Information technologies and computer usage caused achievement and comfort in every sphere such asreduction of workload, increase the power of competing .Information systems create a data base in the information technologies in human resources management to organise human resourcesand to have proper and effective decisions being possible by using this data base and information systems. In the sphere ofhuman resources management it has affected directly, the structural and functional qualifications of the organisations, it users indiversity in the production of goods/services.
