Combining the low inspection rate in practice and the aged status of the facilities results in higher probability of reservoir failures especially for small reservoirs accounting for more than 90% of them managed by local governments. In this regard, the improvement plans were proposed in this paper through performance-based inspections. 摘要

国内50%以上的农用水库建于1945年以前,由于设施老化,缺陷增加,限制了原有的功能。农业水库每年至少每季度进行一次定期检查,对水库进行状况评估;但是,根据地方自治团体最近5年的检查记录,每个季度的平均执行率为45%。实践中检查率低,设施年久失修,导致水库失效的概率较高,特别是小型水库,占地方政府管理的水库的90%以上。对此,本文通过绩效考核提出了改进方案。提高水库状态评价水平,可以对老化水库进行快速响应,通过先发制人的安全管理,减少灾害的潜在危害。
