Based on a survey of a representative sample of Italian residents (N=894), we find that respondents who are positively surprised by a given hypothetical extension (i.e. the extension is shorter than what they expected) are more willing to increase their self-isolation. In contrast, negative surprises (extensions longer than expected) relate with a lower willingness to comply. In a context where individual compliance has collective benefits, but full enforcement is costly and controversial, communication and persuasion have a fundamental role. Thirty-five research articles published in Public Administration Review since 2009 refer to the concept in their title and abstract. But the concept is rarely defined in these articles. There is also a common practice within these articles of misclassifying non-citizens as citizens. There is good reason to believe that citizenship status has an influence on behavior and attitudes toward government. Therefore, misclassification may affect the reliability and generalizability of research findings. {"title":"Government Size and Quality of Governance: Does State Size Matter?","authors":"Primož Pevcin","doi":"10.25103/IJBESAR.133.01","DOIUrl":"https://doi.org/10.25103/IJBESAR.133.01","url":null,"abstract":"Purpose: Small state studies has emerged as a discipline, and this discipline has been initially dominated mainly by the issues of vulnerability and a lack of capacities of small states, although these issues have been gradually replaced by the discussions on the potential opportunities of small states, not just their challenges. Within this framework, the consideration needs to be done also on the effect of the state size on the economics, governance and public management, among others. Design/methodology/approach: The current theorizing in small state studies focuses on the specifics of the small economy modelling and governance. The existing economic literature has occasionally stressed the relations between the size of the state and size of government, but with rather mixed empirical results. Moreover, relations between state size and quality of governance has also been emerging issue. This study would like to integrate both approaches. The empirical research utilizes cross-national comparative investigation based on the data for 44 European states; and we specifically assess, in addition to the existing approaches, how budgetary and non-budgetary scope of government differentiates among smaller and larger states. Findings: The results of the study suggest that the effect of the size of the state does not necessary favour larger states in respect to the smaller size of government and quality of governance. Thus, although potential scale economies matter regarding the public services’ provision, the structure of spending, institutional context, and innovations in public service delivery modes also have the role in shaping scope and functions of the government, whereas quality of governance seems to be independent regarding the state size, at least in the European context. Research limitations/implications: Analysis is limited to the cluster of European states, and the results should be interpreted within this context. Originality/value: After the World War II the number of states has increased substantially, in fact, it has tripled. We are currently living in the era of small states, as more than one third of the existing two hundred and more states around the globe are actually small, if we assess the multiple criteria combination. So, the movement of public financial flows should be controlled not only by participants of the budget process, but also by the society. The purpose of the study is to assess the level of awareness of citizens and of their involvement in the process of managing the movement of public financial flows. In the process of the study, a group questionnaire method involving Google Docs was used. According to the results of the questionnaire (1580 citizens from 13 regions of the Russian Federation), despite the formation of an extensive regulatory field focused on ensuring the openness of the budget system of Russia and the development of tools designed to ensure the availability of budget information for all interested parties, the level of citizens' awareness and their involvement in the process of control of the public financial flows movement remain low. Instruments aimed at increasing the level of citizen involvement in managing the movement of public financial flows and publicity of management are used formally, mainly to meet the requirements of ensuring the openness of the budget adopted in the international community. The aim of this paper is to give an overview on the issues of the sustainable development and to outline its link with good governance. The paper adopted a conceptual approach to elucidate how sustainable development in Nigeria could be achieved if good governance is factored into relevance by the leadership of the country at all tiers of government. In a society still in search for solutions for sustainable development, good governance has always been recognized to be a critical tool for advancing sustainable development and a crucial element to be incorporated in sustainable development strategies to cope with the development agenda. Sustainable development argues that the current use of resources should minimize the level of harm to the future use of resources. Governance is capable of common sense and the versatile planning that is required for sustainable development in Nigeria. Good governance’ is recognized as a complex and multidimensional concept that incorporates a guiding philosophy or set of operating principles, a preferred process or way that people interact with each other, and a desired situation or outcome. The partnership between government, civil society and science offers useful insights into the attributes of good governance and the way that this underpins and facilitates prudent resource management. The success of governance in any organized political system is determined by the quality and quantity of change brought about by such governance, which means that the development of any organized political system is determined by the quality of leadership in government. Faster growth (average growth) occurs during an economic leader's first year (entire tenure), primarily through investment. When focusing on close elections which “quasi-randomize” economic leadership, I find a large effect that is robust controlling for a leader's advanced education. Investors seem to hasten their activity in anticipation of their economic leader's eventual reduction of the top personal income-tax rate. There have been several investigations into post-NPM public governance models and their impact on public sector reform. Yet, the research problem faced when analysing post-NPM literature is the lack of studies examining the multitude of possible public governance models (PGM) with sufficient comprehensiveness, especially in Central and Eastern European (CEE) states. In order to effectively address the research problem, a bibliometric analysis was performed, following three objectives: (i) an investigation into the evolution of PGM literature, (ii) identification of the core publications and authors based on publication frequency, and (iii) a citation network analysis (a historiograph), indicating the relations among the most-cited publications. It involved the identification of 16,374 publications in the Web of Science database, narrowed down to the 100 most cited between 1994 and 2017, and the application of the HistCite bibliometric analysis software, covering descriptive statistics, bibliometric indicators, and historiographic citation analysis. The research results reveal a growing research interest in the topic, as supported by bibliometric indicators. In addition, important differences as regards coverage and diffusion of individual post-NPM models are indicated. Namely, most publications focus on the ‘governance’ paradigm and subsequent critical rethinking, as indicated by several post-NPM modernisation proposals. Furthermore, we have shown that such evaluation of governance and related doctrines may be biased in favour of subjective, pluralistic Western ideas about governance, presumably limiting their impact within the CEE and several other regions.
