The perception of fairness that individuals feel is relevant to communication within the organization. It was found that horizontal information sharing (H-I), vertical (bottom-up) communication of presentation and proposal (V-S), and social-relational communication (V-CU, etc.) had a positive effect on fairness perception. Even for communication with the same purpose, the effects varied by generation. In the 40s, it was analyzed that there was a reinforcement and reduction effect in vertical consideration and understanding (effect reinforcement control), horizontal exchange, and empathy communication (effect reduction control). In the thirties, communication became less effective. Based on these results, it seems that there is a need to differentiate the approach of communication within the organization by recognizing the generational differences in the organizational management level of the current public organization.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128474948","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study analyzed the factors affecting the practice behavior of preventing infectious diseases based on the Health Belief Model (HBM), but examined the moderating effect of the influencing factors according to the level of social exclusion in consideration of the public health characteristics of the practice behavior. Perceived severity and perceived probability constituting perceived threats were found to have no significant effect on the intention to prevent infectious diseases, while perceived social distancing disorders and perceived vaccination disorders were found to have a significant impact. In the case of the moderating effect of social exclusion, it was found that the perceived social distancing disorder and perceived benefits had a significant influence on infectious disease prevention practice behavior only in groups with low social exclusion.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"142 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115477669","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Agricultural reservoirs are required for evaluation of the condition through regular inspections conducted at least once a quarter every year; however, the average execution rate per quarter was 45% according to the inspection records made by local governments over the past five years. Combining the low inspection rate in practice and the aged status of the facilities results in higher probability of reservoir failures especially for small reservoirs accounting for more than 90% of them managed by local governments. In this regard, the improvement plans were proposed in this paper through performance-based inspections. The improvement of the reservoir condition evaluation will enable rapid response to the aged reservoirs and reduce the potential damage caused by disasters through preemptive safety management.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"21 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130721771","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

To address these issues, this article develops a hybrid modeling pipeline combining unsupervised and supervised learning to predict the level of hazardous road sites and explore the causality of accidents by controlling unobserved heterogeneity issues effectively. Traffic accident data for Won-ju province, Korea, from 2020 to 2021, and external factors affecting traffic accidents, such as average travel speed and weather information, are combined based on road links. Through the modeling pipeline, a clustering technique is adopted to capture unobserved heterogeneous information among roads. Since traffic accident data contains a wide variety of categorical and hierarchical features, ensemble methods such as boosting techniques were applied to handle heterogeneity issues among these features. To explore the relationship between the accident and determinant factors, are adopted to interpret the results of machine learning models. Model-agnostic methods, however, generally provide results based on images, this study also added a process that extracts texts from images to overcome compatible issues with existing road safety management systems.","PeriodicalId":395795,"journal":{"name":"Crisis and Emergency Management: Theory and Praxis","volume":"6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130883105","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
