{"title":"Sesat Pikir dan Salah Urus Pengelolaan Sumber Daya Alam Kita","authors":"Berry Nahdian Forqan","doi":"10.58823/jham.v6i6.60","DOIUrl":"https://doi.org/10.58823/jham.v6i6.60","url":null,"abstract":"Perjalanan panjang sejarah pengelolaan sumberdaya alam di Indonesia tidak lebih merupakan rekaman atas periodisasi penjarahan kekayaan alam kita dengan modus yang sama walau dengan cara yang berbeda. Praktek industrialisasi yang disokong infrastruktur skala raksasa menjadi landasan atau pijakan model pembangunan yang berujung pada tatakuasa, tata penggunaan lahan, tata produksi dan tata konsumsi yang timpang dan hanya menguntungkan segelintir elit politik dan kuasa modal yang tercermin dalam praktek bernegara selama ini. Sejak jaman kolonial sampai pemerintahan era reformasi ini memang tidak ada yang berubah, sumberdaya alam hanya ditempatkan sebagai komoditi semata yangmengabdi kepada kepentingan pasar sehingga abai terhadap hak-hak warga negara untuk mendapatkan akses dan kontrol yang adil terhadap sumber-sumber kehidupan. Pengelolaan sumberdaya alam selama ini tidak saja menimbulkan ketimpangan dan konflik namun lebih jauh menimbulkan penurunan kualitas lingkungan hidup. Krisis demi krisis di tingkat warga terus terjadi dan meluas menjadi krisis multi dimensi yang semakin memper- buruk situasi bangsa ini yang berujung pada melemahnya kemampuan warga untuk melanggengkan sendi-sendi kehidupan sosial, ekonomi dan politiknya. Melalui Badan Pe- nyelidik Usaha-usaha Persiapan Kemerde- kaan Indonesia (BPUPKI), wacana ini hangat diperdebatkan founding father, khususnya dalam perumusan pasal 29 UUD 1945. Setua persoalan ini muncul, masalah ke- bebasan beragama memang tidak pernah tuntas diperdebatkan hingga sekarang. Semula, rancangan awal pasal 29 dalam UUD 1945 BPUPKI berbunyi: “Negara berdasar atas ketuhanan de- ngan kewajiban menjalankan syari’at Is- lam bagi pemeluk-pemeluknya”. Lantas diubah lewat keputusan rapat PPKI, 18 Agustus 1945 menjadi: “Negara berdasar atas Ketuhanan Yang Maha Esa”. Rumusan ini menghilangkan tujuh kata (dengan kewajiban menjalankan syari’at Islam bagi pemeluk-pemeluknya), yang justru dipan- dang prinsipil bagi kalangan nasionalis- Islam. It compares data between municipalities and provinces across East Java, as well as against national data sets. The paper also reviews future policy directions for human development in East Java, especially relating to the capacity of provinces to reach the Millennium Development Goals. In brief, there are two major issues 1n East Java. First, while the province rates highly on economic development indicators (for example in Total Regional Domestic Product), outcomes on the human development index are comparatively low. Second, there is a wide disparity between municipalities in East Java, especially in the \"tapal kuda\" (horseshoe) region. The research recommends that local government become more responsive to regional human development by adopting public policies that are responsive to the identified needs of specific regions. Ia memulai ceritanya sebagai anak bungsu yang tidak diinginkan kelahirannya. Namun, Tuhan menakdirkan lain. Ia terus hidup dalam perut ibu yang tidak menginginkannya. Ketika di SLTA ia mulai menemukan keanehan dirinya. Selulus SLTA, ia mulai menghadapi problem riil, yaitu mencari pekerjaan yang cocok bagi dirinya. Sebuah hal membuatnya mulai diserang kecemasan dan dianggap sebagai “orang gila” yang tak dapat melakukan apa-apa. Yang dilakukannya hanya minum obat, mengantuk, tidur, dan keluar-masuk rumah sakit. Ia tidak mendapat dukungan yang memadai dari keluarga. Sebuah hal yang kemudian membuatnya beberapa kali mencoba bunuh diri. Sebuah obat antipsikotik berdosis 1.470 miligram membuat dirinya tak sadarkan diri selama 4 hari. Namun, ia berhasil keluar dari belitan masalah serta kini eksis se- bagai blogger dan aktivis dalam Gugus Tugas Nasional Pembangunan Sistem Kesehatan Jiwa di Indonesia.
