The aim of the research was to examine how the SFCE developed from 1995 to 2022. For this purpose, the method of bibliometric analysis was used in this study. This systematic literature review examined 537 articles published in CSSCI, CSCD, and PKU databases. The literature was analyzed with regards to the distribution of publications by year, author, institution/organization and journal. Additionally, visual maps were created with analyses of coauthor, co-words and thematic clusters from COOC and VOSviewer. The results show that SFCE has become a compelling issue. However, the publications in the national academic community were small. The most prolific authors were found to be Lin Jinhui, Guo Qiang, and Liu Mengjin. It was also found that the Xiamen University Educational Institute was the most productive institution and China Adult Education was the top journal in SFCE research. As a result of the bibliometric analysis, there is little cooperation between scientists and institutions in the field of SFCE. According to the co-words and thematic cluster analysis, five main clusters were formed. In the future, in-depth research on vocational education, Sino-Foreign Cooperative universities and countermeasures under the epidemic will become the new trend. A mixed research approach should be more adopted in the research methodology, and the research perspective from different interest subjects should be expanded in the future.","PeriodicalId":409871,"journal":{"name":"International Journal of Educational Reform","volume":"105 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124725798","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Kazakhstan has initiated higher education standards and quality educational services to compete globally to match those in developed countries. The government policy for higher education reform is a measure of convergence: catching up with the advanced knowledge-based economies of Europe and North America and creating a gateway into the European Union and the Organization of Economic Cooperation and Development. According to the Bologna Process, the government's higher education policy calls for research-based Doctor of Philosophy (PhD) degrees. Through this enterprise, the Ministry of Education and Science considers higher education to serve as a beacon light on global competitiveness by mainly introducing the PhD and setting up requirements for graduation commensurate with a research society. This article is a case study investigating the implications of educational policy borrowing and PhD graduation requirements regarding how the students are assimilating and accommodating the requirements. The study explores the implications of how educational policy borrowing impacts PhD graduation requirements and examines the challenges posed by the requirements on PhD students. Our findings indicate that educational borrowing to modernize Kazakhstan focused on developed nations’ social, cultural, and structural characteristics rather than responding positively to changes in Kazakhstan's material and sociocultural environments. We conclude that educational policy borrowing should be selective to integrate national identity procedures by which governments and politicians must reformulate educational borrowing according to atypical nonglobal competitiveness emphasis.","PeriodicalId":409871,"journal":{"name":"International Journal of Educational Reform","volume":"139 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130015117","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This research draws on qualitative data, which purposely interviewed 16 participants. Findings revealed that many debates have arisen regarding the reform due to its lack of clarity. Opportunities and problems were seen in teaching and learning since the reform brought diplomas internationalization and infrastructure growth rather than teaching improvement. This study encourages a thorough reevaluation of the ongoing educational system to systematically answer the reform’s primary objectives: to advance quality pedagogical and learning productivities and upgrade research in academia through internet connectivity intensification. Meanwhile, create competition mechanisms for teachers as strategies to motivate and alert leaders to put research, regardless of discipline, in the right place. Since it has the power to abreast teachers with new content and information, notably to nurture teaching scientificity and ranking improvement of institutions.","PeriodicalId":409871,"journal":{"name":"International Journal of Educational Reform","volume":"37 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131370251","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The aim of this study was to determine the role of secondary school administrators in appropriating fund for sports. The research was informed by a multiple embedded case study of a qualitative research approach. The findings revealed that school administrators play a crucial role to secure funds with the use of different strategies of getting funds to ensure the execution of sports activities; appropriated funds are from the capitation grants from the government, school self-reliance projects, personal contributions from head of schools and management team, contributions from sponsors and non-governmental institutions as well as support from the community members. The study implies that school administrators should ensure appropriate deployment of the received money from the government, sponsors, and other sports stakeholders as well as having effective mechanism of purchasing fund and make evaluation on the uses of fund received. Additionally, school administrators should be more creative on organizing different sports events, preparing different forums, and request fund support for sports activities.","PeriodicalId":409871,"journal":{"name":"International Journal of Educational Reform","volume":"50 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127563509","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Two-hundred seventy-six students were surveyed to determine their attitudes and achievements in translating from and into English. The paper claims that this pursuit has been vulnerable to the premises of postcolonial pedagogy and language policies adopted in/by the Moroccan higher education system since 1960s. It concludes that the insufficiency of reading rates, limitedness of writing skills, and the postcolonial linguistic compulsions emanating from the French/English connection hinder faster education reform achievability in Morocco.","PeriodicalId":409871,"journal":{"name":"International Journal of Educational Reform","volume":"18 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121345064","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, the high test score is the central issue in Chinese education. The purpose of this descriptive qualitative inquiry is to explore the high-test score issue by analyzing principals’ experiences in advocating the whole-person education in leading the school reform in China. A total of 12 participants of principals ( N = 12) were employed in this study. There are six female ( N = 6) and six male ( N = 6) principals from the six private ( N = 6) and public ( N = 6) schools in Beijing through semi-structural and open-ended interview protocols. This study found that principals face three major challenges, including (1) high test score causes distrust, unfairness, and separation between school stakeholders, (2) high test score causes academic pressure, and (3) high test score limits student competency and educators’ academic freedom. This study found that principals use three major strategies to form a school reform and student development, including (1) communication for whole-person education, (2) correlation between the whole-person education and student individual career plan, and (3) pathway from high school to college through cooperation project. Finally, the proposed study of using a basic qualitative research inquiry through semi-structural and open-ended interviewing with a total of 60 participants, including principals ( N = 12), teachers ( N = 12), parents ( N = 12), students ( N = 12), and superintendents ( N = 12), would be employed to investigate what challenges the schools face, how the schools should be, and what strategies should implement for lifelong student learning, suggested.","PeriodicalId":409871,"journal":{"name":"International Journal of Educational Reform","volume":"32 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-12","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114639767","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
