must first determine the level of staff satisfaction and then motivate them to be successful. This study aims to develop two separate scales to measure academic and administrative staff satisfaction at İzmir Kâtip Çelebi University (İKÇU), which adopts the principle of continuous improvement required by good governance. The two scale forms were prepared by applying the Delphi method, revealing eight dimensions for academic staff and four dimensions for administrative staff. The forms were sent to all the İKÇU staff through the university document management system. 28.3% of the academic staff and 37.2% of the administrative staff responded. Whether the scale items were in the dimensions determined by the researchers was checked by explanatory factor analysis (EFA). According to the EFA results, the total variance explained for the academic staff satisfaction scale was 74.45%, and the total variance explained for the administrative staff satisfaction scale was 70.71%.
