I will assume that human nature does have substantive referents using the insights of modern cognitive sciences. I will also assume that not only science but also texts and stories can illuminate the constancy of certain attributes of human nature. In particular literature has the capacity to engrave knowledge by uniting the cognitive and emotional dimensions of comprehension. As modern cognitive science and literature studies demonstrate, story telling has the ability to claim attention, engrave knowledge with cognitive and emotional power and provide a forum to expand reflection and possibilities of understanding. Engaging stories bond human minds at multiple levels and permit persons to learn new details and insights about life and themselves. Strong narratives can transform people’s understandings of the world and possibility. Stories also augment people’s theories of mind that enable them to understand other people and actions. The paper examines Shakespeare’s observations about the qualities of persons involved in politics and the tensions that arise between Shakespeare’s models of action and the demands that public service and leadership place upon individuals. This study expands the existing debate by shifting its theoretical lens to subnational heterogeneity in satisfaction with government performance and incumbent support. Existing accounts suggest that local political and social contexts are likely to condition citizens’ perceptions of government performance. Since satisfaction with public services is driven not only by policy outcomes but also by the processes involved in decision making, the presence of stronger and denser voice and accountability mechanisms in small local units that increase citizens’ sense of the ability to influence local outcomes is likely to translate into higher satisfaction with government performance independent of the outcome itself. Using an original panel dataset containing detailed information on education and health investments and electoral outcomes in Turkey, I find that particularly health investments have a positive, yet delayed e↵ect on the vote share of the incumbent government. However, consistent with the theoretical expectations, this positive effect is limited only to small districts. A crucial contribution of this study is that the effect of public services on incumbent support is not uniform. {"title":"World Bank Policy Lending and the Quality of Public Sector Governance","authors":"Lodewijk Smets, Stephen F. The World Bank’s Country Policy and Institutional Assessments (CPIA) are used to measure the latter, the study considers only policy conditions targeted at improvements in those areas. The analysis uses a comprehensive country-year panel data set of aid receiving-countries and finds a significant and inverse U-shaped effect of public sector conditions on the quality of public sector governance. For most observed values in the data, the impact is positive, but it turns negative beyond a value of 80 conditions. At that point, the predicted CPIA score is about 0.25 point (0.3 standard deviation) higher than with zero conditions. For most observations, the number of cumulative conditions is below 80, so the estimated effect of more conditions is generally positive. The analysis corrects for potential endogeneity and shows that the results are robust to sample restrictions, the use of an alternative governance measure, and the inclusion of an extended set of control variables. Falsification tests are also consistent with a causal interpretation from conditions to quality of public sector governance. The paper shows that conditions related to public financial management and tax reforms are more effective than those related to anti-corruption or civil service and administrative reform, where progress requires changing the behavior of a larger set of “deconcentrated” actors. Предлагаемая модель исходит из необходимости создания единой системы государственного учета и предполагает установление единых требований к государственному учету прав на получение информации и документов по межведомственным запросам и единого порядка организации такого государственного учета.English Abstract: In the Russian Federation in a fairly short period of time a unified system of interagency electronic interaction was established and is now functioning . However, the practice of submission of documents and information concerning interdepartmental requests the provision of public and municipal services demonstrates the need for qualitative improvement of electronic document management system.The work developed and introduced a new integrated model of organization in the Russian Federation of interdepartmental information interaction in the provision of public and municipal services, including the design of a uniform procedure of information exchange at all levels of government.
