The purpose of this article is to identify risks and prospects for the development of regional commercial banks in the digital economy. The author explores the concept of a regional bank, analyzes the peculiarities of the activities of regional banks in modern conditions of increasing banking competition. The article analyzes the state and trends of the development of the banking regional sector from the point of view of efficiency increase of their activities. It is shown that the number of regional banks is constantly declining, and a number of constituent entities of the Russian Federation do not have any longer in the structure of their regional banking system banking credit organizations chartered in their territory as a legal entity. The authors concluded that the development of regional banks can be efficient only through the qualitative growth of each individual regional bank, since in quantitative terms this sector of the Russian banking systems will only decrease. As an example the activity of Rostov bank Tsent-Invest and the regional bank of the Republic of Tatarstan Ak Bars Bank are shown, which occupied certain niches in the Russian banking system and fully compete with foreign banks. To identify and assess the current risks of the activity of regional banks specific characteristics of the digital transformation of the banking industry are determined. As the main risks of development, the authors identified the following ones: risk of increased banking competition, on the one hand, and the risk of monopolization of the banking market, on the other; risk of underfunding of financial technologies; information risks and cyber risks; risks of insufficient financial literacy of consumers of banking products and services; risks of customer base reduction. As opportunities for the development of regional banks the use of remote banking services, allowing to attract new customers, expansion of participation in the state programs, emergence of opportunities for the introduction and development of new business models, in particular ESG-banking are identified. The Bank of Russia can provide certain support for the development of regional banks in the context of digital transformation and increasing banking competition by creating and developing nationwide banking infrastructure platforms.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. Keynes is the author of the economic model which made it possible to overcome the Great Depression in the United States. The cornerstone of the theory is income. The regulatory measures of J.M. Keynes start from the fact that the behavior of the population in the long and short term is different. Using the data on the income of the population in the regions of Russia before the crisis and during crisis periods (caused by the coronavirus pandemic) of 2018–2020, the authors test a hypothesis connected with the transformation of behavior models. In particular, the issue of changes in the proportions of savings and consumption of the population in the regions of Russia was studied. To confirm the hypothesis defined in the study, the clustering of regions was carried out, which allows us to draw conclusions about the isolation of more homogeneous groups of regions. The identified five clusters allow us to fully determine the main trends of consumer behavior and confirm the hypothesis set in the study. The results obtained allow us to speak about the relevance of the application of J.M. Keynes’ approaches to this crisis situation. It is also important to speak about the possibility of further research of the policy proposed at the moment which deals with the issues facing the global economy. The calculation of the ratio of the marginal and average consumption rate makes it possible to use the tools of the US economic policy of the early 20 th century in the modern social and economic reality. Using this research, the trends were identified and new threats associated with the virtualization of the economy were identified, which can become a kind of a trigger for a new Great Depression. The most important tasks at the moment are a deep fundamental study and description of the patterns of development of regional economic systems of various types and an analysis of the impact of various negative factors and shocks on their dynamics.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. One of the main objectives of the support was to increase employment in rural areas. In the period 2014–2019, nearly €60 million was awarded to support the development of wine businesses in Hungary. The aim of our research is to examine how labour supply in the Danube wine region, Hungary’s largest wine region, has changed over the period covered by the wine sector development aid. We analysed the spatial distribution and concentration of several groups of potential labour supply in the study area. The Dual-index and the Hoover-index were used to measure spatial disparities. To measure the spatial concentration of jobseekers, we calculated the location quotient and then examined the spatial pattern of the resulting municipality-level concentration values using the Local Moran I statistic, a local test function of spatial autocorrelation. As a result of our research, we identified the spatial specificities of the potential labour pool available in the study area. The results are useful for business decisionmakers planning to expand or reorganise their human resources. In addition, knowledge of the characteristics of the available potential workforce will support the definition of future development directions, in particular with regard to human resource expansion.