Using the relevance index (RI) and the commitment index (CI) for analysis, the optimal number of clusters was determined. Moreover, K-means cluster analysis was performed using the determined number of clusters in cities, counties, and districts across the country. The difference between the RI and the CI clusters by year was analysed. The total data analysed included 5,551,616 critically ill emergency patients. The most appropriate number of clusters was two for the years 2014-2018. Cluster 1 was a patient outflow region with a l ow R I and high C I. C luster 2 w as a p atient i nflow region w ith a high RI and low C I. T here w ere no significant differences in the RI and CI each year based on the patient inflow of c ritically i ll emergency patients. In an annual comparison of the CI, significant differences were noted between 2014 and 2017. We expect to use such results to develop a plan for introducing an emergency medical system tailored to each region and for formulating an emergency medical policy.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125554683","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The purpose of this study empirically is to analyze the effect of agile government and managerial capacity on the performance of Korean government. Empirical results show that agile government possesses a positive statistical association with government performance. In particular, perceived flexibility, perceived speed, and perceived responsiveness of the government has a strong positive effect on perception of government performance. Managerial capacity has a positive impact on government performance as well. In particular, these results find that communication mediates the effect of agile government and managerial capacity on government performance. The finding of this research provides a good opportunity to identify the concepts of agile government and to explain the association with government performance during the pandemic.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"3 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127926990","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A cross-sectional study was conducted by web-based survey of 333 university students. The collected data were analyzed using descriptive statistics, t-test, ANOVA, and Pearson's correlation in SPSS 26.0. The mean scores of child abuse awareness and reporting intention were 6.13±0.75, and 5.58±1.02 respectively. The mean score of effectiveness and obstacles in attitude toward reporting were 3.14±0.75 and 2.79±0.79 respectively. Students were most aware of physical abuse and showed the intention to report it; however they did not have a high awareness and reporting intention for neglect or emotional abuse. Child abuse awareness and reporting intention were significantly positively correlated and obstacles in attitude toward reporting had a negative correlation with awareness and reporting intention. Therefore, education to raise awareness of child abuse targeting university students and attempts to lower the obstacles related to reporting child abuse should be made together.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"4 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127649342","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In-depth interviews were conducted with 11 nurses working at a dedicated COVID-19 hospital in ‘D’ Metropolitan City. The 11 nurses all had experience in end of life care for critical COVID-19 patients. Collected data was examined using qualitative thematic analysis. The results showed the four categories were: trauma from end of life care, overwhelming nursing responsibilities for critical COVID-19 patients, role as guardians and supporters of critical COVID-19 patients, growth of professional identity and professional competency as a nurse. An inadequate infectious disease management system burdened nursing practitioners with many responsibilities during the early stages of the pandemic. However, This experience gave nurses an opportunity to re-think the value of caring and re-establish their professional identity. Institutional support and social interest are required to improve the quality of end of life care and work processes and provide psychological support and recovery for nursing practitioners.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"56 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125104909","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Korea's need to prepare for earthquake damage, such as large-scale earthquakes accompanied by significant damage that affected Gyeongju in 2016 and Pohang in 2017, has come. The faster an earthquake warning is delivered, the more advantageous it is to secure an evacuation time; thus, an EEWS is a vital preparedness policy to minimize earthquake damage. As a result of estimating the WTP for the enhanced EEWS using the contingent valuation method (CVM) in this paper, whether the respondent has experienced an earthquake and considered the EEWS an effective earthquake preparedness countermeasure statistically affects their WTP. It was a primary variable with a significant impact, and the total WTP for enhanced domestic EEWS was estimated at about KRW 1.2 trillion. The scale of benefits of enhanced EEWS evaluated in this study can provide important information in establishing policies related to earthquake disaster-related damage prevention.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134644378","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, unmanned aircraft systems are vulnerable to functional errors due to their unique characteristics, such as remote control and automatic flight. In the event of an accident, the system operator and the general public may be injured, and the system manufacturer may be disadvantaged by the Product Liability Act. In addition, with the establishment of international standards related to risk management and functional safety, such as ISO/IEC/IEEE 16085, IEC 61508, and ARP4761, risk analysis and countermeasures have become essential when developing systems. It is time to ensure functional safety at the conceptual design phase to protect public safety and manufacturers' interests. From two elementary schools in capital area, 617 4-6th students were surveyed about their PCC, SAR, aggression and cyber bullying. The gathered data were analyzed by Structural Equation Modeling(SEM). The important results of the study were as follows. First, elementary school students’ negative PCC increased their cyber bullying through complete medication of SAR and aggression. Second, elementary school students’ low SAR and aggression could increase cyber bullying directly as well as indirectly. Third, multi-mediating effects analysis found the three paths from PCC to cyber bullying: ‘PCC → SAR → cyber bullying’ , ‘PCC → aggression → cyber bullying’, ‘PCC → SAR → aggression → cyber bullying’. This study provides insights regarding how to devise effective cyber bullying prevention and intervention programs for elementary school students.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"11 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122763784","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
