All these prerequisites for the formation of the structure of information society in the Russian Federation are manifested at historically large scale. The problem solution of digital transformation at the national and regional level requires the development and implementation of appropriate strategies. Some have already been implemented and provide an opportunity to study their applicability. Others are theoretical developments with differentiated input data. The article examines global trends in the digital transformation of the economy and social environment, studies the foreign experience of developed countries, analyzes the features of the consistency of Russian national and regional strategies for the digitalization of public administration. An overview of Russian and foreign experience in digital technologies in public administration is made, their impact on the existing environment, the strengths and weaknesses of appropriate strategizing are analyzed. The aim of the study is to analyze the impact of various aspects of digitalization on the strategizing processes. In the course of the study, strategic planning documents were analyzed in the field of digital transformation of public administration. Trends in the introduction of digital technologies into the activities of public and private organizations were identified. The current problems of strategizing the digital transformation were revealed, taking into account the diversification factor of the Russian regional economy. The results of the study were obtained on the basis of statistical data from Novosibirsk region, appropriate ways to improve the efficiency of digital strategizing processes were proposed, and directions for further research were indicated.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. {"title":"Public and Private Partnership in Ensuring Sustainable Development of Russian Regions: Current State, Problems and Prospects","authors":"I. Shor, V. The paper draws conclusions about significant achievements in the field of sustainable development of the regions of Russia, obtained through the use of public and private partnership. As an example, the high results in healthcare and ecology achieved through public and private partnership are presented. Based on the identified organizational, economic, financial, and legal issues of public and private partnership in healthcare, practical recommendations for their elimination are given (development and implementation of a federal model and uniform standards for the implementation of public and private partnership in healthcare at the regional level; development and application of economically sound ways to ensure the return on investment due to income from the guaranteed flow of patients and the tariff of compulsory medical insurance, etc.). With regard to public and private partnership in ecology, conclusions are drawn about the need to improve legislation in the regulating directions of public and private partnership models, developing methodological, informational and other support for public and private partnership, taking into account the specifics of environmental science. The mentioned above, together with the analysis of the structure of the Russian public and private partnership market, allowed us to identify the principles of sustainable regional development based on public and private partnership (compliance, transparency, stability, etc.), as well as growth points (formation of a systematic approach to the development plans of public and private partnership, increase in information openness of sustainable public and private partnership projects, etc.) and public and private partnership prospects (in particular, due to the need to improve the quality of urban infrastructure and the development of digital technologies). The methodological basis of the study was the general scientific method of dialectical cognition of economic and financial phenomena. The methods of analysis, synthesis, expert evaluation, etc. are used in the article. The article emphasizes the need to intensify efforts to build interregional links in order to achieve the common goals and objectives of social and economic development of the regions that are facing each of the constituent entities of the Russian Federation. It is suggested to analyze the values of the main indicators of the development of territories not only as a separate region, but also in terms of their influence and contribution to the development of the macroregion. During the study the current situation in the regions of the Russian Federation (by federal districts) was assessed. Such methods of research as analysis and comparison of key social and economic indicators together with legal acts of some regions of Russia were applied. At the same time, the paper touches upon international experience in the development and implementation of successful projects in the framework of “mega-regions”. Besides, the practice of interregional projects realization in Russia is being assessed. The main purpose of the work is to study the management of the region’s development through a set of measures used in the territory of a single constituent entity of the Russian Federation alongside with taking into account the possibilities for interregional cooperation, which are provided by the macro-region. The expediency of making changes to the existing laws and regulations, as well as the introduction of platforms of digital technologies for the coordinated management and development of the regional economy, is mentioned. {"title":"Development of Local Self-Government in the Agenda of the Decade (Notes from the 19th Strategic Planning Leaders