The ultimate goal of ensur• ing respect for the dignity of individual cannot be achieved without that person's enjoying all of his or her rights. The National Plan of Action on Human Rights in Indonesia is intended as a guidance and general plan to enhance the efforts in increasing the respect, promotion, fulfillment and protection human rights. The 2004-2009 Nation Plan ofAction on Human Rights is a continuation of the Nation Plan of Action on Human Rights for the year 1998-2003.
