Some of these efforts are part of digital transformation and are influenced by diverse organizational factors. In this management paper, we focus on one of these factors, namely, the ability of leaders to adequately staff and resource their information technology (IT) departments so they can meet the challenges and priorities within their cities. In addition to a review of both practitioner and academic literature, we conducted a survey and hosted a post-survey discussion session with IT leaders in nine cities in New York State to elicit thoughts on the evolution of IT roles and the implications thereof on their respective digital transformation journeys. We elaborated a model based on the relational view of interorganizational relations, complemented by the theory of boundary objects. We provide an empirical validation of this model from a sample of IT managers in state and local governments in Mexico. We found that public-private ITO can generate public value thanks to a high quality of the information system produced in related projects. Information system quality is supported by effective knowledge sharing between project partners. The quality of knowledge sharing is expressed by the quality of the contract and other artifacts that facilitate building shared understanding and by conflict resolution processes developed during the partnership. The quality of knowledge sharing depends on the level of two trust-related dimensions: benevolence and competence between outsourcing partners. In our model, we relate in a novel way trust, knowledge sharing, the quality of IT services produced and public value in the context of public-private ITO. However, the quick achievement of these benefits is closely related to the “value” of the OGD, i.e., how useful, and reusable the data provided by public agencies are for creating value for the above stakeholder. This is where the notion of \"high-value datasets\" (HVD), defined by the European Commission in Open Data Directive, comes, referring to data that can create the most value for society, the economy, and the environment. This is even more so, considering the proliferation of Artificial Intelligence (AI) and machine learning (ML) applications in various domains. While there are some efforts in that direction, there is still no available framework for identifying country-specific high-value datasets (and their determinants). The objective of the workshop is to raise awareness and build a network of key stakeholders around the HVD issue, to allow each participant to think about how and whether the determination of HVD is taking place in their country, how this can be improved with the help of portal owners, data publishers, data owners, businesses and citizens, what are and can be determinants to be used for identifying HVDs, whether they are SMART. Our main motivation is that, as members of the dg.o community, we can collaboratively answer the above questions, and those raised during the previous two editions of this workshop at ICEGOV2022 and ICOD2022, forming an initial knowledge base, as well as assessing currently used indicators. In the public sector, there have been ample evidence of both the profound effect of digital transformation and its substantial caveats. As organizations embark on digital transformation, they formulate and execute what is referred to as digital transformation strategies. In this study, we approach the digital transformation strategies of municipalities as the resource allocation and goal setting associated with digital transformation. Through a population level content analysis, we analyze the top steering documents of all 290 Swedish municipalities over two years (2021-2022). The findings display a shift to more and more emphasis on external (as opposed to internal) direct aspired value and innovation (as opposed to efficiency) activities in the sector. This paper seeks to further the discussion on e-government benchmarking due to the proliferation of different models and measures. The literature on the subject shows the need to pay continuous and careful attention to how we should understand and study the measurement of e-government development [39]. Mainly because the extensive use of benchmarks by large and important organizations (United Nations, European Union, World Bank, OECD) and international companies have influenced 'what it is important to measure', this ends up steering the government's efforts in a particular direction. At the same time, the models and indicators used to assess e-government need to be sensitive to the regional and local context and the purpose of public administration to provide better services and generate public value. We present the results of research conducted in Brazil to identify the online presence of municipalities and contribute to measuring electronic government's progress at the local level based on the Local Online Service Index methodology. The research's main objectives were to understand Brazilian municipalities' online presence and evaluate their online portals regarding technological resources, content and service provision, and local participation and engagement mechanisms. Technology is crucial to enhance data interpretability and the practical construction of an open government. Nevertheless, the literature needed an instrument to support open government data’s interpretability. In this work, our primary goal is to present the definition, implementation, and evaluation of a framework named Hippolyta, which is qualified to help citizens to interpret open government data. Hippolyta first identifies the citizen’s necessities using a semantic enrichment module. After this step, the framework conducts the data collection through the same data retrieval module. Finally, Hippolyta creates a graphic visualization through a data visualization module. In any OGD-based value creation, it is essential to formulate a value proposition (VP). However, previous literature has devoted little attention to the tools that support the formulation of OGD-based VP, and none has evaluated the performance of such tools with OGD infomediaries. In this article, we evaluate and compare the Business Model Canvas (BMC) and the Open Data Canvas (ODC) performance in supporting the formulation of VP. Questionnaire feedback was obtained from infomediaries who formulated OGD-based VP using the BMC and the ODC. The results show a superiority of either the BMC or the ODC in terms of perceived usefulness, depending on the focus of the feasibility evaluation of the VP. The ODC provides OGD-specific guidance on evaluating technical feasibility while the BMC covers economic feasibility more extensively. However, cross-border services in the EU are still not widely user-centred. One reason is that the development of these services may not have involved sufficient user research and testing in identifying and addressing users' needs and pain points. Additionally, different government agencies or organisations may develop their own processes for service implementation, resulting in a lack of coordination and integration in the user experience. Furthermore, cross- border digital services may have been designed to comply with legal and regulatory requirements rather than to meet users' needs, leading to a focus on compliance rather than user experience. Another reason could be that different countries have different languages, cultures, and work methods. Therefore, it could be challenging to design a user-centred one-size-fits-all service for all EU citizens, as it depends on the specific service and how it is designed and implemented. Nevertheless, the EU is actively promoting user-centred design and digitalisation of public services, with an emphasis on user-centricity, so it can be expected that more EU cross-border services will be designed with user needs in mind. This research aims to explore the potential of adopting a user journey approach for improving cross- border mobility through the design and implementation of cross-border digital public services. This study examines the current state of cross-border mobility regarding the challenges individuals face when working or studying abroad and the role of technology in facilitating mobility. The user journey approach is used to identify and prioritise citizens' essential needs and pain points in the cross-border mobility process and to design and test digital services that address these needs in an integrated and user-centred way. The research involves qualitative and quantitative methods to gather data from stakeholders and citizens in different cross-border mobility scenarios, including interviews, surveys, and usability testing. Employing the Public Value of e-Governance Framework by Chu et al., this paper aims to examine the public value of the digital euro through a case study of the digital euro based on document analysis and eleven expert interviews. We find that it is too early in the design process to determine whether there will be operational and social value. The presentation of government services in a legible and intelligible way is the first step towards a complete understanding of what the service is about, who can request it, what documentation is needed, what are the requirements, what is the step-by-step, and how the service is governed by regulations. Government agencies that have been implementing plain language in the presentation of digital services are developing plain language guides seeking to improve this greater citizen understandability to improve user experience, accessibility, and inclusion. The motto is to share information that people can find, understand, and use. In this regard, ABEPTIC (Brazilian Association of State Entities of Information and Communication Technology), responsible for implementing the public service portals of all the states in Brazil, led the development of the Plain Language Guide that presents practices that can help in the construction, organization, and presentation of information, whether represented by texts, figures, graphs, models, or other forms. This paper presents a method for the evaluation of Plain Language practices from the Plain Language Guide, based on theories about evaluation methods from the Human-Computer Interface (HCI) domain of research that served as a pilot for the first national evaluation which will be used as a basis for creating the Brazilian Plain Language Index.