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The authors identified the regional budgets of the following regions of the Russian Federation as objects of research: Rostov region, Republic of Kalmykia and Orel region. Financial and economic performance of the administration of budgets of these territorial units for the period 2010–2019, which are reflected in the previous article (Part 1) of the authors, were taken as the subject. The purpose of the article is to reflect the features of the practical application of the methodology presented by the authors for the analysis of changes in the financial stability of regional budgets of specific regions against the background of the impact of external economic forces (decrease in world energy prices, sanctions to Russian companies and entrepreneurs). The relevance of the research topic is connected with the demand for a high-quality and objective financial analysis of the budgets of specific regions of the Russian Federation against the background of the general economic crisis affecting all the main spheres of society, as well as negatively influencing economic and social policy, both at federal and regional levels. When making generalized assessments and conclusions about the dynamics of changes in the level of financial stability of the regional budgets of Rostov region, the Republic of Kalmykia and Orel region, the authors suggested a system of indicators characterizing the budget in the following main areas: budget efficiency, financial stability, as well as the balance of the revenues and expenditures of the regional budget. On the basis of analytical research, the authors found that regions characterized as financially stable have the following features: presence of a highquality and well-functioning process of planning and administration of the regional budget; effective use of the potential of region’s industrial resource base; active investment in projects, both promising, profitable, and socially significant. In the course of the study of regions with a low level of financial independence (the Republic of Kalmykia and Orel region), the authors noted that the consistently worsening economic sphere in the Russian economy leads to an acceleration of the rates of the degradation of social and economic situation of the entire region, thereby reducing financial opportunities of the corresponding budget, what consequently results in the decrease in the quality of life of the population of the regions under analysis.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The politicization and overregulation of global infrastructure market negatively affects its growth. The effectiveness of state programs depends on quality of the institutional environment. The paper analyses approaches to the implementation of national programs in China, USA, Great Britain, and Germany. China’s high economic growth rate is due not only to low cost of labor, but also to the fact of joining the World Trade Organization and large-scale infrastructure investments. Successful experience of infrastructural programs’ implementation in the UK is mostly due to the fact that the selection of projects is based on their social and economic significance and is made in accordance with the goals of public policy. Public and private partnership (PPP) is a popular mechanism for infrastructure projects’ financing. However, there are cases of inefficient public and private partnership (PPP) projects. Risks of a private partner may not correspond to the level of required profitability even under conditions of strategic decision making when project is supported by the state. Infrastructural bonds are an effective tool for public and private partnership (PPP) in conditions of a shortage of credit resources for the construction of expensive infrastructural facilities. Risks associated with project implementation can be reduced thank to management quality. Public control encourages the state to evaluate large infrastructural projects in terms of economic benefits and potential environmental, and social consequences. The issues of infrastructural development are relevant for Russian regions. The gap between demand and actual investment is 1.63% of GDP. The study analyzes how effectively traditional media use all the opportunities provided by social networks, and suggests a way to improve media adaptation to new formats of interaction with regional audience. The article analyzes the approaches to the definition and distinctive characteristics of social networks in the social media system, describes the possibilities of social networks in the influence on the audience, identifies the specificity of social media impact on the regional audience in media communities. A content analysis of six media communities was carried out. An analysis of the effectiveness of their impact on the regional audience of the social network was also made. On the basis of the study, a model of effective impact on the regional audience of social networks in media communities is suggested. The model takes into account the content strategy, content list and picturing of posts, interaction with the audience, manipulation, community monetization, visual design and assessment of the community effectiveness. With the help of the proposed model of influence on the regional audience of Russian media, it is possible to improve qualitatively the indicators of the community. It is assumed that the described model will allow establishing friendly relations with the audience and increase the efficiency of achieving the commercial goals of publications through the monetization of the community. The suggested model can be used at the planning stage of creation of a new community, which is suitable for both regional publishing houses and is based on the preferences of the audience of the social network which is identified in the content analysis.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The economic crisis caused by the pandemic is one of the most serious in recent decades. Its global nature is due to the scale of economic and social losses, aggravation of production problems for many industries and enterprises. Like other regions of the Russian Federation, Volgograd region has repeatedly faced crises since the early 2000s, and each of them has become a new challenge for the regional administration system in terms of its ability to develop and take timely measures to overcome negative consequences. In the article, a number of indicators were analyzed for three consequent periods. The first one is 2019 in comparison with 2018. The second period is 2020 in comparison with 2019. The third one is the beginning of 2021 and each of them is characterized by the ratio of various factors that influence the behavior of business entities, population of the region, development and use of managerial decisions aimed at sustainable social and economic development of