A Study for Improvement of Perfor mance-based Reservoir Condition Evaluation

More than 50% of domestic agricultural reservoirs were built before 1945, which increases defects due to deterioration of facilities and limits their original function. Agricultural reservoirs are required for evaluation of the condition through regular inspections conducted at least once a quarter every year; however, the average execution rate per quarter was 45% according to the inspection records made by local governments over the past five years. Combining the low inspection rate in practice and the aged status of the facilities results in higher probability of reservoir failures especially for small reservoirs accounting for more than 90% of them managed by local governments. In this regard, the improvement plans were proposed in this paper through performance-based inspections. The improvement of the reservoir condition evaluation will enable rapid response to the aged reservoirs and reduce the potential damage caused by disasters through preemptive safety management.
