The transfer of individual business processes to outsourcing allows you to expand the scale of production and ensure its modernization without a significant increase in costs. However, outsourcing not only improves production efficiency but also contributes to the sustainability of the automotive industry. The purpose of this article is to study the impact of outsourcing in various parts of the value chain of the automotive industry on the sustainability of its development. In addition to the traditional approach that defines three components of sustainable development (economic, social, and environmental), in this study we also analyze the technological one, which characterizes the possibilities of using innovative technologies to achieve sustainable development goals. SWOT analysis was used as a research tool. As a result of the study, the opportunities and risks of outsourcing in various parts of the value chain in the automotive industry were identified. The characteristics of environmental factors are given in terms of how they contribute to the development of outsourcing in the automotive industry. It is concluded that outsourcing in the automotive industry contributes not only to the development of the Chinese economy but also to those countries in which outsourcing work is carried out.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. In the current macroeconomic conditions, Russia’s territorial potential should be used more efficiently. There are examples of successful practices in government regulation of territorial development using various tools. The best result can be found in the implementation of federally targeted programs, strategies, and projects that have clearly defined goals, stages, and results. A qualitatively different conceptual approach should be applied to the development of regions’ economies that are depressed, which will allow a systematic assessment of the potential and prospects for both primary and alternate specializations. In the Republic of Adygea, the strategy is being realized with the priority of innovative restructuring of production, which affects sufficiently quick effects that are necessary from the point of view of social and economic development. The choice of optimal tools can speed up the appearance of planned results while assuming a broader view of the region’s economy, which may be an element or part of a better organized system. The main research methods are formal, i.e., logical, system, cluster analysis, network, and project approaches. The main directions for stabilizing the financial and economic potential of the Republic of Adygea are studied. The main tasks of strategic management for the social and economic development of Adygea are presented. Innovative tools for the strategic development of the region are shown. It is concluded that great importance is attached to the realization of regional projects, the development of sustainable production, and market relations in the context of integration in key areas of production and services that make a significant contribution to the GDP of the region. The changes in the Russian economy (pandemic of COVID-19, digitalization, high volatility in global markets, increased sanctions pressure) not only create barriers to the activities of agricultural producers but also open new opportunities for improvement. In the article, attention is paid to the study of economic research on the conceptual apparatus of government support for agriculture. The conclusion is drawn about its immature character because of the constant response of scientists to current events in the economy, which manifests itself in the emergence of new approaches to the definition and the permanent modification of existing ones. The variability of definitions of “government support of agriculture” presented in the study made it possible to concretize the goals that lead to the need for government support of agriculture and the set of ways to achieve them. It should be recognized that the industry has fairly low financial autonomy. The presence of financial resources (credit resources) is the basis of the activities of agricultural producers. The source of such resources is the financial and credit infrastructure of agriculture. Despite serious challenges, the industry has demonstrated stable results, and the main principle in the coming years should be the consolidation of this trend. Key directions for agricultural development in the region will continue to be the imperatives of government support and the new isolation of economic and political activity in the country. In general terms, the infrastructural potential of tourist destinations is understood as a set of conditions for the transfer and accommodation of tourists. The methodological basis is an integrated approach to the concept of “infrastructural potential,” comparative geographic analysis, geoinformational modeling, and cartographic modeling. The integrated character of the paper is manifested in the identification of components of infrastructure potential, such as territorial factors, the potential of the population, the provision of collective accommodation facilities, and the state of transport infrastructure, the analysis of which is based on official statistics for the period 2002–2022. The territorial units for studying the infrastructure potential are the administrative districts of the Volgograd region; thus, comparative and geographical principles are used. To identify the spatial features of the development of tourism infrastructure using geographic information systems, the cartograms were constructed and analyzed, which illustrate the location of tourist and recreational enterprises and the tourist and recreational attractiveness of administrative