Special attention is paid to the methodology of target managementby region’s human development, that bases on internal dynamic model of socio-economic territorial system. For model developmentwe used the technology of cognitive modeling. It is modern technologies of system analysis, the methodology of which was developedat the Institute of Control Sciences of the Russian Academy of Sciences. All the researches were carried out on the example of the Rostovregion. It is the average subject of the Russian Federation located in the south of the country.
