Therefore themethodology of target management by human development has high relevance. In the article there is a definition of region’s human development,that describes the elements and the factors shaping it. Special attention is paid to the methodology of target managementby region’s human development, that bases on internal dynamic model of socio-economic territorial system. For model developmentwe used the technology of cognitive modeling. It is modern technologies of system analysis, the methodology of which was developedat the Institute of Control Sciences of the Russian Academy of Sciences. All the researches were carried out on the example of the Rostovregion. It is the average subject of the Russian Federation located in the south of the country. The primary objective of the study is to assess accessibility constraints in Nigeria’s Northeast region. Road transport is the mostpervasive of all transport modes in Africa and is central for growth of the sub region. Road networks and terrain amongst others estimatedshowed that terrain have been one of the constraints in achieving the objectives of an efficient transportation. Some gains in road networkin some locations had been eroded by increased insurgency and crisis in most locations. This has resulted in shortfalls of supply of goodswithin countries in the region, thus affecting their economies. We recommend that the root cause for increased insurgency and crisis, whichmay be due to implementation of various economic policies in Africa and increase inequality, corruption and lack of functional/truncateddemocracies, should be addressed. Precisely the e-government and e-municipality concept, its application to a localgovernment should be investigated during this process; rendering the e-municipal services to citizens via the internet, to otherinstitutions, companies and also providing information to employees of e-Government / e-Municipality was introduced in thisconcept.Information and communication technologies, especially computers and the Internet have become an important part of modernsociety now and has influenced almost every area of daily life. These developments affect the public institutions as well as businessesinevitable. Expectations of the citizens from public institutions with the widespread use of information and communicationtechnologies in society and their demands have been changed in this regard. Citizens in the information age of communication andinformation sharing expectations are always interactive with the public institutions using the internet. Therefore, e-governmentand e-municipality efforts to serve citizens more efficiently and effectively have been recognized worldwide. E-municipality and egovernmentconcepts are discussed in this study. Diversification of the use of technology and the expansion hereof and facilitatingaccess to the Internet resulted in citizens’ developments through technology, of course, such developments in technologies bringservices in municipalities closer to the people.E-municipality can provide not only the services they announce in their ads. Some of the municipalities are still unable to reach allthe people by the use of technology and the internet; but some municipalities made good use of this opportunity and began deliveringservices to the public via the Internet much faster. The necessityto identify strategic areas of agro policy that provides efficient development of food complex as the basis for food security of thepopulation according to rational nutritional standards by improving physical and economic availability of foodstuff of different socialgroups, requires the development of appropriate methodological and applied bases for performance and development of food complex.The article focuses on the issue of the possibility of an integrated approach application to evaluating the performance efficiency anddevelopment of regional food complex on the basis of the research of the main methodological approaches to this evaluation, takinginto account their advantages. Food sector in modern development faced with different challenges and threats represents a strategicallyimportant research object both at national and regional levels because it forms a subsistence support of the population. Thus, the correctapproach to the evaluation of the regional food complex can substantially accelerate the development of quality of food complex with anemphasis on its timely transformation taking into account the relevance of the integration process.The basic tasks for the evaluation of food complex efficiency have been defined. Firstly, the task of a tactic level is to effectively perform foodsupply function in the agricultural sector (food security provision). Secondly, strategic task is the social and economic transformation (restructuring,modernization) of the agricultural sector the leading element of which should be the creation of a new production, market and socialinfrastructure of agricultural and rural areas, a new entrepreneurial class capable of integration into innovation and investment developmentin market conditions. The article contains the main approaches to methodical support of financial risk assessment on the basis of quantitative methods. The author has determined that formation of the mechanism of industrial enterprise financial risk management is complicated by a very considerable amount of different forms of risks emerging in the process of daily activities of enterprises and a considerable amount of forms of financial risks. Moreover, it is worth taking into consideration that there are a significant amount of methods and ways of the assessment of risks, types of organizing functioning of the economic and financial mechanism for risk management at enterprises, and ways of prevention, counteraction, and minimization of risks. Furthermore, financial risk management is complicated by necessity of choice of the most appropriate instruments for assessment of their level and the choice of methods of financial risk management. Under contemporary conditions of a lack of financial resources, issues of computation of precise amounts of industrial enterprise protection from financial risks