Volgograd region. The recovery from the pandemic crisis became the most important task for regional authorities, which is reflected in the set of measures aimed at support of the economy and social sphere of the region, incomes of the population and businesses. It became necessary for public authorities to improve new rules of work and decision-making mechanisms in order to respond to the current situation in a timely manner. The authors believe that the main factors of success of the measures implemented by regional authorities were their quality, timeliness and degree of compliance with the set goals. Suschiy","doi":"10.15688/re.volsu.2021.4.12","DOIUrl":"https://doi.org/10.15688/re.volsu.2021.4.12","url":null,"abstract":"The article examines the geodemographic dynamics of the Crimea in the post-Soviet period: changes in the population of the peninsula, its centers and territories; changeable ratio of natural and migration components, and shifts in the settlement system. In the dynamics of the processes under analysis, four stages are distinguished: three of them relate to the Ukrainian period of the Crimea’s development, and the last one it is the Russian stage which begins in 2014. Until the mid-1990s (the first stage), the population of the peninsula continues to grow, despite the natural decline and increased outflow to Russia. The main reason for this is the large-scale re-emigration of Crimean Tatars to the peninsula, most of whom settle in the interior of the Crimea. The next stage (late 1990s – the middle of the 2000s) is associated with a significant depopulation of the region, primarily due to a high natural population decline. The third stage (the second half of the 2000s – the beginning of the 2010s), at which the depopulation is replaced by a minimal increase in the population of the peninsula, is associated with an improvement of the indicators of its natural reproduction and a certain increase in the migration influx. The features of the Russian development stage are set by two multi-component processes. Migration activity is determined by the consequences of the transition of the Crimea to Russia. Meanwhile in the natural reproduction, a central role is played by a small generation of the 1990s entering into the reproductive age, with such consequences as a rapid decline in the birth rate and an increase in natural loss. The result of these processes is a certain stabilization of the population of the Crimea. The situation in which the natural decline is offset by the migration influx is likely to continue in the nearest future and in the medium term period (until 2030–2035). The main trend in the spatial distribution of the demographic potential of the Crimea in the last 15–20 years is a gradual increase in the proportion of the population settled on the coast and in the coastal zone 15–20 km wide.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. It is necessary to upd ate the structure of the development of an effective mechanism for the training of highly qualified personnel on the basis of specialized universities in the region. The relevance of the topic of the study is explained by the fact that the agricultural labor market is experiencing a shortage of young highly qualified IT specialists in digital agriculture. This article raises the problem of personnel training that meets the modern requirements of dynamically developing agriculture in the conditions of digitalization of the country in the post-pandemic period. The purpose of the study is to analyze the tasks facing an agricultural university in training of young specialists for agriculture as a branch of the digital economy of Russia. The objectives of the article are to develop a model for partnerships and promotion of employment of young specialists in the post-pandemic economy in order to develop optimal variants for covering personnel deficit in the agriculture; to suggest measures on the regulation of the labor market for young specialists. The solution of the tasks se t in the article will allow training highly qualified young specialists with all the necessary competencies and capable of meeting the requirements of the modern agricultural labor market. The article discusses the concepts, the departmental program “Digital Agriculture”, the areas of training and additional training of young specialists in the agriculture. At the same time most of them have already developed regional migration policies containing basic guidelines for migration regulation. One of such regions is the Republic of Bashkortostan, where in the recent period the number of active population taking part in both intraregional and external migration has increased significantly. At the same time, the spatial mobility of the population has an impact on the social and economic development of territories. These circumstances lead to increased attention on the part of regional authorities in state regulation improvement. In this connection, the main goal of the paper is to develop an information system for monitoring the attractiveness of municipalities of the Republic of Bashkortostan using geoinformation technologies. The conceptual model “Informational system of attractiveness monitoring of municipalities of the Republic of Bashkortostan” is presented during the research, in which units of visualization, parametric analysis and spatial scaling are described. An algorithm information system was also developed which describes its functionality, such as: assessment of the level of migration attractiveness of the territory, zoning the territory according to the level of migration attractiveness; editing and search of data; scenario prediction of the level of migration activity of the population (number of departures, number of arrivals, migration growth); visual representation of the direction of migration flows; reporting. With the help of this tool, the forecast of the level of attractiveness of the municipalities of the Republic of Bashkortostan is made taking into account the realization of the regional program “Complex development of monocities”. The information system for monitoring the attractiveness of municipalities of the Republic of Bashkortostan can serve as a scientific and methodological basis for state migration policy improvement.