districts of the region. The methods and statistical data used made it possible to reveal the uneven development of the tourist infrastructure. The districts of the Volgograd region were ranked according to the degree of tourist attractiveness: low one had 20 districts, medium one had 12 districts, high one had 1 district (Sredneakhtubinsky), and the city of Volgograd had the highest attractiveness. In spatial terms, the main axis of the development of tourist infrastructure was identified, including 7 administrative districts located along the right bank of the Volga and confined to the Volga-Aktuba flood plain; some border areas, Kotelnikovsky, Uryupinsky, Serafimovichsky, and Pallasovsky, have an medium tourist attractiveness. The majority of the districts in the center of the region and the left bank of the Volga have a low tourist and recreational attractiveness. A component-by-component analysis and a capacity assessment of the potential of tourist destinations, especially in the context of administrative regions, make it possible to identify the leading factors in the territorial development of the tourism and recreational spheres and to develop tourism and recreational systems in the future.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. {"title":"Geodemographic and Migration Processes in Astrakhan Region: Trends of the First Quarter of the 21st Century","authors":"Sergey J. In the quantitative and spatial dynamics of the population in the region, three major periods with significant differences in indicators of natural reproduction and migration activity (early – mid 2000s; late 2000 – mid 2010s; the second half of the 2010s – early 2020s) were identified. The features of the demographic dynamics of various districts of the region are shown, due to the national structure and the dominant vector of migration circulation in the local population. Throughout the post-Soviet period, there was a stable inverse correlation between the share of Russians in specific territorial communities and the level of their natural decline. The scale and vector of migration dynamics in the population of cities and districts were determined by the distance to the regional capital and the general standard of living in the region. It was found that a long period of demographic equilibrium (fluctuations from 980 thousand to 1,020 thousand people) was replaced by a steady depopulation of regional territory. This process is associated with the gradual shift of the Astrakhan region in the 2000s–2010s to the group of demographically disadvantaged regions of southern Russia. The central role in this trend is played by a combination of growing natural losses and large-scale migration outflows outside the region due to the reduced standard of living and social and economic development of the Astrakhan region. Accelerated rates of depopulation in the region are likely to continue in the near and medium term. By 2035, its demographic potential may be reduced to 860–875 thousand people. This negative trend implies a significant increase in the measures taken by regional authorities to mitigate the demographic problem.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. Digital technologies increase the flow of contactless appeals to the regulatory authority and encourage the process of interaction with taxpayers. The purpose of this study is a scientific and practical analysis of the specifics of the information resources used in control measures as well as the prospects for further development and application of information and telecommunication technologies to improve the effectiveness of tax control. As a result of the study, internal and external sources of tax control information are identified, sources for the creation of taxpayer profiles are given, and the electronic services demanded by tax authorities are reflected. A wide variety of electronic services offered by the Federal Tax Service of Russia and applied information and telecommunication technologies allow the taxpayer to use various programs that facilitate interaction with tax authorities. The main features and advantages of the Kontur-Extern program are presented. A scheme for digital information exchange between an enterprise and a specific division of the Federal Tax Service of Russia was developed, which will expand the possibility of information and analytical support for tax administration to improve the security of an enterprise. The economic sector of small and medium-sized businesses is the system that creates a competitive environment. Its development contributes to the economic, social, and political stability of society and the state. The COVID-19 pandemic, as well as subsequent sanctions, had a significant negative impact on small and medium-sized businesses, which especially needed state support during the crisis. The purpose of the article is to analyze measures to support small and medium-sized enterprises in the face of sanctions pressure. In the context of the sanctions and pandemic, ways to support enterprises were represented by the introduction of parallel imports of goods, the simplification of settlements with foreign partners, and the provision of the opportunity not to pay for patents to foreign counterparties. However, in the region, there is negative information about both the number of small enterprises and the number of people employed in them. The reasons were the general economic situation, lack of financial support, informal employment, low effective demand, low investment activity of businesses, the search for personnel for the production process, and the lack of information about government support measures. Measures to improve the situation in the field of small and medium-sized businesses in the Volgograd region are proposed as follows: reduction of administrative barriers; improvement of the taxation system; attraction of small businesses to purchase for government needs; direct financing of their activities; affordable support system; increase of the number of free information and consulting centers; and improvement of legislation in the field of support for small and medium-sized enterprises.