Jun","doi":"10.14251/jscm.2023.3.19","DOIUrl":"https://doi.org/10.14251/jscm.2023.3.19","url":null,"abstract":"This study analyzed the social characteristics of Japan in interpreting disasters and how the logic of danger and risks is used to cover up the problem of vulnerability in the social context. This study has proved that in fact, safety and peace are ideological concept that exist between disasters, and that everyday life hides the reality of the continuation of disasters. Extending this logic, this study has presented the largest factors that enable disasters to conceal the social vulnerability and prevent people from realizing that in everyday life through a specific keyword, along with their historicity. This has led to the realization that vulnerability is socially created, and paradoxically, it is also an essential factor that helps realize the social structure. Such realization shows that the Japanese society understands danger and risks as 'the same concept' and is subjected to this concept, which has led to the logic of disasters concealing the problems related to class and vulnerability. The research method is that panel of 20 experts in the area of BCMS reviewed for the validity of the detailed evaluation indicators of Leadership part through the modified Delphi technique and relative importance are surveyed by the panel group based on the AHP(Analysis Hierarchy Process). As the results, the 15 evaluation indicators that could be applied for BCMS evaluation for the organizations are selected and for the quantified evaluation model, score indicators out of 1,000 are applied to convert them into points for individual evaluation indicators. In particular, problems associated with an aging population is getting much worse in rural areas than in cities, which can be considered as a crisis threatening the foundations of local communities such as local key industries. Earlier than Korea, Japan has experienced the problem of declining and aging population in the provinces, and it is implementing long-term policies as well as short-term policies that allow local government employees to hold more than two offices in order to address labor shortage problems in local governments. As in Korea, Japan's law and policies on local public employees strongly prohibit public employees’ dual office holdings, but recently, some local governments allow their public officials to hold dual office holdings. It administered questionnaires to 241 residents in Samcheok-si, and the results are as follows: First, the ratio of residents who have experienced disasters accounted for 72.2% of all residents in Samcheok-si, and they experienced indirect disasters more frequently than direct disasters. Second, they have most frequently experienced ‘forest fire’. Third, all residents who have directly and indirectly experienced disasters have rarely received support for damage caused by them. Fourth, the PTSD levels of the residents who have directly/indirectly experienced disasters were entirely higher. In particular, PTSD levels were higher in one group which have repeatedly experienced disasters and another group which has long experienced psychological difficulties caused. During the COVID-19 period, the sales growth rate of the policy guarantee beneficiary companies was about 4.98% and the employment growth rate was about 0.46%, indicating a significant difference in growth potential compared to the non-beneficiary companies. First, among the economic crises caused by COVID-19, the crisis response through policy guarantees was relatively appropriate. Second, it is necessary to maintain an ‘appropriate’ level of support for ‘necessary’ economic sectors according to the government’s policy direction. Third, policy guarantee support can be effectively used as one of crisis response policies based on the effectiveness of the policy. Fourth, it is necessary to prepare for preemptive policy guarantee support by operating the crisis prediction system. It is a research finding in the academic community that there are differences between objective risk assessments and subjective risk perception. Through an analysis of the objective risk perception of the local safety index and the subjective risk perception of the safety sensitivity, no correlation was found between the two, and the difference in risk perception was verified through statistical analysis. The greater the difference, the more various problems such as dissatisfaction with policy effectiveness, distrust, political risk, and safety indifference can occur. To overcome this, measures have been proposed, such as establishing an information system that provides risk information promptly and accurately, improving the survey methods of the local safety index and safety feeling that stakeholders related to crisis management can empathize with, activating risk communication, and building a risk governance system. In crisis situations, policy authorities need to accurately perceive the risks that the general public feels and take active actions to alleviate them. To this end, in-depth interviews with expert FGI (5 times), in-depth interviews with socially disadvantaged and marginalized groups (elderly, disabled, youth), and in-depth interviews with caregivers/expert groups were conducted. A demand survey was conducted to solve social problems in Busan using appropriate technology. In addition, a demand survey was conducted among the elderly, the disabled, and young people, and found various problems in housing, medical care, and information transmission. We have derived an appropriate technology to solve this problem. First, improving housing, strengthening and disseminating access to medical technology, information transmission. It should help ease interpretation (elder problem). Second, appropriate technology should be used to improve citizens' awareness, guarantee the right to movement, and facilitate emergency medical requests (disability issues). Pipe diameter is a key aspect of water distribution system since it affects design cost and friction loss. This study applied multi-objective optimization algorithm coupled with EPANET hydraulic solver for minimizing design cost and friction loss energy to water distribution system. \u0000Non-dominated sorting genetic algorithm (NSGA-Ⅱ) was used as an optimization technique. The hydraulic results such as head loss and flow in the pipeline were obtained from EPANET program. The test bed was the Cheongna water distribution system in Incheon, Korea. The findings in this study provided Pareto front of minimizing design cost and friction loss energy with simultaneously satisfying the water demand and hydraulic pressure. As indicators of the vulnerability assessment model, climate exposure, sensitivity, adaptive capacity indicators were considered. As detailed indicators in sensitive, the heat wave disaster vulnerable groups were considered (Model A). In addition, the model considering general disaster vulnerable groups (Model B) as indicators in sensitive were analyzed. AHP survey was conducted to measure the relative importance and ranking of the heat wave vulnerability assessment indicators. Results showed that the farmer and obesity were recognized as highly vulnerable among sensitive indicators in Model A and female, multicultural family, and foreigner were recognized as highly vulnerable in Model B based on AHP analysis. Data collected were analyzed using the SPSS/WIN 26.0 program. Correlations were calculated for the perception of proactivity, and human rights sensitivity and regression analysis were performed to examine the effect on advocacy attitudes and advocacy interventions. Factors having the greatest influence on nurses’ advocacy attitudes are “proactivity” (β =.532), and “human rights sensitivity” (β=.291), and the explanatory power was 60.5%. Factors having the greatest influence on nurses’ advocacy intervention are “proactivity” (β=.532), “human rights sensitivity” (β=.291), “turnover” (β=.121), “religion” (β=.092), “position” (β=.083) and the explanatory power was 72.6%.
