Des aspects de collégialité dans le fonctionnement du gouvernement grec: Le cas des gouvernements de coalition à l’époque du Mémorandum (Collegiality in Government: Alliance Cabinet Formation Under the Greek 'Memorandum')

French Abstract: Le gouvernement est l’institution competente pour la prise de decisions et la surveillance de la mise en application du programme gouvernemental. L’œuvre de coordination du Premier ministre devient difficile quand il s’agit d’un gouvernement de coalition constitue de nombreux membres, separes d’un fosse ideologique. Le Conseil des ministres a cesse de jouer son role constitutionnel, de formuler la politique generale du pays, et ce sont des reunions informelles qui ont substitue aux organes competents. La qualite au sein de la gouvernance est un processus complexe avec des dimensions politiques, necessitant quand meme des conditions administratives et organisationnelles pour son succes.English Abstract: Government plays the most crucial role in modern governance in Greece, as in most parliamentary systems, shaping the general policy of the country, taking decisions thereof and overlooking their implementation in various spaces of public policy. The Prime Minister on his part assumes a preponderant position in government, especially since the constitutional reform of 1986 which brought about a significant reduction of the competences of the President of the Republic.The present paper addresses the issue of the extent of collegiality and coordination in the functioning and operation of alliance governments formed after the acceptance of the Memorandum of Understanding that was agreed between the Greek government and the lending institutions (European Union, European Central Bank, and the International Monetary Fund).