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. Agriculture is the most important area that ensures not only the food but also the economic security of the country, which directly affects the level and quality of life of the population. The ongoing sanctions and political isolation of Russia are no less reflected in the agriculture of the regions and from the point of view of food self-sufficiency. In addition, there are transformations that are accompanied by changes in the social structure of villages and organizational and legal forms of rural management. The development of agriculture affects the level and quality of life and the well-being of people in any state. The volume and structure of food, average income per capita, and social living conditions depend on its state. In this regard, effective measures should be taken to ensure the sustainable development of the agricultural industry. The purpose of the paper is to conduct studies of the state of agriculture in one of the North-Arctic regions of Russia, Yakutia, to identify problems and factors that significantly affect the development of its agriculture, as well as to suggest a number of recommendations for measures to improve the situation in agriculture and the development of rural areas. The analysis based on a generalization of state statistics revealed problems about the underdevelopment of the engineering and social infrastructure of agriculture and rural areas and also found that insufficient funds for the development of agricultural industry lead to an annual reduction in agricultural production and the outflow of rural population to cities. The absence of the General Scheme of public administration and the inconsistency of interaction at all levels of government reduce the efficiency of the industry and create a threat to the country’s food security. The authors analyzed various approaches to strategic management of tourism resources and identified current trends and contradictions. The conceptual provisions for strategic management of tourism development in the region based on subject-object and systemic approaches are presented. The methodological basis of the study is presented by the results of research by domestic and foreign specialists, in which a comprehensive analysis of the conditions and specifics of strategic management of regional development with the identification of promising opportunities for the integration of relevant innovative methods in the regional social and economic system was carried out. In accordance with this, the following general theoretical and special research methods were applied in the course of the study: statistical analysis, generalization, grouping, systematization, deduction, and induction. The study showed that the methodology for the promotion of tourism resources requires the improvement of strategic management tools, especially in the current context of an increasingly turbulent external environment and the transition to modern methods and models of territorial development. Taking into consideration the two main directions of development of the tourism industry, i.e., external and internal tourism, the following factors of strategic development are expected to be analyzed: the geographical position of the region, the development of transport infrastructure, and natural and climatic features. External factors such as sanctions, pandemics, and other restrictions also affect the formation and development of tourism potential. Thus, in the context of the restrictions caused by the pandemic, domestic tourism grew considerably. Government-supported regional initiatives in the form of the National Project “Tourism and Hospitality Industry” became a strategic stimulus for regional tourism. The purpose of the research is to estimate the index of innovative development in the regions of the Central Federal District of the Russian Federation. The authors analyzed the following main issues: 1) relevance of innovative development of regions in the modern world; 2) analysis of innovative development of the regions of the Central Federal District. The research used various methods as the main ones: analysis and synthesis were used to identify modern forms of innovation structures and emphasize their main characteristics; statistical methods were used to develop indicators characterizing innovative development in the regions of the Central Federal District; grouping methods were used to analyze the innovative development of regions; and cartographic methods were used to display visually the obtained groups of regions according to the index of innovative development. Statistical data were processed using Microsoft Excel and SPSS Statistics. For the analysis of innovative development, the authors offered a system of four groups of economic indicators of assessment: scientific personnel, provision of innovative development, productivity of innovative development, and costs of innovative activity. The data obtained as a result of research allowed for the drawing of a number of conclusions, including the following ones: 1) there is a sharp differentiation in the index of innovative development among the regions of the Central Federal District; 2) the undoubted leaders in the index of innovative development during the period of observation are Moscow and the Moscow region; the outsider is the Kostroma region.
