However, the social media scenario is constantly changing and new platforms frequently appear. This is the case of TikTok, launched in 2016, and already the sixth most popular platform worldwide, and the fourth most used in Brazil. Thus, due to its popularization and the fact that politicians and election candidates have begun to use it, there is a strong need to understand its use and impacts. Within this context, the present study aims to analyze how the main candidates running in the 2022 Brazilian presidential election used their official profiles, how citizens engaged with the candidates’ posts, and the possible correlations between a candidate’s performance and the votes received. For this, we collected and analyzed all the posts shared by candidates between June and October 30, 2022, the day of the second round. As a result, 576 posts and more than 540 million interactions were analyzed, and our findings show that: (i) candidates used TikTok in a similar manner to how they used Facebook, Twitter and Instagram in the 2018 elections; (ii) strong differences were observed regarding the quality and content of posts made by the observed candidates; (iii) despite having fewer followers, the elected president received 55% of the total interactions; and (iv) for the first round, the share of the number of likes received by the elected candidate was exactly the vote share received in the elections, although this was not repeated in the second round. These wallets should allow citizens to obtain a higher level of control over their personal data. While there are some regulations and policy directions, actors are struggling with the design, launch, and governance of these digital wallets. Those looking for help will find little guidance in academic literature. The objective of this paper is to provide insights in barriers for launching digital identity wallets by a public-private ecosystem. Drawing on the case study approach, we study the available regulations and policy directions, and collect insights from workshops with policy makers and aspiring wallet providers. The main findings indicate that barriers such as the lack of boundary resources (e.g. shared data specifications and exchange standards) and the absence of a collaborative, public-private governance impede the launch of digital identity wallets. A sound policy can be designed and launched, but assessing and evaluating whether it would be successful or effective in practice is another matter. Traditionally, to assess the policy impact, qualitative measurement instruments are used for collecting data. In this paper, we present a policy transparency and real-time policy assessment framework that can not only enhance the transparency of policy information to inform the policymakers and citizens, but also help evaluate the impact of policies on citizens. The continuous policy impact assessment needs citizens’ voices, perceptions and \"reactions\" related to public policies. We discuss the design requirements for policy transparency and real-time policy assessment, ranging from data collection for policy assessment to insights and decision-making support with data analytics. We also discuss the challenges posed by this policy assessment framework. The proposed framework is shown feasible with a working pilot system developed for real-time policy assessment of COVID-19 health policies. Such a collaboration involving public and private service providers and NGOs has turned out to be challenging. On the organizational level, long-term sustainability requires dialectical reasoning and synthesis between innovation and efficiency toward organizational ambidexterity. However, public organizations face the need for mandated efficiency, which hinders innovativeness. In addition, the need for interoperable human-centric services at the ecosystem level introduces additional complexity. To evaluate how to address the emerging tensions in complex public service ecosystems in developing interoperable human-centric digital service portfolios, we conducted a single-case study with multilevel analysis in a large-scale public service ecosystem in Finland. We found that dialectical tensions emerging on various forums, where differing goals, views, and values meet, are intertwined within and across multiple ecosystem levels and that the synthesis of these tensions can be more than the sum of their parts. We introduce the concept of multilectic forums and theorize how they emerge continuously and simultaneously in public service ecosystems between the public and private service providers and NGOs while human-centric digital service portfolios are developed. The current paper goes in this direction, aiming to explore the challenges public organizations face in implementing AI. The research has been conducted through eight in-depth case studies of AI solutions. As a theoretical background, we relied on a framework proposed by Wirtz et al. [36] that identified four classes of challenges: AI Society, AI Ethics, AI Law and Regulations, and AI Technology Implementation. Our results first confirm the importance of the four classes of challenges. Second, they highlight the need to add a fifth class of challenges, i.e., AI Organizational change. In this paper, we comparatively assess the scope of the cyber-security policies across American state governments. We examined the cybersecurity policies considered by states to date. About one-third of the policies that were considered in the state legislatures were enacted. Almost every state has at least one cybersecurity policy that was newly enforced. We coded these policies in terms of their scope, their mandate requirements, funding, and management. Our initial analysis shows that there is convergence in terms of their scope. The shift to e-participation has impacted social participation mechanisms that were well-established in face-to-face formats. To analyze and understand the consequences of this transition, we employ a case study with inspiration ethnographic in the Porto Alegre Municipal Council for Urban and Environmental Development in Porto Alegre, Brazil. While e-participation has the potential to include individuals who were previously unable to participate in face-to-face meetings, it also presents limitations. A significant portion of the population lacks the digital literacy or appropriate devices necessary to engage effectively in online sessions. Moreover, when e-participation was first implemented, plenary sessions were broadcasted without giving viewers the right to express their opinions on the topics discussed. This situation highlights the need for a new framework that considers the process of transitioning from in-person participation to e-participation due to the constraints imposed by the COVID-19 pandemic. In the Brazilian Federal Government, such effort was supported by a national program named Management and Performance Program – PGD (Programa de Gestão e Desempenho). The PGD enabled the country's federal civil servants from the Executive to work from home and was established with three main pillars. First, it supported new ways of contracting deliverables between management and teams. They allowed work to be monitored remotely instead of the old-fashioned procedure of controlling time sheets. Second, to unleash the possibilities of such contracting, governmental units were pushed to map their main service delivery processes and transform them into tasks that could be rationally distributed to teams. Third, new digital systems registered these agreements and monitored their execution monthly. Based on the case study of the PGD, this policy paper describes the development of the PGD within the Brazilian government and indicates challenges to progress with its implementation. We conclude that the PGD might have created the needed structure for the government to step towards new ways of managing the workforce. This policy paper presented the case study of the PGD, a transformation program within the Brazilian government that enabled remote work in public service in Brazil. The PGD study case was based on documents, websites, articles, and news from the Program's implementation process. Many of the presented discussions are ongoing and aim to support practical and academic discussions on the challenges of implementing government transformation. The PGD is the Brazilian national Program that comprises legislation, digital systems, and management practices improved during the pandemic to enable teleworking in the government. Besides remote work, it can be seen as a driver for setting new work planning and monitoring practices. For e-Government researchers and practitioners, the development and deployment of e-Health services in the public sector must not be approached the same way as conventional e-Government services, as the target group has shifted from being \"solely\" citizens to patients instead. Trust and perceived risk are two concepts that heavily influence the adoption of any e-service. Hence, the present study reviews the influences of trust in and perceived risk towards e-Government and e-Health services employing a structured literature review.
