The data was collected from the papers published by local researchers, official documents available at the ministries and agencies web sites and other printed materials. Qualitative data for this paper was taken from the series of individual interviews with public officials and evaluators (conducted 200–2010). The data was supplemented with quantitative data from the survey about the scope and significance of evaluation in Lithuania (conducted in 2010). It was found that monitoring system was weak designed and required significant reinvention. The reinvention of the monitoring system will built base for the future evaluation of the results. Brady, Haorong Shao","doi":"10.2139/ssrn.3882623","DOIUrl":"https://doi.org/10.2139/ssrn.3882623","url":null,"abstract":"In this paper, we aim to assess how the presence of oil rigs and the associated economic spillovers affect political support for the business- friendly party assumed to be the Republicans for our purposes. We analyse the state of North Dakota from 2000-2016 due to its oil boom beginning in 2006, taking the support of the Republican presidential candidate by county, and the presence of oil to be the basic empirical strategy. The specific strategy we used was conducting a difference-in-difference (diff-in-diff) analysis comparing the western half of the state where the oil rigs are located to the eastern half of the state where there are no oil rigs. We find that oil rigs and their presence do have a significant result on the support for Republican presidential candidates in elections post-2008. We conducted a minor extension where we conducted analysis on whether or not the presence of oil spills counteracts the effect experienced by the spill. This study's main objective is to unravel the experiences of local differently abled public servants. Further, assess the dimensions of their work life based on the principles of Person-in-Environment theory, including material well-being, interpersonal relations and social inclusion, personal development, and self-determination/actualization. This study used the qualitative-descriptive method to describe and clarify human experience as it appears in people's lives. In addition, this study was conducted in the Local Government Unit of Carmen and employed a homogenous group sampling. Participants are differently abled employees in the locality served for at least six (6) months to a year. The researchers designed an interview-guide questionnaire that elicits the dimensions mentioned above. The result has shown that seven (7) emerging themes can be extracted from the work life of differently abled public servants. The first theme is the unstable employment of the participants. Another theme derived from this study is the existence of job insecurity in the sector. The study also revealed that differently abled government employees experience work impediments and work environment plight in their work life. Lastly, the study revealed the lessons and insights that we can derive from their work lives. We examine this claim in the context of multiple waves of US performance management reforms: the Government Performance and Results Act of 1993, the Program Assessment Rating Tool (2002-2008) and the GPRA Modernization Act of 2010. Using four waves of federal employee surveys spanning 17 years, we measure reform success as employees‟ purposeful use of performance data as a result of being exposed to routines embedded in the reforms. We find that the legislative-led GPRAMA is associated with more purposeful data use on aggregate, while the PART executive reform succumbed to a partisan pattern of implementation. However, CPB activity can have negative dynamic effects on market structure and the ensuing risk of bid rigging, distort competition for future public contracts, and reduce the resilience of the procurement system and the supply chains on which it relies by depleting the supplier pool. It can also generate excessive risks and result in unsustainable procurement systems. The emerging evidence of the failure of the UK’s centralised healthcare procurement system to react to the COVID-19 pandemic is the canary in the coalmine. \u0000 \u0000Against this background, this paper undertakes a comparative survey of the oversight of CPB activity from the perspective of market competition and SME participation in selected EU jurisdictions and the UK. The analysis shows emerging national practices that increasingly subject CPB activities to competition scrutiny, to judicially enforced limits and to increasing requirements of market engagement and consultation. It also shows a clear prominence of SME concerns in the CPB context. However, there is still limited awareness at national level of the medium- to long-term negative effects of (excessive) CPB reliance and most current checks and balances are still rather static. The United Nations Convention Against Corruption (UNCAC) requires member states to establish structures and frameworks for assets disclosure by public officials. This is an accountability mechanism geared towards enhancing good governance and the fight against corruption across the continent and within the African states. Globally, African countries have maintained a conspicuous lead in the ratification of UNCAC and subsequent establishment of wealth declaration systems. Despite continued implementation of these frameworks in the pursuit of public sector accountability, corruption and low levels accountability in the public sector remain a dominant challenge in most African countries. This raises the question of the effectiveness of the wealth declaration systems including their design and mode of application.
