Failing to account for such interdependence risks an incomplete understanding of the choices made by these actors and agencies. As such, we show how researchers analyzing cross-sectional or time-series-cross-sectional (TSCS) data can utilize spatial econometric methods to improve inference on existing questions and, more interestingly, engage a new set of theoretical questions. Specifically, we articulate several general mechanisms for spatial dependence that are likely to appear in research on public administration (isomorphism, competition, benchmarking, and common exposure). We then demonstrate how these mechanisms can be tested using spatial econometric models in two applications: first, a cross-sectional study of district-level bilingual education spending and, second, a TSCS analysis on state-level healthcare administration. We find that population (P) accounts for 40% of the variation in cabinet sizes (C}) in 189 countries. Individual country values vary up to -50 % from the average pattern, C=40/(1 39P^-1/4, which is simple logistic in terms of the logarithm of P. This differs from the format of the cube root law of assembly sizes, which has no ceiling. It remains to be elucidated on logical grounds why the constants should have the values 40 and 1/4. Cabinets tend to be larger than average in Afro-MENA and Caribbean countries and smaller in Latin America. No other factor has been found to affect cabinet size. Agency names, images, and icons help form a brand that conveys information about that agency’s competency in a given area of public policy. This article brings the concept of consumer-based brand equity from business marketing to public administration research on agency reputation. Like their commercial counterparts, public organizations may enjoy positive brand equity that provides political leverage and facilitates effective management, or negative brand equity that weakens an agency politically and frustrates administration. Just as different commercial products appeal to different kinds of consumers, an agency’s brand value might differ with various segments of the public. We adapt a classic model of consumer branding to the public administration context, developing a framework for analyzing citizen-based brand equity for public agencies. A series of experiments embedded in a national survey is then used to gauge brand favorability for four U.S. federal agencies as first-order test of the concept. Differently from previous studies that focus mainly on balanced growth path outcomes, we also analyze the transitional dynamics of our model economy by using a finance-extended Uzawa-Lucas framework where financial intermediation affects both human and physical capital accumulation. We show that, under certain rather general conditions, economic growth may turn out to be non-monotonically related to financial development (as suggested by the most recent empirical evidence) and that too much finance may be detrimental to growth. We also show that the degree of financial development may affect the speed of convergence, suggesting thus that finance may play a crucial role in determining the length of the recovery process associated with exogenous shocks. It acts as a catalyst for transition in all aspects of our lives. With this transition occurring at present, the traditional models of our society and economy are being challenged on a daily basis. Solutions provided by technology are becoming more accessible and commonly implemented in everyday practices. The presence of innovative companies, SMEs and RD however, it is worth to highlight that besides these elements, the role of the government and the public sector should also be accentuated. The competitiveness of the region can also be improved by focusing on providing redefined services tailored to meet the needs of citizens of a new, digital era. With digitalization, there is an opportunity for governments to be more in terms of inclusiveness, transparency and trustworthiness, hence operating in a more effective way than before. Drawing on the work of economists, political scientists, sociologists, and anthropologists, we examine seven policy categories: (1) rewards and penalties; (2) monitoring; (3) restructuring bureaucracies; (4) screening and recruiting; (5) anti-corruption agencies; (6) educational campaigns; and (7) international agreements. Notably, rigorous empirical evaluation is lacking for the majority of commonly prescribed anti-corruption policies. Nevertheless, we find growing evidence of the effectiveness of policies based on monitoring, including anti-corruption audits and e-governance. In addition, adequate civil service wages seem to be a necessary but insufficient condition for control of corruption. An emerging skepticism regarding the effectiveness of anti-corruption agencies also is apparent in the literature. Dabei hatten insbesondere die baltischen Staaten in der Vorkrisenzeit mit für europäische Verhältnisse ungewöhnlich hohen Wachstumsraten Hoffnungen auf den Abbau des Wohlstandsgefälles geweckt. Doch eine nachlassende Wachstumsdynamik in den baltischen und polnischen Ostseeregionen während der Nachkrisenzeit bei einem kontinuierlich hohen Wachstum in den hochentwickelten nordischen Metropolregionen zeigte eher die Grenzen der wirtschaftlichen Konvergenz auf. Nur eine wirtschaftliche Konvergenz mit den vergleichsweise armen und wenig dynamischen deutschen Ostseeregionen oder mit ländlichen Regionen der nordischen Staaten erscheint aufgrund der bisherigen Entwicklung möglich. So ist etwa ein erfolgreicher Aufholprozess der Transformationsregionen gegenüber der deutschen Ostseeregion Mecklenburg-Vorpommern vorstellbar.<br><br>Die Wohlstandsunterschiede lassen den Ostseeraum als eine Zweiklassengesellschaft mit reichen Regionen im Norden sowie ärmeren Anrainern vornehmlich im Süden und Südosten erscheinen. Dahinter verbergen sich deutliche Unterschiede in der wirtschaftlichen Leistungsfähigkeit, die hier mit der Arbeitsproduktivität und dem Innovationsvermögen der Ostseeregionen gemessen wurde. Aufgrund dieser wirtschaftlichen Heterogenität kann eine wirtschaftliche Integration der Ostseeregionen auf Augenhöhe nur als ein unrealistisches Ziel angesehen werden.<br><br><b>English Abstract:</b> In this paper it is analyzed to what extent economic convergence in the Baltic Sea Region (BSR) seems to be possible and whether the economic foundations and interfaces for a regional integration perspective within the EU exist. By means of appropriate regional indicators, the economic development of the BSR is examined and their economic potential is outlined. Due to the economic heterogeneity and the wealth gap at the BSR, an economic integration of the Baltic Rim regions at eye level appears to be an unrealistic goal. Nevertheless, there can be a common interest in an outward-oriented Baltic Sea cooperation with a limited integration perspective.