and prior directions of formation of the financial risk management single mechanism assume great importance. The choice of an appropriate economic and mathematical policy of formation of the financial risk management single mechanism enables to considerably decrease financial risks without great additional expenses. Hence, the article has substantiated a severe need for development of methods of implementation of the financial and economic mechanism at industrial enterprises under conditions of existence of financial risks in the context of providing effective management. Particularly, some aspects of the financial risk theory are insufficiently examined nowadays; a system of industrial enterprise risk classification is not precisely substantiated; there are significant weaknesses of the quantitative assessment of enterprise financial risks. There is a need to focus on the necessity of mathematical substantiation of the main directions of application and an extent of usage of some instruments of the financial risk management single mechanism. In general, financial risk management for industrial enterprises contains a considerable number of insufficiently researched aspects. Under conditions of the contemporary unstable economic situation, industrial enterprises must use a low-cost and highly efficient system of financial risk management. The above-mentioned reasons have stipulated the preparation of this article. Accordingly, the high-risk units’ staff is working in raising thequality of life, by living and working conditions, for to eliminate the problems related to the risk of reduction any deficiencies in health care,which is important in terms of improving quality in patient care and patient satisfaction. One of the important aspects of working in healthcare quality management - efficient, effective and quality service delivery - is primarily proportional to the high quality of their lives.In this article the personnel working in high-risk units was aimed to evaluate quality of life by knowledge and approach. Survey ofhHealth workers’ application is made. Frequency of the resulting data, percentage (%) and the chi-square (X 2) have been studiedwith the SPSS 19.0 software package, statistical analysis was performed in the course of tests.Research on female health workers (65.1%), male health workers (34.9%), health workers at the ages 30-39 (39%), nurses, midwives(63.7%) showed that the rate of participation, in the past month emotional problems that reduce the time they spend on work andother activities, as a result, sometimes their residents and they feel positive but tired, despite the nurses sometimes feel happy doctorsand other medical staff were found to feel happy.As a result, the personnel working in high-risk units and concepts related to quality of life, examining factors affecting the qualityof life have tried to explain the relationship between them. Job satisfaction occurs at the point where properties of the job andexpectations and desires of the employee intersect each other. Therefore, establishing a relation between knowledge and skills ofthe employee and the properties of the job and leading to the job satisfaction are determinative in terms of ensuring individual andcorporate success.In todays’ service corporations the increasing importance of competition in the dimension of employees made agreement betweenemployees and the job more important. A methodologyof selection of the most sufficient financial strategy f or an industrial enterprise in the proc ess of corporate financing is suggested.The independence of industrial enterprises, their economic and legal responsibility regarding activity results forms in terms of theUkrainian economy development under the current economic conditions. The significance of industrial enterprise financial stabilityincreases dramatically. This causes an objective need to determine tendencies of the dynamic formation of their financial positionand prospective financial opportunities. An industrial enterprise financial strategy, as a system of prospective purposes of a financialand economic activity and the choice of the most effective methods and ways of their achievement, focuses on the solution ofthe determined above issues. The formation of a proper strategy of industrial enterprises financing with the aim of the enterpriseprofitability increase is provided by: the possibility of modeling a financial and economic situation; to detect and prognosticate thenecessity of strategic modifications; to apply powerful and reliable instruments and a methodology; to implement the constructedindustrial enterprise financial strategy in order to rec eive planned and desirable activity results.All possible types of the financial and economic strategy of industrial enterprises may be represented in the form of a matrix of afinancial and economic strategy of an enterprise. Strategic analysis within the suggested matrix enables to c onsider the problem indynamics. Moreover, it also makes possible not only to formulate a financial strategy, but also to change it operatively as a result ofdynamic changes of certain targeted sufficient parameters of an industrial enterpri se activity.A strategic directive in the industrial enterprise activity generally stipulates its financial strategy of providing the profitability.Thus, the correlation between them is much stronger than a cause and effect relation, as it may be suggested in the process of cursoryexamination. An industrial enterprise financial strategy is independent to a certain extant compared with an industrial enterprisegeneral strategy. Information technologies and computer usage caused achievement and comfort in every sphere such asreduction of workload, increase the power of competing .Information systems create a data base in the information technologies in human resources management to organise human resourcesand to have proper and effective decisions being possible by using this data base and information systems. In the sphere ofhuman resources management it has affected directly, the structural and functional qualifications of the organisations, it users indiversity in the production of goods/services.
