Use Specificity of Tools for Depressed Regions Development

The article is devoted to the problem of overcoming the social and economic lag of Russian regions, as exemplified by the Republic of Adygea. In the current macroeconomic conditions, Russia’s territorial potential should be used more efficiently. There are examples of successful practices in government regulation of territorial development using various tools. The best result can be found in the implementation of federally targeted programs, strategies, and projects that have clearly defined goals, stages, and results. A qualitatively different conceptual approach should be applied to the development of regions’ economies that are depressed, which will allow a systematic assessment of the potential and prospects for both primary and alternate specializations. In the Republic of Adygea, the strategy is being realized with the priority of innovative restructuring of production, which affects sufficiently quick effects that are necessary from the point of view of social and economic development. The choice of optimal tools can speed up the appearance of planned results while assuming a broader view of the region’s economy, which may be an element or part of a better organized system. The main research methods are formal, i.e., logical, system, cluster analysis, network, and project approaches. The main directions for stabilizing the financial and economic potential of the Republic of Adygea are studied. The main tasks of strategic management for the social and economic development of Adygea are presented. Innovative tools for the strategic development of the region are shown. It is concluded that great importance is attached to the realization of regional projects, the development of sustainable production, and market relations in the context of integration in key areas of production and services that make a significant contribution to the GDP of the region. The necessity of the participation of key enterprises in cluster and network integration, which allows for higher growth rates, is substantiated.