Forum)","authors":"E. Buchwald, O. Valentik","doi":"10.15688/re.volsu.2022.1.3","DOIUrl":"https://doi.org/10.15688/re.volsu.2022.1.3","url":null,"abstract":"Despite many unfavourable conditions, in October 2021 it became possible to hold the next scheduled the 19th Strategic Planning Leaders Forum in Saint Petersburg in person and in full scale. In 2021, the key topic of the forum was “Strategic Planning Leaders Forum of the Regions and Cities of Russia: Reality 2020 and Agenda for the Next Decade”. Although the theory, methodology and practice of strategic planning remain the key object of discussions at the forum invariably (for almost 20 years), the approaches for the analysis of this topic at the forum do not remain unchanged. Strictly speaking, two stages can be distinguished here: before the adoption of Federal Law No. 172 on strategic planning (2014) and the entire subsequent period. At the first stage, the provisions which we would like to see in the law on strategic planning were mainly discussed. At the second stage, issues of implementation of this law, ways to ensure the relationship of strategic planning documents and the capacity of its “power vertical” moved into the spotlight. However, it was impossible not to notice that already at the 2019 forum, many key issues of methodology and practice of strategic planning began to be postponed. This shift was even more typical for the full-time part of the 2021 forum. The discussion mainly focused on issues of a private nature, i.e. issues that are no less important, but still clearly do not take into account the fullness of the problems of strategic planning practice in the conditions of growing uncertainty, especially in the context of the “agenda” of the coming decade. Frankly speaking, in many positions this “agenda” was not particularly clarified at the forum, which is naturally related to the specifics of the social and economic situation in the country at the turn of 2020-2021. The article presents a description of the content of the strategy under consideration, its main parts, including an assessment of its financial and economic support and sources of financial resources. A brief overview of the achieved goals of social and economic development from the implementation of the previously existing strategy (strategy until 2025) is given, a comparative analysis of some elements of the strategy until 2025 and the new strategy until 2030 is carried out (main goal, strengths and weaknesses of Volgograd region, target scenarios and development priorities of the region). The author’s opinion appeared in relation to certain provisions of the strategy until 2030, including the presented analysis of adverse factors for the development of the region, approaches to the formation of target scenarios for the development of the region. A number of assumptions written in by the strategy until 2030 were critically assessed by the authors (potential to achieve the general goal, growth rate of the gross regional product, achievement of zero total population growth, consistency of tasks, activities and indicators according to the development priorities “Population, social services and a healthy lifestyle”, “Health care”, “Construction, housing policy and urban environment”, “Investment development”, “Transport infrastructure”). This influence of road infrastructure is of a rental nature and is a rental factor, and there were factors that affect both the road infrastructure and agriculture, such as terrain conditions (steep slope) that do not allow any agricultural activities and hinder road construction. It is possible to assess the influence of the road infrastructure by means of zoning of geographic information systems. The article studied the districts and urban areas of Krasnodar Krai, including the analysis of the share of suitable land for row farming and the ratio of cultivated areas to the area of land actually suitable for agriculture in terms of geomorphology. The share of the area of the districts involved in the production of crop products in the agriculture of Krasnodar Krai was also determined. The ratio of the total inter-settlement roads to agricultural land and the total productivity of agricultural land were determined. Based on these data, it was revealed that the productivity of agricultural production depends on transport infrastructure. Taking into consideration all factors mentioned above public authorities could decide to improve the efficiency of land use, and agricultural producers can increase economic efficiency as well.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The specificity of sugar production is expressed in its high dependence on producers of beet raw materials, as well as in the presence of a significant amount of various types of waste, faces many problems of sustainable development in the sugar industry. The purpose of this article is to identify strategic factors for the sustainable development of sugar production, taking into account the challenges and threats of the new reality. In the study of strategic factors of sustainable development of the sugar industry, the authors identify demand factors and supply factors, as well as risk factors and stress factors. It is proved that the main threat to the sustainable development of the sugar industry is currently expressed in the risks of breaking supply chains in the conditions of the crisis caused by Coronavirus. This study focuses on the risk of stability reduction of the supply of beet raw materials. This risk is directly connected with the level of development of beet production in the region. As a result of the analysis, it was revealed that a decrease in the cultivated areas of sugar beet in the Southern Federal District is a stressful factor in the development of sugar industry. To solve this problem, state subsidies are proposed for projects for the development of abandoned agricultural land for beet cultivation. The solution of the problems of environmental sustainability growth of sugar production is associated with the circular economy models. It is concluded that the strategic factors of sustainable development of sugar industry in the South of Russia are directly connected with technological innovations in the agro-industrial sphere of the region, the implementation of which is largely determined by the level of state support for the industry.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. Perm Krai has the necessary potential to increase its competitive advantages as a center of tourist and recreational services among the regions of the Volga Federal District, since it is consistently among the top three regions in terms of financial and economic indicators of sanatorium treatment. According to expert estimates, this direction will recover at more quickly accompanied by state support measures. However, with the continuing risks of restrictions the need for strategic planning of this activity increases significantly. The article presents the competitive advantages of tourist and recreational industry of Perm Krai. The study used general logical research methods, system and situational approaches, simulation of economic processes. The analysis of the problems of tourism development of Perm Krai is carried out, the limitations and promising directions of its further growth are determined. A model of tasks and solutions for the development of promising tourist territories is presented, which allows to situationally assess the state of tourism in the region, the dynamics and results of its development, as well as make changes to market regulation, if necessary. Further development of scientific research in this area should be associated with the adjustment of existing tools and mechanisms at the regional level to situational problems of the functioning of tourist and recreational industry of Perm Krai. It examines the progress and results of one of the key events of the forum and it is the Competition of municipal strategies “The best implemented strategy in the Arctic region”. Severodvinsk (Arkhangelsk Oblast), Dudinka (Krasnoyarsk Krai), Apatity and Kandalaksha District (both Murmansk Oblast), Oleneksky Evenki National District, Tiksi (both Sakha Republic (Yakutia)), Usinsk (Komi Republic) and Shoinsky Village Council (Nenets Autonomous Okrug) reached the final of the competition. According to the results of the competition, the suggestions for of the cities of Severodvinsk and Dudinka were recognized as the best strategies. The article provides brief characteristics of the content of strategic documents and the speeches of participants of the competition, as well as comments of the jury members. The lessons of the competition are phrased in two aspects. First, the elements of the best practice of strategic planning in the Arctic municipalities are identified. It was revealed that for the success of the strategy implementation, such factors as scenario development remains important, which allows taking into account the variability of the external environment on the long-term planning horizon; control of results, involvement of the local community and monitoring, visual and convincing demonstration of results, including “quick wins”; involvement of the local community, business, media, population and key stakeholders into the development and implementation of the strategy. The second aspect it is the assessment of the results of the experience of holding several competitions of municipal strategies, of the technology of organizing competitions which was given. The research methodology is based on the theoretical provisions of regional economic science, dialectical and systemic approaches, economic and statistical, specifically comparative, comparative and content analysis, the use of methods of logical comparison and expert assessments. The features of spatial development, which are typical for the regional level and affect not only the state and prospects of the constituent entities of the Russian Federation and federal districts, but also the entire national economy of Russia, are analyzed. The Far Eastern Federal District is a dynamically developing macroregion with a potential for economic development, which was chosen as the object of research. Based on specific material, the reasons for the differences in the social and economic situation of its constituent regions are revealed, their key macroeconomic indicators are analyzed. The starting point for the analysis is the assumption that the transformational changes in the national economic system of Russia caused by the consequences of the global pandemic crisis naturally affect the functioning of industries and territories in a spatial aspect. The expediency of application of a systematic approach to the analysis of all components of the economic subsystem of the Far Eastern Federal District is substantiated. The factors affecting the territorial and sectoral structure of the economy of the constituent entities of the Russian Federation within the Far Eastern Federal District were identified. This made it possible to present the drivers of economic growth and make suggestions in the optimization of the relationship of all economic entities within the administrative and territorial entities that have distinctive characteristics and essential features. Recommendations for the improvement of the economic and financial condition of the Far Eastern regions, achievement of a balance of subnational budgets were formulated.
